Annual Report of the Board of Selectmen
The Board met and organized on March 4th, 1952. Atty. William V. Bellantonio was chosen Chairman, hav- ing been elected the day before with Marco A. Balzarini and Atty. Michael P. Visconti.
During the year your Board was confronted with many matters of interest and importance to the towns- people. Before decisions were made, much serious thought and study was given to these problems having as our paramount interest the welfare of the Town and its citizens.
Granting of the five day week for the Police De- partment was one of the first pieces of municipal busi- ness accomplished. We sincerely believe that this is a progressive move and one that will greatly increase the efficiency of the Police Department. Increased efficiency affords added safety to our citizens and our community.
Two sets of Traffic Lights were installed during the year, one at the intersection of Main, North Bow and Winter Streets and the other at Supple Square. These lights were installed upon the recommendation of the Chief of Police for the purpose of eliminating cer- tain traffic hazards that existed at the above mentioned locations.
The dredging of the Charles River along Depot Street was started during the year and this project is now practically completed. Vast improvement to sur- rounding properties has resulted and a severe health risk has been removed. Both the State and Town con- tributed funds for this work and we believe, because of the tremendous benefits that have accrued, that this is

money that has been wisely appropriated and effectively spent.
The Board has held many conferences with the Mil- ford Water Company for the purpose of extending water mains to our citizens where none now exist. All of our people are entitled to this service. A petition supported by us is now pending before the Department of Public Utilities and we are hopeful of a favorable decision from the Department shortly.
The installation of more lights at various locations throughout the Town has afforded increased protection to our townspeople. We believe that added street light- ing is one of the best services that a community can give to its citizens and we strongly urge that this program be supplemented from year to year.
A committee was appointed to investigate the possi- bility of constructing a permanent band stand for com- munity concerts. The work of this committee was most thorough and it has recommended that an article be in- serted in the Town Warrant seeking funds to build the band stand. This article will be inserted in the Warrant.
We feel that our community is strongly in need of adequate swimming facilities. A committee was chosen with this purpose in view and a comprehensive report has been made to us. Acting on the recommendations of this committee, an article will be inserted in the Town Warrant asking that funds be appropriated for the con- struction of a swimming pool. It is quite probable that State funds will be obtained to help defray the cost of this project.
We sincerely believe that the Town Dump now situ- ated on Cedar Street, opposite St. Mary's Cemetery, should be re-located. We have in mind another location that we believe will be more suitable than the present location and plans are being furthered to effect this change. In connection with this matter, the Board has

already granted a five year lease to the Charles River Fish and Game Club for a strip of land adjacent to the Town Dump. Already, much improvement has been made in this area and we believe that future improvements should be forthcoming especially if the location of the Town Dump is changed.
The yearly Halloween Party and Better Fishing Con- test were again conducted for the youth of the Town. These are worthwhile projects that we feel should be continued in the future.
Weekly meetings and many special meetings have been held by your Board throughout the year. Many conferences have been held with our townspeople regard- ing various problems that have materially affected their interests. We have recorded our opposition to rate in- creases requested during the year by certain public utili- ties and this opposition has been forwarded to various State agencies to protect the rights of our citizens. In- vestigation of complaints, inspection of premises and hearings have been held on all matters coming within the jurisdiction of the Board.
We have enjoyed serving our Town and our citizens. We thank all Department heads, officials and townspeople for the cooperation and courtesy extended to us during the past year. We are most appreciative.

Town Counsel's Report
January 8, 1952
To the Honorable Board of Selectmen :
Gentlemen :
When I assumed office as town counsel in March, 1952, there was outstanding against the Town a claim for compensation under the Workmen's Compensation Act. On September 16, 1952, during the sitting of a Commissioner of the Industrial Accident Board in the courtroom in the Town hall, the case was settled. Since the Town carried Workmen's Compensation insurance, no loss, expense or costs resulted to the Town.
In addition to the above claim, there were outstand- ing against the Town claims for Welfare aid given by the Town of Bellingham to recipients accredited to the Town of Milford. The Town of Milford in turn has claims against the Town of Bellingham. I believe the counter claims will be adjusted and satisfactory settle- ments effected soon.
Also outstanding against the Town are two claims on which actions at law have been commenced in the Superior Court at Worcester. In one case, the claimants or plaintiffs seek to recover damages for injuries result- ing to their property in consequence of the blockage of the connecting drain to the main sewer drain. The Town is sued jointly with Sam Lorusso & Sons, Inc., the con- tracting firm which was awarded the job of resurfacing Water street. In the other action, the plaintiff seeks to recover damages for personal injuries resulting to her in consequence of the falling or tripping on Water street, which falling it is alleged was caused by a defect in the sidewalk. In this matter, the Town is sued jointly with the Sam Lorusso & Sons, Inc.

Many conferences were held with the various town officials and many opinions, both written and oral, were given to the selectmen and other officials of the Town. Many instruments affecting the interests of the Town were drawn and recorded.
I believe the Town received some benefit through my efforts in connection with the Charles River dredg- ing, widening and development project now in progress.
In the conduct of the Town's business, it was neces- sary for me to make 'phone calls, use legal forms, post- age stamps, and to incur expense for travel to and from distant places. In connection with these items of ex- pense, I wish to state that I have contributed my own money and have not made any charge against the Town for them.
In conclusion, I want to express my sincere thanks to all department heads, boards, committees and all town officers for their assistance, and for the many courtesies extended to me during the past year.

Report of the Chief of Police
January 2, 1953
To the Honorable Board of Selectmen Gentlemen :
It is my pleasure to submit the following report of arrests and other duties performed by your Police De- partment during the year 1952.
During the year 1952 the changes in personnel are as follows :
February 19th-
Sgt. Ernest A. Lombardi was retired on a disability.
February 27th-
James F. Donlon was appointed Acting Sergeant.
Henry B. O'Sullivan promoted from Reserve Officer to Patrolman
Anthony J. Di Antonio was promoted from Reserve Officer to Military Substitute to replace Donald F. Small, on military leave with the U. S. Navy.

Pasquale V. Del Signore was appointed a Reserve Officer.
April 22nd-
Antonio J. Di Antonio and Bruno Zacchilli were pro- moted from Reserve Officers to Patrolmen and Pasquale V. Del Signore was named Military Sub- stitute for Patrolman Donald F. Small.
Two traffic lights, pedestrian controlled, were in- stalled at the corner of Main and No. Bow Streets and also at Supple Square to further our policy of safety particularly for the children and the aged.
The Town of Milford was honored by the National Safety Council with an award as number one in cities and towns from 10,000 to 25,000 population group, for our School Safety program under the Supervision of Sgt. Curley, School Safety Officer.
Under Acting Sgt. James F. Donlon, the Auxiliary Police have been equipped with uniforms, traffic belts, clubs and whistles. They have been a valuable addition to the Department, particularly during parades and other public celebrations.
Under Sgt. Rizoli the Annual Halloween Party was staged and the property damage was held to a minimum, thanks to the public spirited citizens who donated their time and money to this worthy cause.
Recommendation is respectfully made that Police Call Boxes be installed on Main and Central Streets for the protection of the Public and the Patrolmen on those beats.
May we take this opportunity to thank all of the Town Departments for their generous cooperation re- ceived during the past year, and particularly Clarence Varney through whose generosity the Police Department

was able to purchase a Police Boat that has been launched at North Pond, at the Dam, to be used for any emergency that may arise.
