The foregoing account of the receipts and expenditures of the town the past year we believe to be as accurate as the nature of the case will admit. The outstanding bills (if any) are few, and small in amount.
The expenditures on roads the last year have been large, and must continue to be under our present mode of repairing them, which we think to be defective. The labor tax is expended in many of the dis- tricts in an improvident manner, and under the direction of incompetent surveyors. To correct this evil, we would suggest the propriety of raising a money tax of $1,000 or $1,200, and employ a competent road builder, for six months at least in each year, to expend the money. If this course was adopted we believe that in a few years our roads would be put in good condition, after which it would require but a small sum annually to keep them in repair.
The removing of snow subjects the town to an onerous expense, and is the principal cause of our present indebtedness. If a snow tax were made, to be expended as found necessary, this evil would, in a great degree, be lessened.
The debt of the town has been reduced the last year $1,244.03, and would have been further reduced, had it not been for some extraor- dinary expenses, such as $377.90 for lawsuits, and $129.25 in attempt to remove the town-house, which will not be likely to occur again. We do not recommend any increase of the taxes, already very high, much higher than many of the neighboring towns. We think, if the town will raise the same sum for two years, the debt will be paid.
