Palmer, Mass. January 1, 1936
To the Honorable Board of Selectmen :
During the year 1935, 625 cases, not including cases against juvenile offenders, were prosecuted in the Dis- trict Court of Eastern Hampden against 592 persons, for offences committed within the Town of Palmer. Of the persons brought before the Court in these cases 122 were residents and 470 were non-residents; 581 were males and 11 were females. The 100 drunkenness cases include cases against 27 persons who were driving motor vehicles while under the influence of intoxicating liquors.

I wish to call the attention of the Board to the fact that the increase in auto traffic has also produced an increase in the number of violations of the motor vehicle laws. In 1934, there were 337 motor vehicle cases pro- secuted in the District Court of Eastern Hampden, whereas 406 cases were recorded in 1935. The number of fatal accidents also increased from 2 in 1934 to 3 in 1935.
It will interest many to know that Arthur E. Fitch, Clerk of the District Court of Eastern Hampden, has turned over to the Town Treasurer $4,473.45, which represents the Town's share of the fines imposed by the Court for the year 1935. In addition to this, David J. Manning, High Sheriff of Hampden County, turned over $79.50, which represents fines collected after the defend- ant had been confined in the Hampden County jail.
I believe that the officers of the Department have endeavored faithfully to do their duty, as they have seen it upon all occasions, and that they have earned and deserve the confidence and support of thé people in their work.

Report of Board of Selectmen
The Selectmen respectfully submit the following report:
The Board organized with the choice of Ludwik Marhelewicz as Chairman and Harrison W. Thompson as Secretary.
The following appointments were made: Ernest E. Hobson Town Counsel; Harriette Paine, Bookkeeper; Ralph E. Canning, Burial Agent; David L. Bodfish, Super- intendent of Graves; M. Scott French, Chief Engineer ; Michael H. Davitt, Inspector of Animals ; Henry Ruckley, Superintendent of Streets, and Robert L. McDonald, Clerk of highway matters. During the year Michael H. Davitt, Inspector of Animals, died and Joseph Marhele- wicz was appointed to that office.
The board has attended to the several matters of highway construction and repairs specifically voted by the town at the last annual and special meetings. There was unfortunately a delay in starting two of the projects, namely, the Whipple Crossing Bridge over the Ware River and the construction of the new highway from Bondsville to Palmer. The delay was due to the fact that the State cut down its promised appropriation fifteen per cent and inasmuch as the votes of the town authorizing these projects were conditional upon the receipt of a definite named sum of money from the

County and State, work could not be begun until the matter was straightened out. After much negotiation the fifteen per cent reduction by the Commonwealth was restored and work immediately undertaken and has progressed very favorably. The Whipple Crossing Bridge is nearly ready for use.
The Board has arranged with the Department of Public Works and the Commissioners of Hampden County for assistance in the construction of a new highway between the villages of Three Rivers and Thorndike. The estimated cost is $20,000.00 The Commonwealth has agreed to contribute $10,000.00, the County $5,000.00, leaving a balance of $5,000.00 for the town to contribute. A suitable article providing for this project has been inserted in the warrant for the annual meeting.
During the year the Board has given its attention to securing P. W. A. projects and has had the valuable assistance of the local administrator, Henry W. Hol- brook. In this connection it might be of interest to state that during the period from April 1, 1934 to Decem- ber 1, 1935, the average number of persons employed (24 hours per week) has been 164; that the average wage per hour was 57¢. During this period of 87 weeks there has been expended for various projects in the town Federal funds for labor to the amount of $194,724.91, and local funds for equipment and materials to the amount of $48,520.30. This sum of $48,520.30 is made up of $33,428.30 contributed by the town, $14,230.93 contributed by the Palmer Fire District, $411.07 by the Commonwealth and $450.00 by popular subscription to the Playground Association. The Board feels that be- cause of its already having secured a number of projects providing for the construction of so-called "Farm to Market Roads" it will not be necessary to expend as

much money this year as last for co-operation in Federal projects.
The Board suggests that the same amount as last year be appropriated for the Reserve Fund to take care of unforeseen and emergency matters.
Recommendations for appropriations for 1936 are not published herewith in order to save expense, but they have been filed with the Finance Committee.
The Board appreciates the co-operation and assist- ance given to it by all the officials of the town and others during the year.
The report of the Town Bookkeeper, which follows, is made a part of the Selectmen's Report.
