Construction of the new school will also serve to re- lease space to house the increasing number of high school age pupils. Every year, there is an increasing enrollment in grades 9, 10, 11 and 12, and it now appears that we will have the space needed for these pupils for a good many years to come.
The recent fire at the Claflin School has posed a prob- lem for your School Committee and your administrator.
After considerable deliberation and study, it is my opinion that the building should be renovated and made available to the children of the area in pre-primary, grade one, two and three.
The money received by the Town from the insurance

companies covering the loss could be used to repair and renovate this school building.
During the year 1957, certain major repairs were ac- complished as follows :
1. The interior of the High School building was com- pletely repainted and redecorated.
2. The windows of the Stacy School were caulked.
3. The interior of the Spruce Street School was com- pletely redecorated.
4. The yard at the Purchase Street School was grad- ed and landscaped.
5. Trees were felled in the yard of the Chapin School.
6. Innumerable minor repairs were made to practic- ally all of our school buildings.
As for the coming year, there are many projects which the School Committee and I will recommend. Chief among these are :
1. New lighting for the High School and Plains School buildings.
3. Exterior painting of several of our smaller school buildings.
As a long range policy, I recommend that we rehabili- tate those buildings which are worthy of keeping and for which the expenditure of repair money is justifiable.
PERSONNEL
In general, we have been fortunate in obtaining well qualified personnel to staff our department during the past year. However, this matter is becoming increasingly more dificult, especially in certain areas, such as the science and mathematics fields.
In my opinion, we should strive to establish and main- tain a salary schedule which will guarantee us the type of personnel who will serve our children in the highest man- ner.

I congratulate the members of the School Committee for their profound interest in acquiring and keeping well qualified, competent and devoted teachers on our staff in the Milford schools.

Annual Report of the Board of Selectmen
On March 4, 1957 the voters of Milford elected John P. Pyne, Anthony E. Allegrezza and Marco A. Balzarini as Selectmen. On the day following this election your new Board chose John P. Pyne as its Chairman. At this meeting the Board instituted the practice of allowing representa- tives of the press and the public at large to attend all its meetings consonant with the Boards' desire to keep the public fully informed on all action taken. Meetings were held thereafter on Mondays and informal meetings on Saturday mornings.
1957 was a year of progress for the Town of Milford. We are pleased to report that the Bettinger Corporation, manufacturers of ceramic-coated metal products for in- dustry, has decided to consolidate its production capacities in Milford. This company will employ a force of about 200 in a plant now in construction at the Milford Industrial Park valued in excess of $600,000. This company deals with relatively new products in the architectural building field and according to its president "the company expects to grow here and to make Milford our home for our inter- national firm."
Your Selectmen co-operated in every way to assure the location of this company in Milford. The Board wishes to congratulate all members of the Milford Industrial Commission for their efforts in securing this industry for Milford and all others - The Chamber of Commerce, The Planning Board, The Milford Daily News for their favor- able publicity and comment, the local banks for their fi- nancial assistance-for all recognize that a distinct public service was rendered to the Town. We are also glad to report that the New England Telephone company chose Milford as its location for its $313,000 dial building. The location is on Water Street where this company is also constructing an office building. We feel that the decision

by this company to expand here is indicative of better things for Milford.
Further progress and expansion in the business com- munity, is taking place on the Cape Road between Water and West Streets. Your Board feels that this expansion is the logical result of the automobile age and the desire of merchants to provide parking facilities for their customers. In order to alleviate the parking congestion on the Main Street your Board endorsed the action of the Parking Au- thority in recommending the construction of a 55 car park- ing facility between Exchange and Fayette Streets. This action received approval at a special town meeting held on September 17th when the Town Meeting members ap- propriated by bond issue the sum of $70,000 for this facil- ity. Your Board will do everything possible to implement the mandate of this Town Meeting.
The traffic problem on Main Street continues to play a prominent part in the day-to-day chores of your Board. We are especially aware of the traffic-choked condition of your Main Street during the so-called ""rush hours." We shall continue to probe and to take action, even if by the trial-and-error method, in an attempt to alleviate this problem.
One of the greater responsibilities facing your Board in the coming year is the execution of the flood control program enacted by the General Court and adopted by the annual Town Meeting of 1957. Your Board has held sev- eral meetings with our Legislative Contingent, with the Selectmen of Bellingham and Hopedale, with high officials of the Department of Public Works of the Commonwealth of Massachusetts, and with other interested officials of the Town of Milford. At our last such meeting we were told by The Chief Engineer of the Department of Waterways that further extensive surveys were being made by engineers, that out of these surveys would come the specifications to divert the Godfrey Brook and to reconstruct the Charles River and other smaller Tributaries from Mellen Street in Hopedale to Louisa Lake. Your Board has already asked the Town of Hopedale to take the legal steps which pre- cede a project of this kind. By this time next year we hope

to report that the flood Control project in Milford is near completion.
During the year the exterior of the Town Hall was re- calked, repaired where necessary, repainted, the eagle removed and replaced by one made of bronze, the clock repaired, and the belfry and tower repaired and gold-leafed. The old eagle which stood over Milford since 1854 as a symbol of strength and tenacity has been repaired and placed as a sort of museum-piece just above the stage in the Hall. In its present condition this typical New England meeting place, done in the pure Roman style of Architec- ture, once again causes many tourists to stop and gaze.
The contract for the work on the Town Hall was awarded to the lowest bidder as were all other contracts awarded by your Board during its year of administration.
At the Special Town Meeting of September 17th the membership adopted the proposal of the Selectmen for the establishment of a Wage Study Board. The establishment of this Board had the widespread approval of the heads of departments, the Finance Committee, and, we are told, the town employees. This Board is now in the process of gathering the statistics needed to decide whether or not our town employees are receiving fair and just wages for their labor. We await the findings of this Board as a possible solution to the annual question of salaries.
The progress and success of the Town still depends to a great extent on the willingness of its public-minded citi- zens to give their time and energies to the various and special committees. We are reminded that in Plato's Re- public the worst punishment that could be meted out to the wise man who refused to take part in his civil govern- ment was to be ruled by the unwise. During our year of administration we were called upon to appoint members of many committees - The Industrial Committee, Committee to Study the Department of Public Works, The Finance Committee, the Parking Authority - to mention only a few. These are examples of committees which worked hard and accomplished a great deal toward making Mil- ford a better place in which to live. We are grateful to
