The signal for closing schools is the sounding of three blasts of the local fire alarm system repeated four times.
The signals have the following meaning:
At 7:10 a. m. all grades close for the morning session.
At 7:30 a. m. all grades below the High School close for morning session.
At 12:10 p. m. all grades below the High School close for afternoon session.
Announcements will also be made over radio stations WTAG and WBZ and WKOX between 6:55 a. m. and 7:45 a. m.

REPORT OF THE SUPERINTENDENT OF SCHOOLS TO THE SCHOOL COMMITTEE AND THE CITIZENS OF THE TOWN OF MILFORD
Herewith I submit respectfully the seventy-sixth an- nual report of the School Department and my eighth as Superintendent of Schools.
PROGRAM
Changes and innovations in the offerings to our pupils which have been made previously are established firmly and are operating in an efficient manner, consistent with the space and facilities available.
The increasing enrollment of elementary grade pu- pils is a problem of a pressing nature and it is being met by placing elementary grade classrooms in the Stacy Jr. High and Milford High School buildings.
During 1954, two such classes were established in the High School building and before September of 1955 it will be necessary to provide space for four more elemen- tary classes in the High School building. Projected en- rollments for 1955 indicate the need for two of these classes and provision for the children now in rooms on the third floor of the Claflin School will necessitate the open- ing of the other two elementary grade classes at the High School.
During the past year, evening classes were organized for adults who are seeking to complete their High School education. Many of those enrolled are veterans who are desirous of improving themselves so that they may ad- vance into better jobs and positions. The courses are being offered in conjunction with the State Department of Education at practically no cost to the Town of Milford.

As an innovation this year, and by direction of the School Committee, a class for retarded children was es- tablished, and is functioning very well under the direction of Miss Louise Fitzgerald, who also teaches the so-called Special class. At present, there are five children enrolled in the new class and some of them have never attended school previous to this year.
In the health area, the Patch Tuberculin test was administered to 1,955 children. All children with positive reactions were given chest X-rays. This program included all school children in town including those of the paro- chial schools. The innovation was accomplished through the cooperation of the Southern Worcester County Health Association to whom we are sincerely grateful.
As a policy, beginning this year and each subsequent year, the Patch test will be given to each child in our schools at the time of the physical examination.
Later this year, upon recommendation of the local and state Boards of Health, the Diphtheria tetanus double antigen immunizations were given to all sixth, eleventh and twelfth grade pupils in all schools of the town. It is planned to continue this immunization annually at the sixth and eleventh grade levels in the future.
The supervision, administering and reading of the tests and immunizations were accomplished through the combined ecorts of the School Physicians, the School Nurse and the Board of Health Nurse.
In accordance with legal requirements, all school per- sonnel, including custodians, clerks, bus drivers and food handlers were given a chest X-ray.
Toward the end of last school year and in conjunc- tion with the Civilian Defense Agency, the senior class was blood-typed.

In general, as far as the over-all program is concerned, every available facility at our disposal is being used to provide all of our pupils with a sound educational offer- ing. Limitations of space and facilities curtail the extent of our program in such areas as physical education, in- dustrial arts, domestic science, health, cafeteria, art and music.
Unquestionably, the program in our schools would be enhanced to a high degree by favorable consideration of the recommended new building program on the part of our townspeople.
PLANT
The following repairs to our school plant were made during 1954:
High School Building:
Weatherproofing exterior to include caulking of joints between window sash and granite on each window and door of the building.
Resetting loose capstone and replacing loose or dead mortar on all joints in the exterior granite surface as needed on entire building.
Painting interior ceiling and wall surfaces of four classrooms and four officerooms.
Installation of tankless heater on boiler to replace storage tank system for heating water for showers, toilets and cafeteria.
Stacy Jr. High:
Installation of new individual type urinals to replace slate type.

Installation of shower heads for athletic and physical education needs.
Weather-proofing exterior granite surfaces and caulking all window joints on top floor.
Painting exterior trim on entire building (windows, window casings, doors, etc.).
South School:
Installation of new urinal to replace old slate type.
Claflin School:
Installation of new urinal to replace old slate type.
Installation of new sewage line to replace old line clogged by roots.
Park School:
Painting of exterior surface of building.
Plains School:
Setting up teachers' room. The Plains P.T.A. aided greatly in this project by providing furniture for this room.
Oliver St. School:
Installing a hard surface to the entire rear play yard area of the yard. Mr. Edward C. Carroll, Highway Sur- veyor, and his department contributed greatly to this pro- ject by providing and applying the seal and sand used.
Chapin School:
Installation of new type urinal to replace black slate type.

Construction of stone wall and erection of wire fence on northeasterly side of school yard.
General: Many items of routine maintenance and repair were cared for by the custodial force during the year, particularly in the care of floors, replacing of broken glass and minor paint jobs. Whenever possible, the cus- todial force was used to affect repairs and perform the maintenance tasks in our plant.
PERSONNEL
In the important responsibility of providing the best personnel available in our teaching positions, I am pleased to report that the Committee was highly successful in their selection and appointment of the following:
Mr. Nello Allegrezza as teacher of mathematics and chemistry, Milford High School.
Miss Regina Bianchi as teacher of Grade V in the High School building.
Mrs. Grace Broderick as teacher of Grade IV, Park School.
Miss Carylann Doherty as teacher of Grade III, Park School.
The following transfers were made:
Mrs. Marie Lally from Stacy, Pre-primary to High School, Pre-primary.
Mr. Philip Lucier from High School to Stacy Jr. High, Grade VII.
Mrs. Helen R. Maxfield from Park, Grade V to Oliver, Grade III.

Mr. John Calagione was assigned to coach freshman basketball.
Mr. Charles Espanet was assigned to coach varsity basketball.
Resignations were received from the following:
Mr. J. Francis Cahill, as coach of the M.H.S. Varsity basketball team.
Mrs. Ida V. McNary, as teacher of Grade III, Oliver St. School.
Mr. Frank Satkiewicz, as teacher of chemistry and mathematics at Milford High School.
During 1954, the Almighty Lord in His infinite wis- dom called to their heavenly reward several individuals who served the cause of education in Milford with dis- tinction, devotion and zeal. With deep feelings of regret and sorrow, we make mention of the deaths of the fol- lowing:

Mrs. Mae (Birmingham) McCollough, a former teacher.

RECOMMENDATIONS
Program
A constant evaluation of our offering at all levels in an effort to improve and strengthen the opportunity for our pupils to grow and develop to the maximum consistent with their interests, needs and abilities.
Plant
Continued improvement of those existing plant facili- ties such as the Stacy School and the High School which must serve us for years to come.
Purchase of two sites on which to locate new ele- mentary buildings, one in the so-called South End of town and the other at the so-called Clark property off Purchase Street.

Construct with the least possible delay the twenty- one room elementary school building as recommended by the Elementary School Building Survey Committee.
Personnel
Continue to seek out, attract and engage the best available personnel at every opportunity in order to teach, train and develop to the fullest extent our richest pos- sessions, the children in our schools and those to come in future days.

Herewith I submit my annual report of the financial transactions of the Town of Milford for the year ending December 31, 1954.
Included is a detailed report of the Receipts from all sources of income, a detailed report of the Expendi- tures of each Department and Account, a Recapitulation and Estimate table showing the Appropriation, Receipts and Transfers, Expenditures and Balance-December 31, 1954 and the estimated cost to run various departments as submitted by them for the coming year.
