WHEREAS, his passion for public service earned for him a seat in the Massachusetts House of Representatives, where he won many honors and served with zeal, and;


WHEREAS, his wise counsel, sound advice, patience, painstaking efforts and learned opinions as Town Counsel for many years, served to lighten theburden and guide the way for our faithful Town Officials and thereby set a stand- ard of official conduct at once inspiring but not too easy to achieve; and his demise left a void difficult to fill, and;

A motion was made by Domenic R. Ferrucci that the Town vote to amend the rule adopted March 13, 1946 by striking out the numerals 13 in line one and inserting in place thereof the numeral 7, so that the rule as amended will read as follows:


Upon the request of 7 Town Meeting Members, the vote shall be taken by ballot and the use of the check list in the following manner; The Monitor of each precinct and of the delegates-at-large shall furnish the members of his division with ballots; as each ballot is deposited the voters name shall be checked by the Monitor; when all have voted who wish to do so, the Monitors shall deliver the ballots to a committee appointed by the Moderator; said ballots shall be deposited in one receptacle and there- upon said committee shall proceed to sort and count the ballots and report the accumulated result to the Town Clerk.


This rule shall not be altered, suspended or repealed except by a vote taken by ballot.

A motion calling for the previous question was made and the vote was taken by Ballot.


Moderator Curran appointed John F. X. Davoren, Anthony N. Compagnone and James E. Birmingham as Counters.


The result of the ballot was Yes-77 and No-92 and the motion was lost.


The action now came upon the original motion and required a ballot vote. The Monitors distributed ballots and checked the members. The result of the ballot was Yes-99 No-79 and it was

Report of Elementary School Building Survey Committee


In compliance with the vote of the Town Meeting of

March 1953, which authorized "the School Committee to appoint a School Building Survey Committee to investigate the possibility of constructing new Elementary School Building facilities in Milford; said Survey Committee to function under the direction of the Milford School Com- mittee and report to the next annual Town Meeting," the following report is respectfully submitted:


The Committee organized with Mr. E. A. Lombardi as Chairman and Mrs. S. T. Harrington as Secretary. The membership is comprised of the members of the School Committee and the following:

Once organized, the Committee immediately con- tacted Mr. John Marshall of the Massachusetts School Building Assistance Commission. At the conference with Mr. Marshall, it was determined that the State would as- sist the Town of Milford in the survey planning and con- struction of any undertaking, and that the Commonwealth of Massachusetts would contribute at least 30% of the gross cost of whatever school building construction might develop. Mr. Marshall pointed out that Chapter 645, Acts of 1948, expires in 1959, and under provisions of this Act, cities and towns receive financial assistance; the funds for which are accumulated as a result of general taxation on the entire people of the Commonwealth. These funds have been made available to 223 out of 351 communities in Massachusetts. It is to be borne in mind that these funds

are available only in the case of new construction. They are NOT available for repairs and renovations. Mr. Marshall suggested that a long range survey be made by the local Committee working in conjunction with his of- fice. This suggestion was adopted at a subsequent meeting of the full Committee.


Numerous meetings were held by the Committee. Lit- erature dealing with modern school building construction was obtained and studied by the Committee members. A map was drawn showing the trend of new home construc- tion, and a future pupil enrollment projection for Milford was prepared for the use of the Committee.


The Committee visited and inspected our local ele- mentary schools. At a later date, the Committee visited Franklin to inspect the "Gerald Murdock Parmenter School": an elementary school of ten classrooms, lobby, cafeteria, kitchen, multi-purpose room, health room, etc. completed in 1952 at a cost of approximately $400,000. Later, the Committee visited the Elementary School in Uxbridge which was occupied on January 4, 1954. This structure, containing fifteen classrooms, multi-purpose room and kitchen, gymnasium, etc. was built at an ap- proximate cost of $450,000. After this, the Committee decided to make an objective evaluation of our own ele- mentary schools. To accomplish this, it was decided to use "The Guide for Evaluating School Building" as pub- lished by the New England School Development Council. The entire Committee was broken down into groups of three, and each group was assigned one of our local ele- mentary school buildings to evaluate. The ratings were made on four classifications:

In view of these studies, ratings, visitations, and con- ferences, the Committee has concluded that there is a very definite and critical need for new Elementary School Build- ing facilities in Milford. The Committee is undecided whether or not it should recommend the abandonment of any existing building or buildings; the construction and type of new facilities in one or more locations in Milford.


Therefore, this Committee recommends that the Town vote to authorize the continued existence of this Commit- tee for the purpose of further investigation and study of the problem; the Committee to report at the next annual Town Meeting or at a special Town Meeting called by the Selectmen for that purpose at the request of the School Committee.

The following motion was presented by John F. Adams: That upon the request of Fifteen (15) Town Meeting Mem- bers a vote on any motion or matter before the meeting assembled shall be determined by a Roll Call. The said roll call shall be conducted by the Town Clerk and when all

have voted who wish to do so, the Clerk shall so inform the Moderator of the results for the purpose of announcing the vote.


Seven (7) Persons having requested a vote by ballot. The vote was taken and counted by the committee pre- viously mentioned. The result showing Yes-69 No-100 the motion was declared to be lost.


A motion was made and seconded to adjourn the meet- ing until Monday. An amendment was made and seconded to adjourn until next Wednesday at 8 P. M.

The meeting was called to order by Moderator Curran at 8 P. M.


Edward M. King from Precinct 1, Henry Pillarella from Precinct 3 and George V. Larkin from Precinct 4 were appointed Monitors in the absence of the regular Monitors by the Moderator.


The Monitors checked the lists and 161 persons being present a sufficient number to constitute a quorum, the question came on Article 1.


Voted: To accept all reports of Town Officers and Committees of the Town.

The meeting was called to order by Moderator Curran at 8 P. M. The Monitors checked the lists and 145 persons being present, a sufficient number to constitute a quorum the business of the meeting was opened.


It was moved and seconded to reconsider Salaries & Wages Account in the Assessors' Department of the Finance Committee's Report.


Voted: To raise and appropriate the sum of Nine Thousand Sixty-Eight ($9,068.00) Dollars in Salaries & Wages Account in the Assessors' Department in the Fi- nance Committee's Report.


Article 3. Voted: That the Town vote to authorize the Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1955, and to issue a note or notes therefore, payable within one year, and to renew such note or notes, as may be given for a period of less than one year, in accordance with Sec. 17, Chap. 44, of the G.
