Article 9. "To see what appropriation will be made for the support of paupers."


The Overseers of the Poor appeared before the Finance Committee and stated that the heating appar- atus at the Town Farm is worn out and inadequate and needs replacing with a modern heater, and that there were some other repairs necessary to be made this year.


The Finance Committee therefore recommends that the Town appropriate the sum of $9,000 for the care of the poor, and to make the necessary repairs.


Article 10. "To see if the Town will authorize the Overseers of the Poor to contract with physicians to at- tend the Poor." We recommend that the sum asked for by the Overseers, namely $500, be appropriated.


Article II. "To see what sum will be appropriated to repair buildings at the Town Farm." The Committee having already made a recommendation under Article 9, we recommend that action on this article be indefinitely postponed.


Article 12. "To see what sum will be appropriated for Military Aid." The Committee indorse the recom-

mendation made by the Selectmen, namely $100.


Article 13. "To see what appropriation will be made for indigent soldiers and sailors and their families." The Committee indorse the recommendation of the Select- men, namely $3.300.


Article 14. "To see what appropriation will be made for decorating .graves of soldiers and sailors of the Re- public." The Committee recommend the appropriation of $300 for this purpose, as recommended by the Select- men.


Article 15. "To see what appropriation will be made to provide quarters for Wm. A. Streeter Post, G. A. R." The Committee indorse the recommendations of the Selectmen, namely $348.


Article 16. "To see what appropriation will be made for current and incidental expenses." On account of legislation passed by the recent General Court there are certain expenses which the Town will have to pay from the Current and Incidental appropriation, in regard to bills contracted by the Board of Health in caring for con- tagious diseases. A small sum is needed also to provide for the current and incidental expenses incident to the growth of the town. We therefore recommend the sum of $13,000 for the ensuing year, $1,000 more than last year.


Article 17. "To see what appropriation will be made for lighting the public streets." The Committee indorse the recommendation of the Selectmen, namely $14,500.


Article 18. "To determine the number of patrolmen the Town will employ the ensuing year and make an appropriation in addition to the court fines for the use of the Police Department." The Committee indorse the recommendation of the Selectmen, namely $6,000.


Article 19. "To make an appropriation of $250 for suppressing illegal sale of intoxicating liquor." The

Committee indorse the appropriation of $250, recom- mended by the Selectmen.


Article 21. "To see what appropriation will be made for the support of the Public Library."


In view of the fact that the Library Trustees are en- deavoring to widen the use of the Public Library and carry its benefits to all parts of the Town by establishing exchange stations in Dodgeville, Hebronville and South Attleborough, the Trustees will need a slight increase in the appropriation over last year. The Committee there- fore recommend that the sum of $7,000 be appropriated for the support of the Public Library for the ensuing year.


Article 22. "To see what appropriation will be made for the current and incidental expenses of the Fire De- partment." The Fire Chief appeared before the Financo Committee and asked for a slight increase in the appro- priation for the support of the Fire Department, stating that more men are really needed. In view of the fact that the Fire Department has been conducted in an economical manner and, in the opinion of the Committee, no unnecessary money ever having been asked, the Com- mittee recommend that the Fire Chief's requests be granted, and recommend that the sum of $15,700 be appropriated for the support of the Fire Department for the ensuing year.


Article 23. "To determine the compensation of officers and members of the Fire Department." The Committee has already made a recommendation on this matter under the compensation of Town officers.


Article 24. "To see if the Town will vote to establish any additional fire alarm boxes, extend the fire alarm system and make an appropriation therefor." The Com- mittee recommend that the Fire Chief's request be granted and that the sum of $535 be appropriated for this purpose.

Article 25. "To see if the Town will vote to pur- chase 500 feet of hose and make an appropriation there- for." The Committee believe the purchase necessary and recommend an appropriation of $275.


Article 26. "To see if the Town will vote to purchase a combination hook and ladder truck and make an appro- priation therefor." The Committee recommend that the request be granted and an appropriation of $2,250 be made therefor.


Article 27. "To see if the Town will vote to purchase one pair of horses and harnesses for the Fire Depart- ment, and make an appropriation therefor." The Com- mittee believe the purchase necessary and recommend an appropriation of $800 therefor.


Article 28. "To see if the Town will vote to make such alterations in the South Main Street fire house as are necessary for the accommodation of another piece of apparatus, and make an appropriation therefor. In view of the fact that we have recommended the purchase of the hook and ladder truck, the necessity of a place to house it is imperative. We therefore recommend that an appropriation of $3,400 be made for this purpose.


Article 29. "To see if the Town will vote to purchase an express wagon for the Fire Department, and make an appropriation therefor." The Town has never had any facilities for carrying hose to a distant point in case of emergency and have always had to depend on the Chief's use of a Democrat wagon which is inadequate for the purpose. We believe an express wagon necessary and recommend that an appropriation of $125 be made therefor.


Article 30. "To see if the Town will vote to instruct the Board of Fire Engineers to organize a fire company, to consist of two permanent and six call men, and make an appropriation therefor." The Committee indorse the recommendation of the Fire Chief for a company to man the new truck. and recommend that an appropriation of $1,750 be made therefor.

Article 31. "To see if the Town will vote to main- tain a permanent man and horse at the South Attle- borough fire station, and make an appropriation therefor, agreeable to a petition." The Committee recognize the fact that the South Attleborough section of the Town is growing rapidly, and more fire protection to cover a wider range of territory is necessary. The Committee therefore recommend that an appropriation of $1,700 be made for this purpose.


Article 32. "To see what appropriation the Town will make for the School Department, educational, inci- dental and repairs, text books and supplies, transporta- tion of scholars, benevolence, evening schools, school physician and insurance."


The School Committee appeared before the Finance Committee and presented the needs of the departments in all of its sub-divisions. The Finance Committee, hav- ing been agreed that the Selectmen take charge of the in- surance of all Town property, recommend that the sum of $74,800 and the Dog Fund be appropriated for the use of the School Department, the School Committee having stated that if the insurance bill was assumed by the Town that their needs would be $1,200 less than the $76,000 originally asked.


Article 33. "To see if the Town will authorize the Selectmen to take charge of and contract for the insur- ance of all Town property, and make an appropriation therefor." The Finance Committee recommend that the Selectmen take charge of and contract for, the insurance of all Town property, and recommend an appropriation of $1,200 for the ensuing year.


Article 34. "To see if the Town will vote to move the Turner Street school to the Cunningham plat in the St. Jean village, or erect a new school on the plat, or in that vicinity, and make an appropriation therefor."


Your finance Committee has given much attention to this question, desiring to do justice to the petitioners and

also to the Town. It appears to us that a school house on the plat, or north of the plat, is necessary for the accommodation of the smaller children on the plat and those who live in the vicinity of Leedham street. We therefore recommend that the Turner Street school be moved to a lot to be selected by the School Committee, and that an appropriation of $2,000 be made therefor.


Article 35. "To see if the Town will vote to build the extension of Pond Street, from Sibley Street to Leed- ham street, and make an appropriation therefor."


In regard to the extension of Pond Street. Part of the land has already been given by abuttors, and part has been purchased by the Town, agreeably to a vote passed last year, so that the Town has a clear right of way from the end of Pond Street, on St. Jean Plat, to Leed- ham Street.


The moving of the school house to the new location would be of small advantage to the residents of Leed- ham Street if a foot way is not made to accommodate the passage of children from Leedham Street to St. Jean plat. Your Committee have carefully viewed the situ- ation and do not see any immediate necessity for a street, but we recommend the making of a safe path from Leedham Street to the new location of the school house, and that an appropriation of $150 be made therefor.


Article 36. "To see if the Town will vote to instruct the Water Department to lay a water pipe from the main pipe now in St. Jean Plat to the location of the proposed new school house on the Cunningham plat."


In this matter, if the school house is moved to a new location Town water will be a necessity, and we therefor recommend that the Town instruct the Water Depart- ment to lay the necessary pipes.


Article 37. "To see if the Town will vote to instruct the Selectmen to appoint a regular patrolman for St.

Jean plat." On this article the committee recommend indefinite postponement.


Article 45. "To see what appropriation will be made for curbing sidewalks under the Betterment Act." The Committee indorse the recommendation of the Select- men, namely $3,000.


Article 46. "To see what appropriation will be made for construction of concrete sidewalks under the Better- ment Act." The Committee indorse the recommenda- tion of the Selectmen, namely $2,500.


Article 47. "To see what appropriation will be made for highways and bridges." At the hearing on this ar- ticle the Superintendent of Streets appeared before the Committee and stated that he would need a slight in- crease in the appropriation for the department for the ensuing year, as many of the bridges made in the aboli- tion of the grade crossings need re-surfacing and that there are old streets that are in need of repairs. We therefore recommend that an appropriation of $15.000 be made for the Street Department for the ensuing year.


Article 48. "To see what appropriation will be made for watering the public streets." The Committee in- dorse the recommendation of the Selectmen, namely $4,000.


Article 49. "To see if $200 will be appropriated for cleaning out Thacher Brook drain and the Ten Mile river." The Committee recommend that this appropria- tion be made.


Article 50. "To see if $600 will be appropriated for changing the grade of Hodges Street." As the Town is already committed to the change the Committee recom- mend that an appropriation of $600 be made for the purpose, as recommended by the Selectmen.


Article 51. "To see if the Town will appropriate $500 for repairs on Lindsey Street." On account of the state-

ment of the Superintendent of Streets that this matter could be taken care of out of the general highway ap- propriation we recommend indefinite postponement on the article and refer it to the Superintendent of Streets.


Article 52. "To see if the sum of $2,000 will be appropriated for widening County Street from Thacher to Tiffany Street." At the hearing on this article the petitioners appeared before the committee and stated that they would be satisfied if the work is continued on the same lines as last year. We therefore recommend an appropriation of $500 to continue the work begun last year.


Article 53. "To see if the Town will vote to install a fire alarm box at the corner of Highland Avenue and Robinson Avenue." We recommend the establishing of this box and that an appropriation of $75 be made therefor.


Article 54. "To see if the Town will appropriate $300 to be spent on Jackson Street." In view of the fact that there are several houses built on this portion of Jackson Street, and the work appears to be a necessity, we rec- ommend that an appropriation of $300 be made for that purpose.


Article 55. "To see if $500 will be appropriated for repairing Highland Avenue west to the Cumberland line." We recommend that this matter be referred to the Superintendent of Streets.


Article 56. "To see if the Town will vote to instruct the Selectmen to widen and properly grade Maple Street from the curve in front of C. O'Brien's property, through to Park Street, and make an appropriation therefor."


The Committee believe that repairs to Maple Street are necessary, but the Superintendent of Streets at our hearing on this matter stated that it could be accom- plished out of the general highway appropriation. We

therefore recommend that the work be done and paid for out of the general highway appropriation.


Article 57. "To see if the Town will accept the lay- out of Franklin Street, from Fourth to Dennis, and make an appropriation therefor."


As this article came in too late for a hearing the com- mittee have no recommendation to make.


Article 58. "To see if the Town will accept the lay- out of Elizabeth Street from State Street west about 200 feet and make an appropriation therefor." The Committee recommend that the street be accepted and that an appropriation of $100 be made therefor.


Article 59. "To see if the Town will accept the lay- out of Holman Street from Forest Street to Sturdy Street, or do anything in relation thereto." The Com- mittee recommend the extension of Holman Street if it can be done without land damages, and recommend an appropriation of $300 therefor.


Article 60. "To see if the Town will accept the lay- out of Perrin Street from Dean Street to the Old Kirk Cemetery." In view of the fact that the article calls for no appropriation we recommend the acceptance of the street from Dean Street to the Old Kirk Cemetery.


Article 61. "To see what sum the Town will appro- priate, together with the revenue of the Water Depart- ment for the maintenance of the Water Department and for the annual contribution to the Sinking Fund." At our hearing on this article the Superintend- ent and Water Registrar appeared and made a request for the sum of $6,200 for maintenance of the department for the ensuing year and the contribution to the Sinking Fund. We recommend that sum be appropriated.


Article 63. "To see if the Town will vote to install three arc lights in Monument Square, or do anything in relation thereto." On account of the increased appropri- ation asked by the Selectmen for lights. they having

stated at the hearing on lighting matters that the added appropriation over last year would care for all addi- tional lights, we recommend that all these petitions for lights be referred to the Selectmen.


Article 74. "To see if the Town will vote to secure necessary appliances for the Town offices and make an appropriation therefor." In view of the great growth of the clerical work in all of the Town departments and the fact that the town at present has no facilities for taking care of the work, we recommend the sum of $1,500 to procure a large safe for the Assessors, metal filing cabinets for the Assessors, adding machine, typewriter, etc., etc.


Article 75. "To see if the Town will appropriate a sum of money to be used by the Board of Health to procure an exhibit for the instruction of the towns- people in regard to the disease-tuberculosis-or do any- thing in relation thereto." On this article we have already stated that the additional appropriation for the current and incidental expenses will take care of the additional expenses of the Board of Health. We there- for recommend that the matter be referred to the Select- men.


Article 76. "To see if the Town will make an appro- priation to be disbursed by the Board of Health for aid of poor persons suffering from pulmonary tuberculosis, or from any disease dangerous to the public health within the meaning of the statutes." For the same reason advanced on Article 75 we recommend that this article be referred to the Selectmen.


Article 80. "To see if the Town will vote to author- ize the Selectmen to secure necessary equipment for the Police Department and make an appropriation therefor." We indorse the recommendation of the Selectmen on this article, namely an appropriation of $200.

In summing up the total appropriations we find in the Selectmen's Departments, Fire Department, schools, highways, support of paupers, etc., the amount required to be $192,985.00. To this must be added $18,300, to be raised to meet former votes of the Town, $58,150.00 for amounts required by law and $5,700 for the Bliss School and Attleborough Sanitarium, making the total amount $275,108. To offset this there are estimated receipts of $12,000.00, leaving an amount of $263,000.00.


This shows conclusively that no special appropriations should be made, unless it can be shown that such spe- cial appropriations are an absolute necessity.
