Sir:


As directed by you, I have made an audit of the books and accounts of the town of Milford for the period from May 22, 1946, the date of the previous audit, to April 29, 1947, and report thereon as follows:


The records of financial transactions of the several depart- ments receiving or disbursing money for the town, or committing bills for collection, were examined, checked, and verified by com- parison with the reports and the records in the town accountant's office.


The accountant's ledger was analyzed, the appropriation ac- counts being checked to the town meeting records of appropriations voted, and a balance sheet, showing the financial condition of the town on April 29, 1947, was prepared and is appended to this report.


The books and accounts of the town treasurer were examined and checked. The cash book was footed and the recorded receipts were analyzed and checked with the records of the several depart- ments collecting money for the town and with the other sources from which money was paid into the town treasury, while the payments were checked with the selectmen's warrants author- izing the treasurer to disburse town funds.


The cash on hand on April 29, 1947 was verified by recon- ciliation of the bank balances with statements furnished by the banks of deposit and by actual count of the cash in the office.


The debt and interest payments were checked with the amounts falling due and with the cancelled securities on file.


The savings bank books and securities representing the invest- ment of the trust, investment, and retirement funds in the custody of the treasurer were examined and listed, the income being proved and the withdrawals verified.


The tax title deed's on hand were examined and listed, the' amounts transferred from the several levies to the tax title ac- count being verified. The tax titles as listed were compared with the records in the Registry of Deeds.

TOWN RECORDS


The books and accounts of the tax collector were examined and checked. The tax accounts outstanding according to the previous examination, as well as all subsequent tax commitment lists, were audited and reconciled with the warrants of the assessors committing the taxes for collection. The payments to the treasurer were checked to the treasurer's and the accountant's books, the abatements as recorded were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the accountant's ledger.


The outstanding taxes were verified by sending notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.


The financial records of the town clerk were examined and checked in detail. The records of licenses granted were compared with the records of licenses issued, and the receipts on account of licenses were checked and proved. The recorded payments to the treasurer were verified by comparison with the treasurer's receipts. The collections on account of sporting licenses issued were verified and compared with the amounts paid to the Division of Fisheries and Game.


The charges for the rental of municipal buildings were checked and verified, and the recorded receipts were proved with the payments to the treasurer.


The surety bonds of the officials required by law to furnish them were examined and found to be in proper form.


In addition to the departments mentioned, the books and accounts of the sealer of weights and measures and of the select- men, as well as of the police, health, highway, public welfare, school, library, and cemetery departments, were examined and checked, and the payments to the treasurer were verified.


Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's and the col- lector's cash, summaries of the tax, tax title, and departmental accounts, as well as tables showing the condition and transactions of the trust, investment, and retirement funds.


Co-operation was received from all town officials during the progress of the audit, for which, on behalf of my assistants and for myself, I wish to express appreciation.
