made an investigation of possi. ble relief from conditions caused by high water in Guggles Brook and has taken up with the Board of selectmen the matter of such relief with a request that they give the matter early consideration. In following out your wishes, as this committee understood them. two main lines of investigation were followed out in some detail. These were, first, the cost of elec. tricity for street and private light -ving in Westboro as compared with other towns of similar size in the

state and, second, the quality of service undered. A comparison of Thesthoras rates for fired lighting made with twelve other towns in the State where conditions are similar, in- dicates that our rates average · well with the others. The differ- ences were generally slight for similar service through this is not always of parent at first glance. for instance, the neighbor- ing town of South loro pays $16.75 per year per light is again - of Nextloro's $17.50. Southboro's lights are turned, however, 6.1 hours per night while we require 6.7 hours per night. Taking this into account their rate is equi- valent to $17.30 per year for our hours of lighting. Grafton pays $ 15,00 per year per light. Their lights are, however, of only four- fifths the candle power of mere und ise burned slightly fewer house per night When adjustment is made for these differences Grafton's rate for our service would be .. come 21.07 per light per year. I here appears to be no reason for feeling that Il esthora's rate for Street lights is excessive. The rate for private light- ing in two of the twelve towns referred to above is now ten cents per kilowatt hour; in six of them it is the same as oure, twelve center; in three it is fourteen cents and in

one it is seventeen cents. Simply based on comparison with other towns, it appears that the rate charged in Westboro is a fair one. With regard to the service ren- dered, your committee realized that that the service in the past has been very poor. He also feel. however, that in the past two years the local company has made a sincere effort to improve and make more reliable its fac- ilities here with corresponding improvement in its service. The have secured assurance moreover, from the company, that it will within the next three months run an additional high tension supply line into town. We feel that this will materially help the situation.

coming into town from listant sources of cheap electricity. I here lines are overhead and subject to disturbance from lightning, sleet, wind, etc. a local generat. ing plant would do away with interruptions from these sources but the first cost of electricity would be increased by two or three cente at least. second cause of trouble with the service in Westboro is un- doubtedly and fine shade trees. Without sacrificing the trees only one thing will remove trouble from this source and that is to put the wires under ground. This would be a very expensive remedy and would mean a considerable increase in the cost of both Street and private lighting, The know of no community similar to ours where this has been attempted. It have sies suggested that
this committee consider the advisability of acke q some other than the Westboro Gas and Electric Company for their kids for street and other light- ing in Westboro. We are informed that the present company holds an exclusive franchise, given by the waters of the town, which -has something over fifty years yet to run. Until this franchise runs out it will not be fre- sible to take any other company for kids.
