Report of Superintendent of Schools
To the School Committee of the Town of Palmer:
I herewith present my twenty-fifth annual report as Superintendent of Schools in Palmer. This is the forty- third in the series of reports issued by the superinten- dents of the Town.
ATTENDANCE
The attendance statistics for the school year of 1934-35 were as follows :- Enrollment, 2,234; Average Membership, 2,068.156; Average Attendance, 1,994.732; / Per Cent of Attendance, 96.449; Tardinesses, 478.
During the twenty-four years of my incumbency, the average percentage has been 96.27%. An attainment of 95% for percentage of attendance is regarded as ideal.
HEALTH WORK
Excellent health work is done in your schools by the school nurse and the school physicians. They perform a social service of inestimable value.
The annual physical examination this fall has dis- closed these defects :- Skin, 150; Teeth, 509; Eyes, 1; Throat, 150; Thyroid Gland, 5; Heart, 2; Nose, 2; Neck

Glands, 6. With the exception of teeth, throat, and skin, the number of defects is not high.
This fall one hundred two (102) school children and thirty-six (36) pre-school children were given Toxin Anti Toxin preventive for Diphtheria.
A 1934 report on the status of immunization among school children in the State revealed these facts :- In Group IA, cities of 25,000 and above, 64% have been im- munized ; in Group IB, cities between 10,000 and 25,000, 58% ; in Group II-our group-towns of 5,000 to 10,000, 64% ; Group III, under 5,000, 41% ; State, 48%. Pal- mer's 81% far exceeds any of these and shows the effectiveness of the work that has been done.
Probably with this year's immunization, about 85% of our total school enrollment has been immunized. The reason for such a high percentage is the fact that, in addition to the large clinic held some ten years ago when this work was initiated locally, a yearly clinic is held whereby all new pupils and any old pupils not immunized are given the opportunity to secure this immunity.
Fourteen (14) of our school children, pre-tuber- cularly inclined or contacts, spent a total of three hun- dred and fifty-two (352) days this summer at Camp Frederic Edwards, the preventorium of the Hampden County Tuberculosis Association, where they showed an average gain in weight of three pounds.
Tubercular clinics, where both children and adults were examined, were held in which the Von-Pirquet- the skin-test, and X-Ray, if necessary, were given. This work has been done yearly for some sixteen years.

Through the local Red Cross, local Rotary Club, and other agencies, glasses have been purchased; tonsils and adenoids have been removed; and teeth have been ex- tracted. The Rotary Club this year has financed teeth and tonsil removal for some thirty (30) pupils. The Town should provide money for the doing of this work.
PROMOTIONS
The promotion statistics in the grades for the last school year were as follows :- Number of Pupils, 1,444; Promoted Unconditionally, 1,192-Percent, 82.55; Pro- moted Conditionally, 162-Percent, 11.22; Not Promoted, 90-Percent, 6.23.
SCHOOL SAVINGS
The report of school savings for the last school year, September, 1934, to July, 1935, is as follows :- Number of Collections, 192; Number of Deposits, 13,137; Amount of Deposits, $3,775.97.
The combined School Savings from date of inception, November 1, 1921, to July 1, 1935, are-Number of De- posits, 306,463; Amount of Deposits, $84,175.99.
"OUR BIT"
During the past four years, the School Department has made a strenuous effort to economize in every parti- cular with as little resultant damage as possible to the boys and girls. The public pays the bills and is, therefore, in our opinion, entitled to know what has been done to effect this economy.
Any statement or statements contained herein are not "boasts", but are, rather, a plain, ungarnished set-

ting forth of truth. No credit or praise is sought, simple duty has been performed. The public should have these facts. Its judgment should be based upon these facts.

The amount expended in 1934 was $38,604.10 less than in 1925.
In 1932, the schools requested $181,454.40; a 10% cut was made, leaving an appropriation of $163,308.97; the schools spent only $157,331.31. The cut was $18,145.44. They met the cut and added a further saving of $5,977.65, or $24,123.09 in all-131/3%.
The expenditures in 1934 were $30,295.40 less than the 1932 request.

These expenditures show that there has been a more or less steady decline since 1925 when the Thorndike Mills were closed. It will be noted in particular that, during the past three years, the budget has been con- siderably less than formerly. In fact, for the past three years, the schools have been operated upon about 75% of what the budget would have been, were times normal. The normal appropriation should be $190,000 to $200,000 per year; instead, it has been, approximately, $150,000. This is $40,000 to $50,000 less. This low budget has been maintained in spite of the fact that, within this period, the high school enrollment has practically doubled. 300 to 400 pupils have been taken from the low-cost- grade-school level to the higher-cost-high-school level, a difference of $35 to $40 per pupil. Had allowance been made for this shift, on the basis of the cost per pupil in the high school, $15,000 would have been asked for. Provisions have been made for housing the overflow in the old high school building, which this fall was com- pletely given over to the high school. Our enrollment this fall was 740 in the high school, an increase of over 400 in five years. Additional teachers in the last three years have had to be provided to the extent of seven. These additions have been taken care of by doubling up in the grades and thereby not increasing the total number of teachers. A very difficult situation has been met with practically no increased cost to the Town.
A rough picture of the way in which the $40,000 per year has been saved the past three or four years is as follows :- Salary cuts initiated some three years ago amounted to $13,000. A rough comparison, sub-division by sub-division, of the budgets for several years back shows these savings :- General Expenses, $1,500; Teach- ers' Salaries, $8,000; Textbooks and Supplies, $1,600; Transportation, $8,000; Music, Manual Training and

Drawing, $2,000; Repairs, $1,500; Maintenance of Build- ings and Grounds, $2,000; Other Expenses, $3,000; Fur- niture and Furnishings, $1,000; Commercial, $500; Total, $37,100.
How were these savings effected ? Since 1925, Coppus Blowers and buckwheat coal have averaged about $5,000 in yearly savings. In addition, wholesale buying of coal saved another $1,200 this year.
Transportation change has averaged a saving of $8,000 a year for three years. This year a rough com- pilation of the cost of transportation which was being done this fall shows that, upon the old basis where were employed busses and the street railway, the transporta- tion would cost $22,000, whereas the contract price for such transportation is $10,600, easily a saving of $11,000. /
In 1932, a drop of $100,000 in insurance coverage saved $2,000, with a yearly saving of about $400.
Textbooks and Supplies have been held to the mini- mum-so much so, that, in the grades, most of our books are in a deplorable condition. Inside information has saved well over $1,000 a year in supply purchases.
Teaching load in the high school has increased from 20 to 30 pupils a teacher. Were the old rate of load of pupil per teacher maintained, instead of 24 teachers, 35 teachers would be needed in the high school this fall. Two district schools have been closed at a net annual saving of $2,500.
