The Fire Department placed an order for two new pumping engines with the Maximum Motor Company of Middleboro, Massa- chusetts, in April, 1947, at a total cost of twenty-seven thousand dollars ($27,000.00). It is anticipated that the delivery of these pumping engines will be made in the early part of 1948.

Report of your Tree Warden


I hereby submit my annual report on the care, removal of trees and brush, and the planting of new trees. During the week of April 14, 1947 I planted forty-eight trees. At various times dur- ing 1947 it was necessary to remove thirty-one (31) trees. A considerable amount of brush was removed from all the back roads of the town except Beaver, Eben Streets, Silver Hill Road and White Wood Road. During the week of May 26, 1947, I completed all the spraying that possibly could be done with the money allotted me at the town meeting. In spraying I had a barrier strip sprayed all around the town by airplane. The rest of the town was sprayed by the hydraulic method. Spraying for the fall webworm in August had to be eliminated because of the shortage of funds. There has been quite a lot of favorable comment on our spraying program, and it seems to be the opinion of a great many people that since we have established a spraying program they have had very little bother with flies and mosquitoes. I believe that since this is true we are protecting not only our trees but the health of our citizens as well.


RECOMMENDATIONS


1. That more money be raised and appropriated for spray- ing in order that I can complete our spraying program by fall, spraying in August for the control of the fall webworm.


2. That more money be appropriated for new trees so that we can plant more trees than it is necessary to remove for various reasons during the year.


3. That a new pickup truck be purchased for the Tree Depart- ment because at some periods of the year it is difficult to procure a Highway Department vehicle to do the trucking required by this department as the Highway Department trucks are busy at other work.


At this time I wish to thank the various departments and especially the Highway Department for their co-operation dur- ing the year of 1947.

"1880, April 1, or soon after .- The Bell Telephone introduced into town by the Central Mass. Telephone Co., and numerous patrons obtained. The lines extend to Hopedale, and afford marvellous facilities for business communication. It is said that conversa- tions can be carried on between Boston and New York almost as freely as if the persons were in the same room."

Jown Forest Committee


Without funds of any kind your committee has worked at various meetings to plan a suitable Town Forest for the future. This work will be added to from time to time. At present our work consists chiefly in establishing bounds in the area of town- owned land adjacent to the rifle range. Because such work requires expenditures, we are going to ask for several hundred dollars to be appropriated for this purpose at the coming Town Meeting.


We plan to open up old wood roads, now over-grown, to permit our fire department to enter in order to fight possible forest fires. Experience during the past year on forest fires has proved that we must protect our forests, as much as we build roads and remove snow.


We are the custodians of Nature's best product, viz. our forests, and we will continue our work in improving our Town Forest as circumstances will permit.

To the Honorable Board of Selectmen:


The following is my report as Dog Officer for the Town of Milford for the fiscal year ending December 31, 1947.


During the year I have investigated and adjusted dog com- plaints from all parts of the town.


On July 1, 1947, there were turned over to me for investigation 79 unlicensed dogs. After interviewing and notifying the owners all license fees were paid.


During the year of 1947 there were 997 dog licenses issued in the Town of Milford.

Report of your Inspector of Wires


To The Honorable Board of Selectmen:


The work of the Wire Inspector Department for 1947 was increased over that of former years.


There have been seventy-eight inspections for house wiring and forty-eight for oil burners and stokers in addition to a moderate amount of inspection of old work that has been remodeled, making it safer for the community.


I wish to state again in this report to the people of Milford that the law demands, for the public safety, that any electrical work which is done should be brought to the attention of the Wire Inspector.


At this time, I wish to congratulate the Town Officials, the Milford Merchants, and Chamber of Commerce for making possible the Christmas lighting decorations that Milford enjoyed over the Holidays.

J. FRANK CAHILL, highway department employee for thirty years and Surveyor for eight years, retired this year after giving these many years of faithful, capable and excellent service to the town. Our good wishes go to him for a happy, healthy and lengthy retirement.


PART OF THE SEWER BEDS that are located off the further end of South Main Street. They help to maintain good sanitary conditions in our town.


TOWN & MILFORD


THE GIANT SNOW REMOVER certainly proved its effectiveness this year. Mil- ford is very proud of its reputation for keeping its highways and streets safe and passable in the winter.


THE TOWN BARN, located on Central Street, is used as the headquarters and garage of the Highway Department. It is an attractive and serviceable building.


BOARD OF HEALTH NURSE Alice Fitzpatrick was kept very busy again this year in her roles as public health nurse and as nurse for the Parochial schools. Her report is printed in this section.

Report of your Board of Health


To the Honorable Board of Selectmen and the Citizens of the Town of Milford:


Your Board of Health respectfully submits its annual report, together with reports of its various appointees for the year end- ing December 31, 1947.


The Board of Health organized for the year on March 7, 1947. Dr. Nicholas J. Capece was re-elected Chairman, with Frank Calzone and Harris P. Tredeau the other two members. Harris P. Tredeau was re-elected in March for a three year term. The following appointments were made by the Board:


Clerk and Agent, Louis A. Marino; Physician, Dr. John R. Cicchetti; Dentist, Dr. John A. Cleary; Nurse, Alice Fitzpatrick; Sanitary Inspector, Walter Chapin; Plumbing Inspector, Charles J. Ferrante and John F. Power as additional Inspector; Burial Agent, Oscar Ayotte. Jeremiah Macchi and Dr. Benjamin F. Hart- man were nominated for Meat and Slaughtering Inspectors, sub- ject to the approval of the Mass. Department of Public Health.


There were twenty-four regular meetings, four special meet- ings and several conferences held throughout the year.


A Milk Survey was conducted in March in co-operation with the State Department of Public Health. The results of the survey showed that an ordinance requiring the pasteurization of all milk sold in Milford is both desirable and practical at the present time. Provision for an inspector of Milk would enable the department to create and enforce such an ordinance. There would naturally follow a more rigid inspection of dairies and improved cleanliness in handling milk. In the meeting in March this matter will be brought to the attention of the voters for further consideration.


The annual Clean-up Campaign' was conducted in co-operation with the Highway Department during the month of May.


In July the Board took definite steps regarding the situation existing at the Town Dump. A large sign was erected there and notices were published in the local newspaper stating what is permitted to be dumped in that area.


Conferences were held with officers of the Worcester County Health Association relative to the Community Chest X-ray service which is scheduled to be conducted in Milford in June 1948. A general committee will be organized in January to prepare all necessary plans for this work.


Contracts for the collection of garbage were awarded to the lowest bidders, whose bids were also $400.00 less than last year.

BOARD OF HEALTH


In November a Restaurant Survey was conducted in co-opera- tion with the Massachusetts Department of Public Health. Forty- two Eating and Drinking establishments, including all restaurants, cafes, drug stores and ice cream parlors were inspected for sanita- tion and foodhandling.


The 1946 State Subsidy received this year was One Thousand One Hundred Sixty Dollars ($1,160.00).

Gentlemen:


The year 1947 has seen a great increase in plumbing installa- tions due to the building boom. The year 1948, I believe, is going to be still greater.


We still have some cases of unlicensed or inexperienced so- called handy men doing plumbing. We had one conviction in court. The case was placed on file only after the person involved had the plumbing installed according to the Plumbing Regulations of the Town of Milford.


During the year, the following plumbing fixtures were in- stalled and, after inspection, were approved:

Report of your Board of Health Physician


To The Honorable Board of Health:


Gentlemen:


With the assistance of the school nurse, students in St Mary's and Sacred Heart schools were examined for signs of contagious and infectious diseases. The condition of teeth, tonsils, nutrition or abnormalities was also noted.


Records were made of defects, and parents were notified to contact their family physicians to have the defects remedied. Physical check-ups and a review in personal hygiene were given students engaged in athletic activities.


172 received Smallpox Vaccine


70 received Diphtheria Prophylaxis-3 inoculations 38 received Diphtheria Prophylaxis-1 inoculation


There were less booster Diphtheria shots given this year.


The Vaccination Clinic in June and the Diphtheria Clinic in November were well attended.


The Chest X-Ray Clinic held in the Board of Health rooms monthly has one of the largest attendance in the State. In the report of the Board of Health nurse on this clinic you will notice the number of cases discovered and early hospitalization rendered, thereby giving them a chance for recovery, not to mention the advantage of removing them from the household as contacts, lessening the possibility of the spread of this disease.

To The Honorable Board of Health:


I hereby submit my report as Board of Health Nurse for the year 1947.


PAROCHIAL SCHOOLS


St. Mary's and Sacred Heart:


Total enrollment of both schools 1,106


All pupils had their eyes and ears tested and were weighed and measured during the school year. A physical examination was given to the pupils by Dr. John Cicchetti, Board of Health Physician. At this time notices of the defects were sent to the parents refer- ring them to their family physician. Any pupils with speech defects may have appointments with Miss Beatrice L. Smith, Speech Thera- pist, who is at the Worcester Clinic. Some parents have taken advantage of this; others have not.
