This report completes eleven years I have served you as your Collector of Taxes. In that time I have collected and paid over to the Town Treasurer, promptly and cor- rectly, over 214 millions of dollars.


Considering the hard financial panic of the past year, I consider our taxpayers have broken all past records in promptitude of their payments.


A glance at the percentage tables in the report shows five items with 100% collections and no item but one under 90%, a condition we have never reached before.


In closing, I desire to thank the taxpayers for their unvarying courtesy accorded me in the official perform- ance of my duties, which many times, by virtue of the character of the same, are far from pleasant, although necessary.

Annual Report of the Board of Assessors


To the Citizens of Attleborough :


The assessors in rendering this annual report for the year ending Dec. 31, 1908, feel it their duty to bring to your attention the fact that the amount required to be raised by taxation in 1909 to take care of the recommend- ations of the various departments, together with the sum necessary to meet former votes of the town and the re- quirements of the law will amount to at least $261,000.00. This is a sum $15,000.00 greater than the entire levy of 1908. To this amount must be added the extra appro- priations made in town meeting so that it can readily be seen that in order to keep the rate at $17.50 in 1909 it would require an increase in valuation of over $1,200,000.


Inasmuch as the valuation of the town has been in- creased $2,000,000 in the last two years and as conditions would not seem to warrant a large increase this year we are of the opinion that a conservative estimate would make the valuation in 1909 approximately $14.000,000, or an increase of about $500,000 over 1908.


On this basis the tax rate for 1909 will have to be $18.00 per thousand plus about 7 1-3 cents for each thou- sand dollars appropriated in town meeting, other than for regular department purposes. Consequently, while we would not advise false economy, which would hamper the departments in their work or deprive the citizens of needed improvements, we earnestly request that each article in the warrant be carefully considered in order that the tax rate be kept as near $18.00 as possible.

Apparatus.


The apparatus of the department consists of one two- horse hook and ladder truck, with 300 feet of ladders and fully equipped with all necessary tools; one two-horse combination hose and chemical wagon, fully equipped ; one two-horse wagon, fully equipped; two supply wag- ons, and 5,000 feet of hose in good condition, located in the center of the town; one one-horse hose wagon, 600 feet of hose and all necessary tools in good condition, lo- cated at the Farmers ; one four-wheel hose reel, 1.300 feet of hose in good condition and one two-horse hook and ladder truck in good condition located at South Attle- borough ; one four-wheel hose reel, 1,000 feet of hose in good condition, located at Hebronville ; one hand reel, 800 feet of hose, located at St. Jean Plat ; one hand reel, 800 feet of hose, located at Briggs Corner ; one democrat

wagon, one single-horse pung and one two-horse pung, located in the center of the Town.


Horses.


The department has eight horses, two on Hose No. I at South Main Street, two on Hose No. 2 at Union Street, two on Ladder Truck No. I at Union Street, one used by Chief and for fire alarm purposes, one spare horse, which has been laid up, but is now in good condition.


We believe that the department should keep an extra horse at Union Street, so as to have one in readiness for the Chief at all times, as in a great many cases one is re- quired on the fire alarm system; also in case of a sick horse, the department is then prepared.


The horses for the use of Hose Companies No. 3, 4, 5 and Ladder Company No. 2 are hired.


The service for Hose Company No. 3 is not as good as is needed, but is the best we have been able to secure, as there are very few available horses in that section.


The service for Hose Company No. 4 and Hook and Ladder Company No. 2 at South Attleborough is as good as can be expected while dependent upon hired horses.


The service for Hose Company No. 5 at Hebronville is as good as we can expect, owing to the fact that the horses used are at such a long distance from the hose house.


Harnesses.


The department has four sets of double harnesses, one used by Hook and Ladder Truck No. I, one used by Hose Company No. 2, and one used by Hose Company No. 5, Hebronville ; four single harnesses, one used by Hose Company No. 4, South Attleborough, one by Hose Company No. 3, Farmers ; one used by the spare horse

at Union street, and one extra harness, all in good con- dition.


Fire Alarm.


The Gamewell fire alarm system is in use and in good condition. It consists of the following apparatus: Two steam gongs, one at the pumping station at South Attle- borough, and one at the Electric Light Station, located at Farmers; three bells, one on South Main Street, one near Peck Street, one on Hose Company No. 4 house, South Attleborough; one striker located on the church at Hebronville; one indicator at Hose Company No. I, one at Hose Company No. 2, and one at Hose Company No. 5; 15 tappers, used in the shops, and by members of the fire department, 57 fire alarm boxes, owned by the town, one private box, owned by the Interstate Street Railway Company ; about 50 miles of wire and all neces- sary tools for keeping the same in repair; one storage battery, complete, with a six-circuit switch board.


Houses.


The department houses are located as follows: South Main Street house, occupied by Hose Company No. I ; Union Street house, occupied by Hook and Ladder Com- pany No. I, and Hose Company No. 2; the house at Far- mers, occupied by Hose Company No. 3; the house at South Attleborough, occupied by Hook and Ladder No. 2, and Hose Company No. 4; the house at Hebronville, occupied by Hose Company No. 5. We would recommend the extending of the fire alarm down Washington Street.

We would recommend the purchase of a combination hook and ladder truck and all its equipments, the same to be located at South Main Street Hose house and the Board of Engineers to organize a company for the same, to consist of the permanent and six call men.


We recommend that we make such alterations in the South Main Street engine house as will be necessary to accommodate the same.
