Report of Water Commissioners


At the annual town meeting in March, Mr. Harry B. Thompson was elected in the place of Mr. John P. Zilch. The Board organized with the same officers as last year. Little has been done during the year, as the town gave us only enough money for regular expenses, therefore we could not do any extra work, had we desired. There was a statement made at the last town meeting that a party was ready to remedy the defect in our system for the sum of $375. The commissioners have seen this party and took him over the system, and after completing the inspection, he was willing to erect an air chamber and sand catcher, as he proposed, for the sum mentioned, but would not warrant that it would work satisfactorily under the existing condi- tions, and claiming that we would need at least $1000 to get the proper results. Whatever we do, there certainly has got to be some money expended to have things right. This party at first claimed that we should have more wells driven, but after inspection thought differently, seeming to think that we had a leak in the suction main. He recom- mends that we make a pumping test at the old testing place for about 24 hours to see if the quantity of water is still there, then uncover the suction pipe out to Bacon Street and test it, thinking the leak is in that section. Something must be done sooner or later in regard to this matter, but under the present financial conditions, we recommend that nothing be done at present.


In the past year we have added ten new services, making the total as follows :

This amounts to the same as 2111/2 serivces at the $10 rate. In addtion to this we are furnishing the town in the School Building with water, which would amount to about $40 per year, the Fire Department with $10 per year, the fountain, which would amount to about $20 per year, and 51 hydrants at the usual price of $25 per year, or $1,275. Altogether, on paper, it would make the annual receipts of this department $3,470, without figuring anything from the five per cent. investments or from excess water rates. This would make a very fine showing.

In December the suit of Spaulding vs. The Town of Plainville was tried again in the Superior Court at Ded- ham, and after a week of waiting and trial, the jury decided in favor of the Town, after being out less than ten minutes. This disposes of this famous case, and, we sincerely hope, for all time,

We desire to call your attention to the South Street ex- tension above E. C. Barney's residence. In 1913 there was taken for water rates and donation $70.00. The five per cent guarantee amounted to $227.16, deducting the $70, made $157.16 to be collected from six persons, which made each water rate amount to $36.20. The figures for 1914 will be about the same. This rate is so high that it is prac- tically prohibitive and keeps others from taking water on this line that really desire to do so. If kept up to the pres- ent rate, few would desire to build in that section.

Report of Milk Inspector


Plainville, Mass., January 18, 1915. To the Board of Health :


Gentlemen : I herewith submit my report as Inspector of Milk. During the year several tests were made, and each test was found up to and above the standard required by law. No complaints have been received as to adulterated or unclean milk, or milk below the standard. During the year two exhibitions were given as to clean milk and cream

by the State Board of Agriculture, and State Dairy Bureau and State Milk Inspectors' Association, one at Amherst, and the other in Worcester, and I am pleased to state that George C. Wilkins of Plainville entered the contest again this year and secured second premium in Class 1, scoring 96.25 out of 127 entries throughout the State. I would be pleased to see more of our dairy men enter these contests. Milk licenses issued-10.

Gentlemen : I have inspected one hundred and sixty-five (165) cows in milk, forty-two (42) cows that were dry, six (6) bulls, seventy-one (71) young stock, fifty-five (55) swine.


I have quarantined and caused to be destroyed one horse, afflicted with the disease known as glanders.


Fifty barns have been visited once, and fifteen two times.
