At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs held in Town Hall on the twelfth day of March A.D. 1947, the said inhabitants proceeded as follows:

The meeting was called to order by John F. Curran, Moderator and the following monitors were appointed for the year and sworn in: Precinct 1. Daniel J. O'Brien; Precinct 2. Joseph L. DeLuca; Precinct 3. William J. Moore; Precinct 4. Alfred Daigle; Pre- cint 5. L. Blaine Libbey (James F. Cahill appointed as sub).


Benny Rosenfeld was elected to fill a 3 yr. vacancy in Prec. 1. Joseph Tieuli was elected to fill a 2 yr. vacancy in Prec. 1. John Gandolfi was elected to fill a 3 yr. vacancy in Prec. 2. Emilio A. Pighetti was elected to fill a 1 yr. vacancy in Prec. 2.


The Monitors took the check of those present and 168 being present a sufficient number to constitute a quorum, the meeting was opened by the Clerk reading the warrant and the Officer's return thereon.


Following the reading of the warrant the Clerk read the follow- ing Resolution:


RESOLUTIONS


WHEREAS, The Voters of the Town of Milford in Town Meeting assembled, have learned with deep regret and sorrow of the death on December 20th, 1946, of Frank C. Berry, a Town Meeting Member from Precinct 5 and,


WHEREAS, As a Town Meeting Member he was interested in Town Government and was a regular attendant at the meetings. Therefore


Be it Resolved, that as a mark of respect, business of the meet- ing be suspended and the voters stand with bowed heads in tribute to his memory.


Be it Further Resolved


That the Clerk be instructed to send a copy of these resolutions to the family of the deceased and publish them in the Town Records.

Under Article 2. VOTED: That in taking action under Article 2 of the Warrant, that the Rule passed in 1941 be followed, namely: that there be a reading of each one of the budget items, together with the amount requested and the recommendation of the Finance Commission; that as each item is read, any voter who desires to object to the amount recommended by the Finance Committee shall state that he objects thereto; after all the items have been read, a motion be made incorporating all these items to which no objection has been made. It was voted that all items to which no objection was made in the Finance Committee's Report be raised and appropriated. All items passed taken up individually and a vote passed on same.


The Moderator called for reports of all committees. David I. Davoren presented a report on the Welcome Home Committee that was originally appointed by the Moderator. A financial report of the Committee appearing in the 1946 Town Report on pages 60 and 61. It was voted to accept the report as made.


Article 3. VOTED: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1948, and to issue a note or notes therefor, payable within one year and to renew such note or notes as may have been given for a period of less than one year, in accordance with Section 17, Chapter 44, of the General Laws.


Voice vote was unanimous.


Article 4. VOTED: That the Town vote to authorize the Selectmen to take charge of all legal proceedings for or against the Town.


Article 5. VOTED: That the Town vote to choose Mrs. Lillian Luby as Director of County Aid to Agriculture in accordance with the Provisions of Chapter 128 of the General Laws.


Article 6. VOTED: That the town authorize the Selectmen to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon, and to execute, acknowledge and deliver a proper deed or deeds therefor, authority therefor to terminate March 1, 1948.


Article 7. VOTED: That the Town vote to appropriate from available funds under the Excess & Deficiency Account the sum of Fifty thousand dollars ($50,000.00) for use by the Board of As- sessors in fixing the tax rate for 1947.


Article 8. VOTED: That the Town set the salary of the Town Treasurer at Twenty-two hundred dollars ($2,200.00).


A motion was made and seconded that the following articles be taken up for consideration collectively: 9, 13, 14, 42, 44, 46 & 47. An amendment was made to the motion that Article 20 be re- moved from the motion. The amendment was lost. A vote was taken on the motion and the motion was lost.


Article 9. VOTED: To pass over the article.

Article 10. VOTED: That the salary of the Tax Collector be established at Four thousand and fifty dollars ($4,050.00) for the year ensuing.


Article 11. VOTED: That the salary of the Board of Asses- sors be set as follows: Chairman, $2,250.00; Clerk, $2,250.00; third member, $1,440.00.


It was voted to reconsider Article 2-item of Assessors- Salaries. Standing vote was unanimous.


VOTED: That the sum of $1,640.00 be added to the salary and wages account of the Assessors.


Article 12. VOTED: That the Town vote to establish the Salary of the Highway surveyor at Thirty-three hundred and fifty dollars ($3,350.00) for the ensuing year.


Article 13. A motion was made that the Town vote to raise and appropriate the sum of Three thousand dollars ($3,000.00) for the completion of a sidewalk on Hayward Street from a point where present sidewalk ends to the railroad crossing, and to install a drain from the corner of Carroll and Hayward Streets to the brook at the railroad crossing. The motion was lost.


Article 14. A motion was made and seconded that the sum of Ten thousand ($10,000.00) dollars be raised and appropriated for the repairing of Central Street from the macadam line to Beaver Street. The motion was lost.


It was moved and seconded to consider Article 39.


A motion was made that the committee established under Article 22 at the Annual Town Meeting of March 1940 and desig- nated as the Municipal Field Committee be discharged and a new committee be appointed by the Moderator. This new committee to be known as the Milford Athletic Field Committee and to con- sist of fifteen (15) votes, five (5) to be appointed for three years (3) years, five (5) for two (2) years and five (5) for one (1) year. Future appointments to be made by the Town Moderator or his successors, annually as terms expire or as necessary to fill vacan- cies from any cause.


This committee to be authorized and instructed to handle the construction, maintenance and operation of all town owned athletic fields except those located in Town Park.


They are to make rules for the use of these fields, fix rental and concession fees, accept gifts to the town for athletic field pur- poses and so operate the field that the money received by the Town will eventually equal the money advanced for the use of the com- mittee in this or future Town Meeting appropriations.


They are to elect from their own membership an operating sub-committee of three (3) members, who are to directly handle

the details of the fields and who are to report to the general com- mittee at least once each month. This sub-committee to carry out the policies laid down by the general committee.


The general committee may also elect other sub-committees to carry out any other details as seem advisable.


The administration is to conform to Federal, State, and Town laws, and regulations as to admissions, tickets and public safety.


Accurate records of attendance and gate receipts shall be kept of each time the fields are rented and copies of each event record shall be furnished to the sponsoring organization and to the Town Treasurer.


No member of this committee may be paid any money for services or materials pertaining to the athletic fields unless a copy of vote of the general committee authorizing each payment is filed with the Town Accountant.


Rental or other income shall be paid directly to the Town Treasurer and all payments shall be made by the Town Treasurer on properly approved warrants.


The general committee may make such rules for their own guidance, attendance and publicity as may be voted in any meeting of that committee.


An amendment was made to the motion that the Park Com- missioners be given complete authority of Fino Athletic Field.


An amendment to the amendment was made that the Town vote to discharge with thanks the Municipal Field Committee es- tablished by Article 22 of the Town Meeting of March 1940.


The amendment to the amendment was lost. The amendment was lost. The motion was carried. Seven persons doubted the vote so a standing vote was taken and 79 persons having voted in favor of the motion and 54 opposed it was

They are to make rules for the use of these fields, fix rental and concession fees, accept gifts to the Town for athletic field pur- poses and so operate the field that the money received by the Town will eventually equal the money advanced for the use of the com- mittee in this or future Town Meeting appropriations.

TOWN RECORDS


They are to elect from their own membership an operating sub-committee of three (3) members, who are to directly handle the details of the fields and who are to report to the general com- mittee at least once each month. This sub-committee to carry out the policies laid down by the general committee.


The general committee may also elect other sub-committees to carry out any other details as seem advisable.


The administration is to conform to Federal, State and Town laws and regulations as to admissions, tickets and public safety.


Accurate records of attendance and gate receipts shall be kept of each time the fields are rented and copies of each event shall be furnished to the sponsoring organization and to the Town Treasurer.


No member of this committee may be paid any money for services or materials pertaining to the athletic fields unless a copy of vote of the general committee authorizing each payment is filed with the Town Accountant.


Rental or other income shall be paid directly to the Town Treasurer and all payments shall be made by the Town Treasurer on properly. approved warrants.


The general committee may make such rules for their own guidance, attendance and publicity as may be voted in a meeting of that committee.


Article 15. VOTED: To pass over the article.


Article 16. A motion was made that the Town vote to amend the By-Laws adopted by the Town on November 15, 1939, relative to Cedar Swamp Pond Development Commission by adding at the end of the second paragraph thereof the following new paragraph: The Board of Selectmen however, shall have the management and control of and may make regulations for the use of that part of the land in the Cedar Swamp Pond area bounded southerly by Main Street, easterly by Charles River, northerly by the bridge over the dam again, easterly by the beaches on the westerly side of the pond and westerly by the New York, New Haven & Hartford Railroad Company.


An amendment was made to the motion that the words "Mil- ford Athletic Field Commission" be substituted in place of Board of Selectmen. The amendment was carried by a voice vote.


The question now came on the motion and the vote being unanimous it was


VOTED: That the Town vote to amend the By-Laws adopted by the Town on November 15, 1939 relative to Cedar Swamp Pond Development Commission by adding at the end of the second para- graph thereof the following new paragraph: Milford Athletic Field Commission however shall have the management and control of and may make regulations for the use of that part of the land in the Cedar Swamp Pond area bounded southerly by Main Street,
