TOWN OF PLAINVILLE.


This certifies that I have carefully examined the books and account of Treasurer and find them correct. That I have compared the vouchers of the Selectmen, School Committee, and Water Commissioners, and find them to agree with the payments of the Treasurer. That I have compared the pay-rolls of the Surveyors of the Highways and find them to agree with the payments of the Treasurer. That I have carefully examined the books of the Collector of Taxes for the year 1911 and find the same correct and paid in full, and the books of the Collector for 1912 and that the amounts collected and taxes unpaid are as stated in the Treasurer's report.

WARRANT FOR ANNUAL TOWN MEETING.


COMMONWEALTH OF MASSACHUSETTS. NORFOLK, ss. :


To either of the Constables of the Town of Plainville :


GREETING :


In the name of the Commonwealth, you are hereby re- quired to notify and warn the inhabitants of said Town, who are qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on Monday, the eleventh (11) . day of March A. D. 1912, at nine o'clock in the forenoon, then and there to act on the following articles, viz. :


ARTICLE 1. To choose a Moderator to preside at said meeting.


ART. 2. To consider and act upon the reports of the Selectmen, Treasurer, and other Town Officers.


ART. 3. To choose all necessary Town Officers. The following are to be chosen by ballot: Three Selectmen, three Overseers of the Poor, one Assessor for three years, one Treasurer, one Clerk, one Trustee of Public Library for three years, one Auditor, one Collector of Taxes, one Water Commissioner for three years, one Tree Warden, three Constables, one Member of the School Committee for three years, and also upon the same ballot to vote upon the question : "Shall license be granted for the sale of intoxi-

cating liquors in the Town?" All officers, except as above named, are to be chosen for one year.


The polls will be open at 9:30 o'clock A. M., and may be closed at 2 p. m.

Hall free of charge to George H. Maintien Post 33, G. A. R., three days the current year.


ART. 6. To see if the Town will grant the use of Town Hall free of charge to the Fire Department four evenings the current year.


ART. 7. To see if the Town will grant the use of Town Hall free of charge to the Alumni Association one or more evenings the current year.


ART. 8. To see if the Town will vote to elect the Board of Fire Engineers by ballot instead of appointment by the Selectmen. (Petition.)


ART. 9. To see if the Town will vote to extend its water mains on Bridge street and on Washington street, and ap- propriate the sum of fifteen hundred dollars therefor. (Peti- tion. )


ART. 10. To see if the Town will vote to allow the re- location of a portion of Fuller street. Said relocation and expenses of construction to be borne by the petitioners at no cost to the Town.


ART. 11. To see if the Town will vote to raise and ap- propriate the sum of one hundred ($100.00) dollars for the apprehension of hen thieves and place such sum in the hands of the Selectmen to be used at their discretion.


ART. 12. To see how much money the Town will vote to appropriate and raise for the suppression of the sale of intoxicating liquors, and for the apprehension and prose- cution of offenders against the law relating to the illegal keeping and sale of such liquors, and instruct the Selectmen to employ efficient agents and counsel to prosecute such offenders.


ART. 13. To see what action the Town will take with regard to the collection of taxes the current year, fix the compensation of the Collector, and determine the rate of interest to be charged on taxes remaining unpaid after Novemebr 1, 1912.

ART. 14. To see if the Town will vote to have the surety on the Collector's or the Town officers' bonds placed with a fidelity or guarantee company, and appropriate a sufficient sum of money to pay for the same.


ART. 15. To see if the Town will authorize the Collector of Taxes to use all the means of collecting taxes which a 'l own Treasurer may use when appointed Collector.


ART. 16. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of taxes of the present municipal year, and expressly made payable therefrom.


ART. 17. To see if the Town will vote to adopt the bet- terment act as provided by the General Statutes.


ART. 18. To choose any Committee, to hear the report of any committee and act thereon.


Hereof fail not, and make due returns of this warrant, with your doings thereon, to the Town Clerk in conformity to public statutes, at or before the time of said meeting.

The Annual Town Meeting was opened at 9 o'clock A. M. by the reading of the warrant by Town Clerk Shannon.


ARTICLE 1. It was voted that W. E. Barden cast one ballot containing the name of H. F. Keeney for Moderator. The ballot was cast and Mr. Keeney was declared elected Moderator.


Mr. O. P. Brown, on invivtation from Moderator, offered a brief prayer.


ART. 3. On motion of Mr. Barden, Article 3 was taken up. It was voted that we proceed with the election of of- ficers not required to be chosen by ballot, which resulted as follows :


Fence Viewers: Charles N. Moore, Francis E. Herring. Field Drivers: Walter E. Barden, C. H. Bacon.


Measures of Wood and Lumber: E. C. Barney, Syl- vester Smith and Geo. B. Breenlay.


The polls were declared open at 9:30 o'clock A. M.


On motion of W. E. Barden, Article 18 was taken up. It was voted that a committee of five bo chosen from the floor, to present a list of five names to the meeting later, for the Town to take action on choice of Advisory Com- mittee.

Nominating Committee: Walter E. Barden, Wm. H. Nash, Fred W. Northup, Chas. C. Root, and Rufus King.


Article 4 was now taken up. On motion of R. King it was voted that the sum of fifty-six hundred ($5,600.00) dollars, together with the Dog Fund and interest on the School Fund, be appropriated for the support of schools the ensuing year.


SEC. 2. Gardner Warren moves that the sum of five hundred ($500.00) dollars for school incidentals and four hundred ($400.00) dollars for school books be appropriated. It was voted on amendment of R. King, that the question be divided and the sum of five hundred ($500.00) dollars was appropriated for school incidentals and the sum of four hundred ($400.00) dollars was appropriated for school books.


On motion of W. E. Barden it was voted that the School Committee be authorized to use the sum of one hundred ($100.00) dollars of the incidental appropriation, for the Floyd, or technical, work in the schools.


3rd. Mr. Warren moved that three hundred and thirty ($330.00) dollars be appropriated for the employment of a Superintendent of Schools. Voted.


4th. On motion of F. W. Northup it was voted that the sum of four hundred ($400.00) dollars be appropriated for support of the Public Library.


5th and 6th were by consent taken up together. On motion of J. F. Breen it was voted that the sum of three thousand nine hundred and two dollars and eighteen cents ($3,902.18), together with the receipts from Town Hall, be appropriated for the payment of salaries and current and incidental expenses.


7th. On motion of J. F. Breen it was voted that the sum of seven hundred ($700) dollars be appropriated for the support of poor and Soldiers' Relief.

8th. It was voted on motion of Mr. Barden, that the sum of fifteen hundred ($1,500.00) dollars for highways, and three hundred ($300.00) dollars for sidewalks be ap- propriated.


On Mr. Barden's motion it was voted that this money be expended under the direction of the Selectmen.


9th. It was voted, on motion of J. P Zinch, that the sum of one hundred and fifty ($150.00) dollars be ap- propriated for State and Military Aid.


10th. J. J. Eiden moves that seventy-five ($75.00) dol- lars be appropriated for Memorial Day, and that this sum be paid over to the Quartermaster of George H. Maintein Post 133, G. A. R. Voted.


11th. It was voted, on motion of Mr. Barden, that the sum of one thousand eight hundred and fifty ($1,850.00) dollars, together with receipts of other than School Fund, be appropriated for payment of interest.


12th. Voted, on Mr. Barden's motion, to appropriate ' the sum of five hundred ($500.00) dollars for Fire Depart- ment.


13th. On motion of R. King, the sum of fourteen hund- red ($1.400.00) dollars was voted for street lighting.


14th. On motion of R. King, it was voted fifty ($50.00) dollars be granted for employment of School Physician.


15th. On motion of W. E. Barden it was voted to take up Article 9 in connection with this section of Article 4.


On motion of J. F. Breen it was voted unanimously that Mr. Fred G. Deity (a resident not a voter) be permitted to speak on the subject matter of Article 9. Mr. Deity spoke of his interest in the matter of having water in this section, specifying where he lives.


W. E. Barden moved that fifteen hundred ($1,500.00) dollars be appropriated for construction and that the Water

Department be authorized to extend the mains on Bugbee and Washington streets, if they can receive a guarantee of five per cent. on the cost of construction. Voted.


(a). On motion of W. H. Nash it was voted that the sum of seven hundred (4100 00) dollars be appropriated for incidentals in the Water Department.


(b). On motion of W. H. Nash, the sum of one thous- and and fifty ($1,050.00) dollars was appropriated for pumping water.


ART. 5. On motion of J. J. Eiden, the use of Town Hall free of charge, to Geo. H. Maintein Post 133, G. A. R., for three days the current year, was granted.


ART. 10 was now taken up. On motion of Sylvester Smith it was voted to lay this Article on the table.


ART. 6. It was voted, on motion of W. H. Nash, to grant the use of Town Hall, free of charge, to the Fire Depar- ment, four evenings the current year.


ART. 7. It was voted that the Alumni Association be granted the use of Town Hall, free of charge, two evenings the current year.


ART. 8. On motion of W. E. Barden it was voted that Article 8 be laid on the table.


Article 2 was now taken up. The report of the several Town officers were accepted. Auditor J. J. Eiden here reported that he had been unable to audit the Clerk's books before his report was sent to the printer, but since then had audited them and found them correct.


ART. 11. On motion of Rufus King, it was voted to appropriate the sum of one hundred ($100.00) dollars for the apprehension of hen thieves and to place such sum in the hands of the Selectmen.


ART. 12. It was voted, on motion of John Goff, that the sum of one hundred ($100.00) dollars be granted, and Selectmen to be instructed in accordance with the Article.

Mr. King desired to be excused from acting on the com- mittee to name candidates for Advisory Board.


He was excused and John T. Goff appointed to fill vacancy.


ART. 13. On motion of W. E. Barden, it was voted that the compensation of Tax Collector be one hundred ($100.00) dollars, and that twenty-five ($25.00) dollars of the same be paid when tax is committed to him and that the balance be paid when tax is paid in full and that six per cent. interest be charged on taxes unpaid after November 1, 1912.


ART. 14. On motion of R. King it was voted that the sureties on Collector's and other Town Officers' bonds be placed with a fidelity or guarantee company, and that the expense of same be paid from appropriation for current and incidental expenses.


ART. 15. So voted, on motion of W. E. Barden.


ART. 16. On motion of J. P. Zilch, it was unanimously "Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning February 1, 1912, to an amount not exceeding the aggregate $17,000.00, and to issue a note or notes therefore, payable within one year, any bedt or debts incurred under this vote to be paid from the taxes of said municipal year."


On motion of W. F. Barden it was voted that Article 17 be laid on the table.


At 11:30 o'clock A. M. it was voted, on motion of W. E. Barden, that a recess be taken until 1:30 o'clock P. M.


After recess Article 18 was again taken up. The com- mittee on naming a list of names to be added to the Chair- man of Selectmen and Town Treasurer to act as Advisory Board, reported the following: Herbert E. Thompson,

George D. Graham, John P. Zilch, George Stolworthy, and Charles C. Root. The report was accepted and the Ad- visory Committee was declared elected.


At 2 o'clock P. M. the ballot box was opened by consent of all officers present ; the number registered on ballot box was two hundred and four, and two hundred and four ballots were cast.


At 2:45 o'clock P. M., on motion of John Goff, the polls were closed. Ballot box registered 208, 208 ballots were cast, 208 names were checked on lists, two of which were cast by female voters and were for School Committee only. The result of the vote for Town Officers was as follows :

PRESIDENTIAL PRIMARY ELECTION.


The Presidential Primary election was held April 30, 1912, at the Town Hall.


The meeting was opened by reading of the Primary Call by Town Clerk Fuller.


The ballot clerks and the tellers qualifying, the polls were declared open at 12 o'clock, noon, Chairman of the Selectmen, J. F. Breen, presiding. At 7 o'clock, P. M., the polls were closed by vote.


The ballot box registered 144, the number of ballots was 144, and 144 names were checked on voting lists.


There being 139 Republican and 5 Democratic votes cast.
