Gentlemen:


I respectfully submit the following report of my duties as Town Physician for the period extending from Janu- ary 1, 1954 to January, 1955.

As Town Physician I made ninety-eight calls to the Town Infirmary to examine, treat or transfer inmates to other institutions.


In addition to my duties at the Town Infirmary I had eighty-two office visits from patients who are at the In- firmary or who receive welfare benefits.


Patients who receive welfare benefits were visited at various rest homes in the community and private homes.


I wish to express my appreciation for the cordial rela- tions and the cooperation extended to me by Mr. Ahearn and other members of the staff of the department.


I wish to also commend Mr. and Mrs. Ebbeling for the very excellent manner in which they have conducted the affairs of the Infirmary.

Report of Rent Control Board


The Honorable Board of Selectmen Milford, Mass.


Gentlemen:


The annual report of the Rent Control Board is hereby submitted for your approval.


On a vote of the annual town meeting adjourned March 31, 1954, rent control was continued in accordance with the Acts of 1953 Ch 434, and a new terminal date was established as of March 31, 1955. The functions of the rent control office continued with John C. Lynch, Jr. as its Director.


The number of cases, inquiries, complaints, registra- tions, hearings, and decontrol petitions have maintained a constant level of activity. The rent control office won state wide recognition for its superior rating over the other towns of the state enjoying the benefits of the rent control program. 2589 people, landlords and tenants, were given assistance in the rent control regulations during 1954.


The members of the Rent Board wish to thank everyone who made it possible to give the town the best service possible through the operation of the rent control program. It is noteworthy that each member of the Rent Control Board served continuously since the inception of the program without pay. Much of the success of the rent control program is due to the efforts of the individual board members.

To the Honorable Board of Selectmen:


The Trustees of the Milford Town Library submit the following report for 1954:


The past year has shown a small but significant in- crease in the total circulation figures. The trustees and staff feel that this is due in part to the availability of more and finer reading materials in every field of literature.


The addition of several valuable reference works to


the reference room now makes available to the public a wide range of information in many fields.


Reading materials for the young readers have been greatly expanded during the past year and it is the hope of the trustees to continue to improve this phase of li- brary work.


The Trustees and Librarian Henry J. Pyne wish to thank the members of the staff, Miss Cecelia Wallace, Mrs. Grace Rooney and Mrs. Alice Morgan for their fine work during the year.

Report of Park Commissioners


To the Honorable Board of Selectmen and The Citizens of Milford:


We hereby submit our annual report for 1954 with financial report appended.


The Park Commissioners wish to thank Madame Draper Boncompagni in behalf of the townspeople for her generous gift each year of maintaining and beautifying Draper Park, named in her late father's memory. It is because of her kindness and generosity that this Park is so lovely and enjoyed by so many.


In our 1953 Report, we regret to say, we did not men- tion the loss of a faithful employee, Gaetano Capuzziello, who died on May 8th, 1953. He had been a conscientious and loyal worker.


The Playgrounds had another very successful season under the able supervision of Benjamin F. Consoletti.

Adult supervision was employed again and proved very good. Arts and crafts were continued and a planned sports program. Competition was between the various play- grounds. The average weekly attendance was 1200.


This year we were able to hot-top another tennis court, and eventually all the courts will be of this type. They require less money and time to maintain than the clay courts.


We wish to thank all the various departments for their help and cooperation throughout the year,

Report of Planning Board


To the Honorable Board of Selectmen and Citizens of the Town of Milford:


The Planning Board respectfully submits the follow- ing report for the year ending December 31, 1954:


The Board held bi-monthly meetings during the year, with several special meetings being called, on sub-division projects, and considered numerous matters for the better- ment and advancement of the Town. It had under con- sideration and made disposition of several plans for land development and new sub-divisions, some of which were approved and others had to be returned to the proposer for further information and specifications. At the present time the Planning Board is considering having a pamphlet print- ed in regards to sub-division for the benefit of those per- sons who may have tracts of land to sub-divide. This pam- phlet will be made available to persons interested in sub- division law in the near future.

Complaints regarding zoning law violations were re- ceived and investigated and in several cases hearings were conducted.


The Planning Board believes that any person having recommendations or suggestions for the betterment and improvement of the Town and its welfare, should either in writing, or personally advise the Board, which will be in- terested in considering same.


We wish to thank our Town Clerk Catherine L. Coyne for her help and cooperation throughout the year.
