Annual Report of the Board of Selectmen
On March 6, 1951 the Board organized and unani- mously elected William F. McAvoy, Jr., Chairman.
The necessary funds having been appropriated by the Town Meeting, the board was able to extend the "white way" on Central Street. It also continued the program of providing street lighting in residential areas, where needed. The program, however, was impeded con- siderably by federal regulations curtailing the use of essential metals for non-defense use.
A decrease in the fire insurance rate on Town build- ings enabled the board to increase the insurance on the Town buildings at no additional cost. The amount of insurance now in force on these buildings more ade- quately reflects their present value.
The board held conferences with the officials of the Milford Water Company. As a result the Water Com- pany agreed to establish a long range plan to improve its plant. The first project will be the installation of a booster pump to increase the water pressure in the upper Congress and Highland Street areas.
The board also conferred with the Department of Public Works relative to a serious health problem which exists because the river overflows its banks so fre- quently, thereby creating swampy, stagnant bogs. The D.P.W. engineers believe the only remedy is to dredge the river, which will cost $30,000. The board has filed a petition with the D.P.W. to obtain financial assistance

from the state to dredge the river. Because the cause of the present situation may be the use to which the river is put below Milford, the board is seeking to have the work done at no expense to the Town.
For the youth of Town, the board again sponsored a Better Fishing Contest and a Halloween Party. In ad- dition the board inaugurated a Good Government Day under which students from the Stacy School assumed all Town offices for a day. The students became Town of- ficials on May tenth and held a Town Meeting on May seventeenth. For the success of the program the board expresses its sincere appreciation for the co-operation it received from Mr. David I. Davoren, the Superintendent of Schools, Mr. Paul F. Raftery, Principal of the Stacy School, the faculty of the Stacy School, and all the Town officials, department heads and employees. The board is especially grateful to Miss Rose Bertorelli and Miss Rita M. Daigle of the Stacy. School faculty, who directed the program.
The enthusiasm and earnestness of the student of- ficials confirmed the belief of the board that the program would help to make the youth of today better citizens of tomorrow.
The Board, at the request of the Chief of Police, adopted new regulations for taxis to eliminate certain deficienties which were found to exist in the former rules. The board also undertook a new compilation of the Regu- lations and By-Laws of the Town. Since 1941 compila- tions, there have been so many changes made in some of the regulations, especially the Traffic Regulation that the 1941 edition is for many purposes practically useless. The board recommends that the Town Meeting provide the funds necessary to print the new compilation.
The 1941 Board of Selectmen reported: "We think that the construction of additional parking areas in the

vicinity of Main Street should be undertaken." The present board wholeheartedly subscribed to that view. In 1951 the board constructed the parking areas on the North side of the Town Hall and on the site of the former Stone property. These areas serve their purpose; how- ever they do not and because of their size the cannot alleviate the "shoppers' problem." This problem is be- coming more ever acute as the number of registered cars in this area increases. The board appointed a committee to study the problem. The recommendations of the com- mittee, which represent, in the opinion of the board, a realistic and practical solution to the shoppers parking problem, call for the construction of an off street park- ing area in the business area of the Town without jeop- ardizing the effectiveness of the present parking meters. The plan will be submitted to the next annual Town Meet- ing for the consideration of the body.
The board thanks all the Town officials, Department heads, and Town people for the co-operation it received.

Town Counsel's Report
To the Honorable Board of Selectmen :
At the commencement of my term of office on Janu- ary 8, 1951, there was one claim outstanding against the Town for personal injuries. This claim was tried in the

Worcester Superior Court and a verdict was rendered in favor of the Town with costs.
During the year 1951, four new claims for personal injuries and four new claims for property damage were brought against the Town. Of these eight claims, seven have been settled for amounts considered to be for the best interests of the Town. The one claim remaining is a personal injury claim now pending in the Worcester Superior Court.
Of the two suits pending at the start of my office concerning the Department of Public Welfare, one was settled. Two new actions were brought by the Town on matters pertaining to the Department of Public Welfare, one against the City of Boston which has been settled for the full amount due the Town and the other claim is still pending against the Town of Bellingham.
In September, 1951, the Petition for a Declaratory Judgment filed by an individual against the Board of Health was dismissed.
Conferences were held with the Massachusetts De- partment of Public Safety and consultations with various town departments were also held. Throughout the year, many opinions, both written and oral, were given to the different departments, from time to time.
Various instruments, including deeds, easements, contracts, and leases, have been drawn for the various departments.
My sincere thanks to all department heads, boards, and all town officials for the assistance, cooperation and courtesies extended to me during the past year.

Your Department is now equipped with two-way radio, with the Main Station at Police Headquarters and two mobile units installed in both police cars. This makes it possible for us to provide a more efficient emergency service to all the townspeople, particularly those in the residential districts.
An Auxiliary Police Unit of 36 men has been trained and equipped to assit the regular force in cases of emer- gency. This unit is under the direction of Sgt. E. A. Lombardi.
Installation of Traffic Lights, pedestrian controlled, has been completed at Main-Fruit Streets and East Main- Cedar Streets, for the greater safety of both the pedes- trian and motorist.
May we take this opportunity to thank the Honor- able Board of Selectmen and all other Town Departments for the generous cooperation we have received during the year.
