REPORT OF THE LEVERETT SCHOOL PLANNING BOARD COMMITTEE FORMED BY SPECIAL TOWN MEETING OF AUGUST 25, 1951
The function of the Committee was to investigate the proposal for a regional high school district initiated by the towns of Amherst and Pelham, to determine whether or not it would be feasible for Leverett to join this district, and to assist in forming an agree- ment which would be fair to Leverett as a participating town.
All meetings of the Regional Planning Board in Amherst between August 27 and September 27, 1951 inclusive (a total of six) were attended regularly by the voting members, and occasionally by the advisory members, of the Leverett Committee. Hadley also joined the planning board late in August.
The agreement according to the draft of September 20 proposed that "the Regional School District shall be deemed established when Amherst and any one or more of these towns -- Pelham, Leverett and Hadley, shall accept this Agreement by a majority vote approving the question of acceptance placed on the ballot at an annual or special town meeting in accordance with Section 15, Chapter 71 of the General Laws as amended". However, at a meeting with State officials on September 20, it was found that such a proposal would not be legal and that disapproval by any one or more towns would prevent establishment of the regional district by the accepting towns until a new agreement was made and approved. Consequently, on September 27, the towns of Amherst and Pelham decided to attempt to establish the District alone because of the uncertainty of approval by Hadley and Leverett. The memberships of Hadley and Leverett in the Regional Planning Board were thereby dissolved. In the final agreement between Amherst and Pelham a means was provided to permit other towns (which could include Leverett) to join the district.
On December 7, 1951 Amherst and Pelham voted on the agreement , Pelham to accept, Amherst to reject. The Regional School District was, therefore, not established.

Suggested Regulations for the use Leverett Consolidated School
General. It is the wish of everyone concerned that the new school be used to serve the best interests of the community. It is the opinion of those concerned with its administration that it will not be to the best interests of the town to allow its use without definite rules and regula- tions. The following rules and regulations are tentative and will undoubtedly be changed as experience dictates. To those who think the regulations too strict, we would point out that the Town Hall is still available for use with very few restrictions. Groups made up mainly of townspeople will have little difficulty securing the use of the building subject to the following conditions. Groups made up mainly of other than townspeople should allow ample time for their request to be acted upon individually by the School Committee. In general, organizations will not be granted the use of the building for regular meet- ings i.e. Tuesday and Thursday of each week, etc.
Procedure. Persons or groups wishing to use the new Leverett Elementary School should make arrange- ments with the school janitor, who shall act for the School Committee in this matter. If the date desired is not taken and if the janitor has no doubts as to eligibility of the group for the use, he will grant immediate approval. If the janitor has any doubts about the use of the building for the purpose requested or of the group making the request, he shall refer the matter to the School Commit- tee for a decision. Groups wishing to use the building should make their request as early as possible. No such use will be granted unless the janitor is employed by the group.
Fees. The janitor shall receive a fee of $3.00 for each evening meeting up until 12 midnight or $5.00 after midnight. Said fee to be paid directly to the janitor. In ad- dition, the janitor shall collect an additional fee as fol- lows either in cash or by check made out to "Town of Leverett" :
a. Use of cafeteria only, $1.00
b. Use of single classroom only, $1.00
c. Use of auditorium only, $2.00
d. Use of any two of the above, $2.00
The janitor shall give a receipt for all money col- lected upon request.
Permission and charges for other evening meetings and by groups other than townspeople shall be acted upon individually by the School Committee. All meetings of town officials and for town business are exempt from the payment of any of the above fees.
Until further notice, the Parent-Teacher organization shall be permitted the use of the cafeteria for their monthly meeting without charge except the janitor's fee.
Regulations for Use. We are all proud of this build- ing and naturally wish to keep it looking new. The main point here is to treat the building as you would anything which belongs to you. Smoking will be permitted only in the rest rooms and in the cafeteria when properly provid- ed for by advance notice to the janitor. No decorations, nails, thumb tacks, etc. shall be put up except under su- pervision of the janitor. The possession or consumption of alcoholic beverages on the premises is forbidden. The janitor shall at all times act as agent of the School Com- mittee in enforcing the above regulations and any others which he feels are in the best interests of the Town.

article 24 It was voted to raise and appropriate the Sum of $59,652.20 for necessary Town expenses. The school Committee asked for $ 35, 61.20 but the Finance Committee recommended a cut of $175. while would not allow a raise in the Janitors salary as anticipated in the School Budget as submitted. The votes were called upon to vote on the question, and a standing voto resulted in a tie, 34 supporting the recommendation of trafinance Commetter, and 34 againstit. It was then voted to take a "yes" or"o" ballot, and the recom-
mendation of the Finance Committee was Sustained 52 to 46, so the School Budget as voted was 35,486,20 instead of$35, 61.20 as asked for by the School Committee
