WARRANT FOR THE ANNUAL TOWN MEETING, MARCH 4, 1918.


COMMONWEALTH OF MASSACHUSETTS.


Worcester, ss.


To either constable of the town of Milford, in said county, Greeting :


In the name of the commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the Town Hall, in said town, on Monday, the fourth day of March, A. D. 1918, punctually at 5.45 o'clock in the forenoon, to act upon the following articles, namely :-


(The polls may be closed at four o'clock in the afternoon on said day of meeting.)


Article 1. To choose a moderator to preside at said meet- ing.


Article 2. To choose all necessary town officers, a town clerk, town treasurer, tax collector, auditor, three selectmen, a highway surveyor, (for one year), one assessor, (for three years), one overseer of the poor, (for three years), one sewer commissioner, (for three years), two members of the school committee, (for three years), one member of the board of health, (for three years), two trustees of Public Library, (for three years), two trustees of Vernon Grove cemetery, (for three years), one park commissioner, (for three years), and five constables, (one year), to be voted for on ballots prepared and furnished in accordance with the provisions of Chapter 835, Acts of 1913, and Acts in amendment thereto.


Also upon said ballots the voters shall give in their votes " Yes" or "No" in answer to the following question :

"Shall licenses be granted for the sale of intoxicating liquors in this town?"


Article 3. To hear and act upon the reports of the select- men, town clerk, treasurer, collector, assessors, overseers of the poor, sewer commissioners, auditor, school committee, trustees of town library, trustees of Vernon Grove cemetery, park commissioners, highway surveyor, chief of police, engi- neers of the fire department, town solicitor, inspector of ani- mals, inspector of wires, sealer of weights and measures, and any other officers or committees of said town.


Article 4. To raise and appropriate such sum or sums of money as may be necessary to defray town expenses for the financial year ending December 31, 1918.


Article 5. To determine when all taxes for the year 1918. shall be due and payable, the time from which interest on unpaid taxes of said year shall be charged, and the compensa- tion of the collector of taxes for the year ensuing.


Article 6. To see if the town will vote to raise and appropriate the sum of One Hundred and Sixty-five Dollars ($165.00) towards defraying the expenses of Memorial Day.


Article 7. To see if the town will vote to authorize the selectmen to take charge of all legal proceedings for or against the town.


Article 8. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money on and after January 1, 1919, in anticipation of the revenue of the financial year beginning January 1, 1919.


Article 9. To see what action the town will take to determine the salary of the highway surveyor.


Article 10. To see if the town will vote to authorize the selectmen to agree to indemnify the Commonwealth of Massa- chusetts against all claims and demands for damages which may be sustained by any person whose property is taken for or is injured by the alteration of a section of state highway in the town of Milford, commencing at a point about 300 degrees northerly of Medway street, and extending easterly to a point

opposite the property of John McGuire, raise and appropriate the sum of Two Hundred Dollars ($200.00) to pay land dam- ages, or take any action in relation thereto.


Article 11. To see if the town will vote to raise and. appropriate a sum not exceeding Fifteen Thousand Dollars ($15,000.00), or will authorize the town treasurer to issue notes or bonds to an amount not exceeding Fifteen Thousand Dol- lars ($15,000.00), at a rate of interest not exceeding six per cent per annum, payable semi-annually, for the purpose of extending its system of sewerage, with particular reference to the installation of siphons.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post-office in said town; also cause attested copies to be published in the Milford Daily News, Milford Daily Journal and Milford Gazette, newspapers pub- lished in said town, two Sabbaths at least before the time set for said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the clerk of said town, at the time of meeting aforesaid.


Given under our hands at Milford, this 14th day of Feb- ruary, A. D. 1918.

At a legal meeting of the inhabitants of the Town of Mil- ford, qualified by law to vote in elections and in town affairs, holden this fourth day of March, 1918, at 5.45 o'clock in the forenoon, the said inhabitants proceeded as follows : -


The meeting was called to order by the town clerk, who read the warrant and the officer's return thereon.


Under Article 1. The meeting made choice of John T. McLoughlin as moderator, the voting list being used.


One ballot was cast which was for John T. McLoughlin.


The moderator was sworn to a faithful performance of his duties by the town clerk.


The polls were opened at 5.53 o'clock A. M.


Voted : To close the polls at 8 o'clock P. M.


Harold K. Bullard and Dominick J. Lang, appointed tel- lers to check the voting lists at the polls, were sworn to a faithful performance of their duties by the town clerk.

Ernest A. Whitney and James J. Clancey, ballot clerks, and L. Blaine Libbey and Michael G. Lynch, deputy ballot clerks, were sworn to a faithful performance of their duties . by the town clerk.


Voted : That after the completion of action under Article 2, the meeting be adjourned until Friday, March 8, 1918, at & o'clock P. M. in Town Hall.


Due notice having been given, the polls at 8 o'clock P. M. were declared closed.


During the voting the ballot-box was opened, by the unanimous consent of the moderator and town clerk, four times for the purpose of taking out, sorting and counting the ballots, first at 1.20 p. M when it registered 800, then at 4.40 p. M. when it registered 1120, then at 6 06 o'clock p. M. when it registered 1401, and at the close of the polls when it registered 2019.


The ballot box count and the count of the ballot clerks both agreed. Lists at the polls 2019. Lists at the tables 2019.


The names of those on the lists of voters which were checked and audibly counted were found to be 2018 males, 1 female.

. The oath of office was administered to Dennis J. Sullivan, town clerk, Michael Nolan, John J. Harrington, Charles Caru- so, and Martin Broderick, constables, by John T. McLoughlin, moderator, in open meeting.


The result of the vote having been declared the meeting was adjourned until Friday, March &, 1918, at eight o'clock P. M. in Town Hall.

ADJOURNED TOWN MEETING MARCH 8, 1918.

In pursuance to a vote passed at the annual town meet- ing March 4, 1918, the inhabitants of the town of Milford met in Town Hall and proceeded as follows :


The meeting was called to order by the moderator at eight o'clock P. M.


An appeal relating to the Third Liberty Loan was read by the town clerk.


Under Article 2, the following officers were elected, a ballot being taken for the office of tree warden.


Result of the ballot : Patrick F. Fitzgerald 171. William H. Connolly 71. Patrick F. Fitzgerald was declared elect- ed tree warden.

Article 3. Voted : To accept the reports of all town offi- cers as printed in the annual town reports.


The committee appointed by the town at the adjourned town meeting March 12, 1917, for the purpose of investigating the matter of re-adjusting the salaries of all municipal officers, made their report which was as follows :-


REPORT OF THE COMMITTEE ON REVISION OF SALARIES.


Your committee organized and George F. Birch was cho- sen Chairman and James H. Reynolds, clerk.


The committee had several meetings at which it received information from town officers, and are of the opinion that the duties have increased very much since the last revision, and the work has more than doubled in some cases.


The town clerk, treasurer, auditor and overseers of the poor are poorly paid compared to what other towns the size of Milford pay.


The officials were of the opinion that they should receive an increase as the duties put on by new laws made the work much harder and the hours longer, but after talking the mat- ter over with the committee, some were willing to let the in- creases go over until some future meeting in consideration of the great expense and large appropriations the town will have to make this year.


The treasurer, whose salary is very small compared with what other towns the size of Milford pay, should receive con- sideration in the near future. The town clerk's salary we find has remained the same for twenty-one years and duties caused by the changes in the election laws, the duties in connection. with aid to dependents of soldiers and sailors who are now or may be hereafter called to service in the present war, are some of the increased duties, and we feel that the office is a poorly paid one.


The committee recommend that the salary of the town

clerk be increased from $300.00 to $500.00 and other salaries remain as at present.

The committee feel that they could not recommend a gen - eral increase in salaries this year because of the large appro- priations and the general condition of the town, but would recommend that the matter be taken up at a later date.
