Pursuant to the foregoing warrant issued by the Selectmen of Milford, the polls were opened at 8 A.M. Precinct Officers appeared before the Town Clerk and were sworn in.
All ballots cast and unused ballots in the precincts and the sealed voting lists were delivered to the Town Clerk March 6th, 1951.

ANNUAL TOWN MEETING, MARCH 14th, 1951

At a legal meeting of the inhabitants of the Town of Milford notified by law to vote in Town Affairs held in Town Hall on the 14th day of March A.D. 1951, the said inhabitants proceeded as follows :
Moderator John F. Curran called the meeting to order and the following Monitors were sworn in:

Precinct 5. John C. Usher (To fill vacancy).
Mr. Joseph R. Brown, 335 Main Street was elected for two years to fill a vacancy in Precinct 4.
The Monitors checked their lists and 139 members being present, the Clerk proceeded to read the Warrant and the Officers' return thereon.
Under Article 1. the following report was read and submitted by Joseph L. DeLuca :
Committee Report
The following persons were appointed to this com-

mittee on May 22, 1950 by the Moderator to study the Zoning Laws :

The purpose of this committee was to recommend modifications or changes to be made to the Zoning Laws.
At the first meeting called by Joseph DeLuca on June 29, 1950. The committee was organized and Joseph DeLuca was elected chairman and Atty. Daniel Carney was elected secretary. After a general discussion it was voted to invite the Appeal Board to our next meeting. At this meeting, Ernest Billsbury and Louis Marino of this board appeared and made several suggestions. In addi- tion a meeting was held with the board of assessors.
Our recommendations are as follows:
1. Extend Zone A on the Northerly side of Main Street to the intersection of Main and North Bow Street and on the Easterly side of Main Street extend Zone A from the intersection of Main and Pine Street to the intersection of School and Spruce Street, both sides of School Street.
The Appeal Board
2. The board stated that in the past it had difficulty in- terpreting the word "Adjacent" and its use in Article 11, Section 3, Part 8, therefore this committee re-

commends that the word "Adjacent" be dropped and to be changed as follows; to permit any person own- ing property within 250 feet of the boundary of the location of any non-conforming use, be permitted to enter any objection to such use.
3. We recommend the adoption of a Zoning by-law which would require all persons constructing new buildings or structural changes of five hundred dollars or more to obtain a permit for such buildings from the Board of Selectmen. The permit to be made in triplicate form, one for the Selectmen, one for the Assessors and one for the applicant.

That the Moderator be instructed to appoint a com- mittee to bring in resolutions upon the death of John F. Jackson, Angus H. Mckenzie and Edward R. Glennon former members of this body, and that this meeting now rise and remain standing for one minute in their memory.
VOTED: To accept all reports of Town Officers and Committees of the Town.
Article 2. VOTED: That the town vote to receive the report of the Finance Committee and that the

Moderator inquire if any voter wishes to amend any item in the report. Any voter who wishes to consider any item separately shall ask the Moderator to remove this item from the report and when this has been done that the town vote to raise and appropriate the amounts recommended by the Finance Committee. The meeting shall then consider the items to which objection has been made by taking up each item individually.
It was then voted that the Town raise and appro- priate the sums of money for the various departments as recommended by the Finance Committee except those items to which there was objection.
At this time the Moderator called for items to be acted upon individually in the report and the following items were removed from the report.
Accountant-Salaries and Wages; Treasurer-Sala- ries and Wages; Fire Department-Salaries and Wages ; Police-Salaries and Wages; Special Work-Town Solici- tor, Archer Rubber Co .; Town Hall Department - Salaries.
A motion was made by Mr. Nelson and seconded and it was voted that all salary items be removed and taken individually.

Mr. Cenedella moved to lay Article 2 on the table and appoint a committee of five, one from each precinct to meet with the Finance Committee and to bring in new recommendations. An amendment was made by Chief Fitzpatrick that five department heads be added to the committee. Mr. Hannigan amended the amendment to refer the Salaries back

to the Finance Committee for further consideration and it was so voted.
Mr. Cahill moved and it was seconded to adjourn from the Salaries.
The question now came on the secret ballot. 55 in favor, 87 opposed, the motion was lost.
It was VOTED to lay Article 2 on the table temporarily.
