Colonel Benton Engine-Located at United States Armory. Is a double reciprocating, vertical engine; will throw two streams of water, or 600 gallons per minute. Weight as drawn to fires, 9,000 pounds. Attended by one four- wheel hose carriage drawn by two horses. The company attached to this apparatus are the soldiers and employees of the Armory, under the direction of the chief engineer of the fire department of the Armory. Do not respond to all alarms, but through the courtesy of the com- mandant we have their services in an emergency. The signal of twelve blows and repeat on the fire alarm calls this company.


Salaries of the steam engine and hose companies are as follows: per day,- Engineers, $3.50; Drivers, Tillermen, Hydrantmen and Permanent Ladder- men, $3.25; Captains, $1,600 per annum; Lieutenants, $1,400 per annum; Call Hosemen and Laddermen, $175 per annum.

The supply of water is taken from the Westfield Little River watershed, situated principally in the. towns of Blandford, Granville, and Russell, and by means of the following storage structures :-

Range of pressure on mains for day and night as follows: Main street level, maximum, 147 pounds, average, 140 pounds. Hill section level, maximum, 87 poands, average, 80 pounds.


DE"The entire supply of city water to any premises is furnished by meter only and at meter rates; the necessary meters are installed by the water department at the expense of the consumers for the initial cost of the meters and connections . only.

BE The cost of ordinary care and re- pairs of all meters is borne by the water department; the cost of unusual repairs (necessitated by freezing, hot water, etc.) due or attributable to any carelessness or neglect on the part of the consumer, will be charged to the consumer or owner.


Meter Rates


Subject to all rules and regulations in force RATES FOR GENERAL USES


For each 100 cubic feet (748 gallons) of water consumed on each independent premises (so called), when registered by meter, the rates shall be as follows :-


For the first 5,000 cubic feet or less per quarter, at 22 cents per 100 cubic feet (equivalent to about 30 cents per 1,000 gallons).


For all excess over the first 5,000 cubic feet per quarter, at 5 cents per 100 cubic feet (equivalent to about 7 cents per 1,000 gallons).


Subject to the following minimum quarterly charges :-


(a) Single dwellings, and double houses or blocks consisting of two or more ground-floor single-tenement sec- tions, each tenement not less than $2.00 per quarter.


(b) Tenement houses, apartment blocks, etc., each tenement not less than $1.50 per quarter.


(c) Business blocks, manufactories, elevators, motors, each bill for each independent premises, not less than $2.50 per quarter.


SPECIAL RATES FOR LARGE QUANTITIES


(a) For Elevator Uses-Where the total use for operating one or more elevators on each independent premises (so called) amounts to 33,000 cubic feet or more in any one quarter, and is metered and billed independently of all other uses, then the rate of 22 cents per 100 for the first 5,000 cubic feet is eliminated, and the entire quantity charged at the rate of 5 cents per 100 cubic feet; but no bill computed under these provisions shall be rendered at less than $25.00 per quarter.


(b) For General Uses-Where the total or aggregated use for one inde- pendent premises (so called) amounts to 750,000 cubic feet or more in any one quarter, the rate of 22 cents per 100 for the first 5,000 cubic feet is eliminated and the entire quantity charged at 5 cents per 100 cubic feet.


DE"When a meter from any cause fails to register the consumption of water, the quantity shall be estimated and the charge made based upon the registration by meter when in order.


De" All bills due the City on account of the Water Department shall be pay-


able at the office of the City Collector, Room 137, Administration Building, Court and Pynchon streets, within thirty days from date of bills.
