Report of Tree Warden


To the Citizens of Attleborough :


I herewith submit my first annual report as Tree. Warden. During the year the work of this department has been attended to as expeditiously and efficiently as possible, although lack of funds has been a serious handi- cap. With the co-operation of Supt. Smith of the Street Department most of the work requiring immediate attention was taken care of. In some cases it was nec- essary to engage other men to do the work, and an expense of about $35 was incurred.


Although the town does not make an appropriation for the work of the Tree Warden, it could do so to good advantage. A small sum of money each year for trim- ming shade trees would be a wise expenditure, and one that would be very gratifying to some of our citizens. Nothing adds more to the beauty of public streets than well-trimmed and carefully groomed shade trees.


I would respectfully call attention to the condition of trees on the Common. They are badly in need of trim- ming and the services of an expert should be engaged to attend to this work. The Town should also take proper steps for the prevention of the Elm Tree Beetle, the Gypsy and Brown Tail Moth, and other pests. Last year the Selectmen assumed charge of this work, and though excellent work was done there was considerable damage. Too much care cannot be given our shade trees, as they are valuable and beautiful ornaments.

We, the undersigned, duly elected Auditors of the Town of Attleborough, respectfully report that we have examined the books and reports of the Water Commis- sioners, Water Registrar, Commissioners of the Sinking Funds, Tax Collector, School Committee, Town Treas- urer, Overseers of the Poor, Trustees of the Public Li- brary, Park Commissioners and Selectmen, and have found them correct.


Their books and reports agree with the books of the Town Treasurer.


The Town Treasurer's books and report agree with the Selectmens orders and also with the amounts of funds received from the Collector of Taxes, Water Registrar, and from other sundry sources.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Attleborough to meet in Armory Hall, in said Attleborough, on Monday, March 1, 1909, at 6 o'clock in the forenoon, then and there to act upon the following articles, to wit :


Article I. To choose a Moderator to preside at said meeting.


Art. 2. To consider and act upon the reports of the Selectmen, Treasurer, and other Town officers.


Art. 3. To choose by ballot, a Town Clerk, three Se- lectmen, a Town Treasurer, one Assessor of Taxes for three years, one Tax Collector, one Overseer of the Poor for three years, one Water Commissioner for three years, three Auditors, one Sinking Fund Commissioner for three years, three members of the School Committee for three years, one member of the Board of Health for three years, three Trustees of the Public Library for three years, one Chief Engineer of the Fire Department, two Assistant Engineers of the Fire Department, one

Art. 16. To see what sum the Town will appropriate for current and incidental expenses for the ensuing year.


Art. 17. To see what appropriation the Town will make for lighting the public streets, or do anything in relation thereto.


Art. 18. To determine the number of patrolmen the Town will employ for the ensuing year, and make an appropriation in addition to the court fines for the use of the Police Department, as recommended by the Selectmen.

Art. 20. To see if the Town will vote to offer a re- ward for the arrest and conviction of any person or persons setting wood fires, intentionally or carelessly, and make an appropriation therefor.


Art. 21. To see what appropriation the Town will make for the support of the Public Library.

Art. 30. To see if the Town will vote to instruct the Board of Engineers to organize a fire company, to consist of two permanent and six call men, and make an appropriation therefor.

Art. 31. To see if the Town will vote to maintain a permanent man and horse at the South Attleborough fire station, and make an appropriation therefor, agree- able to a petition.


Art. 32. To see what appropriation the Town will make for the School Department, educational, incidental and repairs, text books and supplies, transportation of scholars, benevolence. evening schools, school physician and insurance.


Art. 33. To see if the Town will vote to authorize the Selectmen to take charge of, and contract for, the insurance of all Town property, and make an appropria- tion therefor, agreeable to a petition.


Art. 34. To see if the Town will vote to move the Turner Street school house to the Cunningham plat in the St. Jean village, or erect a new school house on the plat, or in that vicinity, and make an appropriation there- for, agreeable to a petition.


Art. 35. To see if the Town will vote to build the extension of Pond Street, from Sibley Street to Leed- ham Street, as laid out by the Selectmen. and make an appropriation therefor, agreeable to a petition.


Art. 36. To see if the town will instruct the Water Department to lay a water pipe from the main pipe now in St. Jean plat to the location of the proposed new school house on the Cunningham plat.


Art. 37. To see if the Town will vote to instruct the Selectmen to appoint a regular patrolman for the St. Jean plat vicinity, and make an appropriation therefor, agreeable to a petition.

Art. 38. To determine when taxes become due and payable, and what rate of interest the Town will charge on taxes remaining unpaid when due.


Art. 39. To see if the Town will authorize the Col- lector of Taxes to use all means of collecting taxes which a Town Treasurer may use when appointed col- lector.


Art. 40. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Select- men, to borrow during the municipal year beginning Jan. I, 1909, in anticipation of the collection of taxes of said year such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total tax levy for said year, giving the notes of the Town therefor payable within one year from the date thereof. All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.


Art. 41. To see what debts the Town will vote to incur under the provisions of Chapter 27 of the Revised Laws.


Art. 42. To see whether, for the purpose of raising money to pay the expense of construction of the road to South Attleborough and the expenses of the Soldiers' Monument, the Town will authorize the issuance and sale of Town notes, and fix the amount and particulars thereof, and take any other action with reference thereto.


Art. 43. To see if the Town will vote to rescind the vote passed at the town meeting on March 2, 1908, under Article 70 of the warrant for that meeting.


Art. 44. To see if the Town will vote to indemnify and save harmless the Commonwealth against all claims

and demands for damages which may be sustained by any person whose property has been taken for, or has been injured by the construction of the highway on Pleasant Street by the Massachusetts Highway Com- mission.


Art. 45. To see what appropriation the Town will make for the curbing of sidewalks under the Betterment Act.


Art. 46. To see what appropriation the Town will make to construct new concrete walks under the Better- ment Act.


Art. 47. To see what appropriation the Town will make for highways and bridges.

Art. 75. To see if the Town will appropriate a sum of money to be used by the Board of Health to procure an exhibit for the instruction of the townspeople in regard to the disease-tuberculosis-or do anything in relation thereto.


Art. 76. To see if the Town will make an appropria- tion to be used for the aid of poor persons suffering from pulmonary tuberculosis, or from any disease dangerous to the public health within the meaning of the statutes; such an appropriation to be disbursed at the discretion of the Board of Health.


Art. 77. To see if the Town will vote "Yes" or "No" on the question "Shall an act passed by the General Court in the year 1908, entitled, 'An Act to Provide for the Protection of forest or sprout lands from fire' be accepted by this Town ?"


Art. 78. To see if the Town will vote "Yes" or "No" on the question, "Shall Chapter 513 of the acts of the year 1908, requiring certain cities and towns to provide public playgrounds, be accepted by this Town?"


Art. 79. To see if the Town will vote to appropriate the sum of $1327.37 to take care of the overdraft of 1908.


Art. 80. To see if the Town will vote to authorize the Selectmen to secure necessary equipment for the Police Department and make an appropriation therefor, or do anything in relation thereto.

Report of Finance Committee


To the Citizens of Attleborough :


In submitting the second annual report of the Finance Committee we have had to take into consideration the growth of some of the Town's departments, and we are obliged to recommend, in some cases, appropriations slightly in excess of last year.


Article 8. "To determine the compensation of Town officers, laborers on the highway and clerical assistance to Town officers."


The Finance Committee has given careful considera- tion to the present compensation of Town officers and feel that in a few cases the remuneration is inadequate. We have consequently tried to adjust the matter without making the appropriation larger.


The Committee believe that the Clerk of the Board of Selectmen is not compensated sufficiently for the amount of work performed. We, therefore, make the following recommendations in regard to the compensa- tion of the Selectmen and Clerk: Chairman, $500; other members $350 each ; Clerk, $300.


In regard to the Assessors. With the large increase in valuation the work has grown proportionately, and the Assesors of the present have to put in about twice as much time as Assessors did when the present rates of compensation were fixed.


We, therefore, recommend that the salary of the Chairman of the Board be $600 and the other two mem- bers $350 each.


In view of the increased labor in the office of the Secretary of the Board of Health, the Board of Health have asked for an increase in the compensation of the

Clerk from $150 to $200, stating that they believed that the increased compensation was little enough for the time necessary for the proper performance of the duties. We therefore recommend that the salary of the Secretary of the Board of Health be $200 per year.


The salaries of the balance of the Town officials and laborers on the highways we recommend be the same as last year, namely: Town Clerk and Treasurer, $400 each; clerical assistance, $500; Auditors, $50 each ; Treasurer of Sinking Fund, $50; Sealer of Weights and Measures, 30 cents per hour ; Inspector of Cattle and Milk, $200; Inspector of Wires, $150; Board of Health : Chairman $100, Secretary $200, other member $100; Tree Warden $50; Chief Engineer of Fire Department $500, Assistants $100 each, and the same percentage for the Collector of Taxes.
