Annual Report of the Board of Selectmen
To the Citizens of Attleborough :
We deem it our duty at this time, and we certainly consider it a great honor, to make the following report of the departments directly under our supervision, and also to make the recommendations we deem advisable for the town to adopt. In some departments we feel obliged to increase the appropriations over previous years. We must all bear in mind the rapid growth of the town, the laying out of new streets in nearly every section, and the demand for improvements which are certainly in the line of progress and better living.
We wish to congratulate the town on its good finan- cial condition, as shown in full by the Town Treasurer's report. The departments as a whole have lived within their appropriations, and while a few have exceeded, we are enabled, after deducting overdrafts from the bal- ances of the various departments, to turn back into the treasury the sum of $2,726.65.
One of the most important departments under the jurisdiction of the Selectmen is that of
Highways and Bridges.
In conjunction with our Superintendent of Streets we have made the building of our streets and the bettering of their conditions a constant study. New streets are being opened through and over sections of our town that only a few years ago were considered farming lands, and were assessed by the acre. These farm lands are being

rapidly platted and substantial residences built upon them, and the residents demand the improvements that their neighbors enjoy.
We deem it advisable that the town should adopt some rule or law relative to laying out and accepting streets through and on land where no grade lines have been established and where the street has not been brought to grade, sufficient property being located thereon to warrant the town to make the outlay of money required. We recommend that immediate action on this subject be taken before many precedents are estab- ished which will make it more difficult to change the rule. We have decided, after mature deliberation, that a larger appropriation for our highways is required. Streets must be built and surfaced with more enduring material to stand the wear and tear they are now sub- jected to. A few years ago a macadamized road was thought to be all right for a number of years. Now with a larger increase of heavy teams and automobiles the surface of the street is quickly worn off and the demand is for something better, more durable and more econom- ical. We have recommended the sum of $18,000 for gen- eral highway and bridge work. For a detailed report of the work done on the streets we refer you to the report of the Superintendent of Streets.
Bridges.
The bridge on County street, and also the one on Mechanics street, will soon require quite an expenditure of money by the town. We recommend that the County street bridge be repaired this year and that re-enforced concrete be used. This will be in keeping with the same kind of bridges that have been built on Wall and Olive streets, and does away with the expense of re-

planking every few years. We estimate it will cost $1,500 to do this work, and have so recommended.
Sidewalks.
During the year 1909 we have constructed concrete sidewalks on many streets of the town. We find this the most satisfactory walk to build, and as so many hun- dreds of our people use them in going to and from their work we recommend a continuance of the building of concrete walks, with the same amount of appropriation as last year, $3,000, and under the same conditions, that is, that they be constructed under the betterment act.
Curbing.
We would recommend that the town appropriate the same amount of money for curbing as last year, realiz- ing that it is nearly impossible to construct a good walk on streets that are not curbed. There are many streets in our town that will be greatly improved by being curbed and good walks built thereon. We recom- mend the appropriation of $3,000 for this purpose.
Street Lighting.
Our street lighting during the past year, as formerly, has been done by the Attleboro Steam and Electric Com- pany, and has been very satisfactory. But few com- plaints have been lodged with the Selectmen. On ac- count of the opening of new streets and building of new residences we have recommended an increased appro- priation. The amount we recommend for this purpose is $15,000 for the year.
Street Sprinkling.
During the past summer the Board was fully con- vinced that something besides water should be used to lay the dust and at the same time preserve the surface

of the streets. We investigated and decided that Dusto- lene was the best preparation we could secure. While it may not be a perfect preparation from every point of view, we consider it far better than water and woud rec- ommend that some similar preparation be used the com- ing season. We recommend that the sum of $5,000 be appropriated for laying the dust.
Police.
Since April, 1909, we have had a police force with a chief at the head to direct it. We believe that the patrol- men on our streets have given good satisfaction, that they have been courteous to all and have been efficient in enforcing the laws. As the appointment of a chief of police was a new departure, many at first were inclined to look with suspicion on the movement, but we believe the results of the year justify the wisdom of the choice we made for our first chief of police, and with the ex- perience of last year to guide us we believe we can look forward to the coming year for even better results from the same force we had in 1909. We would recommend that the sum of $6,000 and the receipts from fines be ap- propriated for police service.
Permanent Improvements.
During the year the stone crusher and shed that have been located on Union and Pine streets for a number of years were removed to the new location on Forest street. The plant is now conveniently located, easy of access from all points and still is far enough removed from the center of the town as not to be unsightly. A good roomy barn has been built, with sheds for the carts and wagons. This plant we consider in good order, and sufficient for the east side of the town for a number of years.

We have carefully considered the question of buying a portable stonecrusher and have concluded to recom- mend that the town purchase one. This crusher, we be- lieve, will be a good investment, as it can readily be moved from one section of the town to another when- ever we wish to macadamize a street. It will save the expensive long hauls of crushed stone and streets can then be dressed with stone that would be impossible as too expensive under the present system. For instance, if we wanted to repair a street in South Attleborough or Hebronville the crusher would be located in one of the gravel banks and material taken therefrom, run through the crusher and put on the streets-time and money saved. We would recommend that the sum of $2,000 be appropriated for this purpose.
Financial Statement.
The valuation of the town, as asesssed in 1908, was $13,343,720, and the valuation in 1909 was $14,211,000. an increase of $1.367,230. This we consider an excel- lent showing, and doubt if it can be equalled by many towns in the Commonwealth.
