I submit herewith my report of an audit of the books and accounts of the tax collector of the town of Palmer for the period from May 31, 1934 to June 1, 1935, made in accordance with the provisions of Chapter 44 of the General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Ac- counts.

Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the tax collector of the town of Palmer for the period from May 31, 1934, the date of the previous audit, to June 1, 1935, preparatory to a recommitment of taxes to a new collector, and sub- mit the following report thereon :
The taxes outstanding at the time of the previous audit were checked, and all subsequent commitment lists of town and district taxes were added and proved with the warrants of the assessors committing the taxes for collection. The collections, as recorded on the cash books, were checked in detail to the commitment books, the pay- ments to the town and district treasurers were compared with the treasurers' cash book records, the recorded abatements were checked with the assessors' record of abatements granted, the amounts transferred to the tax title account were checked, and the outstanding accounts were listed and proved with the bookkeeper's adjusted ledger accounts.
The outstanding accounts were further vertified by mailing notices to a number of persons whose names ap- peared on the books as owing money to the town.

Replies received from a number of persons to the ef- fect that their taxes were paid but not credited on the books of the collector were investigated and it was found, upon checking the postings, that the accounts in question had been paid and entered on the cash books of the col- lector but had not been posted on the commitment books to the credit of the taxpayers. From the remaining re- plies received it appears that the outstanding accounts, as listed, are correct.
The collector's cash balance on June 1, 1935, as called for by the several cash books, was verified by actual count of the cash in the office on the above date and by a reconciliation of the bank account with a statement re- ceived from the bank of deposit. As may be seen from the appended table showing a reconciliation of the col- lector's cash there was, on the above date, excess cash of $736.37. This unidentified cash of the collector was paid into the town treasury on July 2, 1935 and is to be held as a reserve to provide for any claims of payment of taxes now carried on the books as outstanding but which may subsequently be proved as having been paid and not entered on the books.
The tax title deeds in the custody of the treasurer were listed and proved with the books of the collector and the bookkeeper, and were verified by checking with the records at the Registry of Deeds.
The amounts outstanding on each of the several tax levies on the audit date were furnished to the board of assessors for the purpose of making a recommitment to the new collector.
Appended to this report are tables showing sum- maries of tax accounts and reconciliation of the collect- or's cash.
