To implement speed and traffic control, we are recommend- ing that the Town purchase for use by the Police Department a radar control at a cost of approximately $1, 000. It is our feel- ing that when drivers generally understand how effective this in- strument is, traffic will more easily be maintained at reasonable speeds where safety requires restraint.


In further response to outside pressures, we are recom- mending that an additional full time policeman be retained by the Town, primarily for service during the early morning hours. In today's conditions, it seems wise that an officer be available at all times "with his boots on", prepared to deal with those sud- den emergencies that occasionally arise in the dead of night. We will try to operate with one man on this night shift, through the use of walkie-talkies. The experiments with the dog as help for officers on night watch has been deemed unsuccessful and the dog has been returned. The walkie-talkie approach has been used successfully in other areas, including the city of Chicago.

Both the Police and Fire Departments continue to perform ably under the direction of our Fire and Police Chief, Leo Algeo. The problems of maintaining an adequate fire fighting force do not diminish, and the time is coming, probably by 1967, when the North Lincoln fire station is constructed, when the permanent force must be expanded.


WAGE BOARD


The institution of a Wage Board consisting of Richard Bail- ey for the Finance Committee (in place of John Tew), Perry Cul- ver for the School Committee, and Russell Haden for the Select- men, was described in this Report a year ago.


In that Report, the Board stated its feeling that a consist- ent approach to wage-setting in the Town was needed and postu- lated the policy that salaries should conform to the average of rates in our four most comparable neighboring towns, Weston, Wayland, Sudbury and Concord, wherever the jobs are directly comparable. Certain jobs are not directly comparable either because our organization is different (such as our combining with Mrs. Causer the three responsibilities of Town Accountant, Welfare Agent and Clerk to the Selectmen), or because of our size (such as our Library having a circulation only 50% of that of the average of the four towns). In these cases, as compar- able a rate as possible, preserving an equitable relationship with other positions in the Town, would be set.


With the cooperation of other Boards, this process has now been completed, and the budget includes the adjustments called for. (In total, they amount to roughly $7, 000 per year (to which must be added the normal year-to-year increase). The Town now has a rational schedule in the spirit of "a fair day's pay for a fair day's work" for recompensing its very dedicated people.


ECONOMY


After two years of relatively little increase in the tax rate, a significant jump is anticipated this year. So many things have contributed to this rise that it is difficult to find items of econo- my on which to comment.

Unit prices of white-line painting, new water-line construc- tion and other such items continued to drop on close supervision by Warren Flint. Outside contracting of snow-plowing was re- duced, used desks were bought instead of new ones, and vigil- ance, wherever possible, continued to be exercised by Mrs. Caus- er and the Town staff.


The Water Board has agreed to our establishing a Public Works Department, combining water, highway and parks activi- ties under a new man, expected to have some engineering train- ing. Lead men will provide working control in each of the three areas, reporting to the new Public Works Superintendent. This move should enable even more effective coordination of men, equipment and purchasing.


We have no magic to report, but wish to cite these exam- ples as indicative of our not losing sight of the need for economy.


CIVIL DEFENSE


In order to keep up with all the paper work that flows from State and Federal agencies, and in order to maintain the minimum activity required to maintain civil defense in the Town, we are recommending that a small sum be appropriated to provide help to make a director of civil defense more effective.


RECREATION


Two skating ponds have been completed at Pierce Park and have been used intensively.


In addition, new ballfields have been provided in the Brooks School area, in the DiPerna Recreation area, and the old fields rebuilt.


We have met several times with the Recreation Committee, and appreciate the great deal of work this dedicated Committee is doing.

PIERCE HOUSE


At the end of 1965, we were fortunate in obtaining the ser- vices of a couple, Mr. and Mrs. Leger, to live in the house, maintain it and make it more available for use. While as yet we have no furniture, we hope to make arrangements with Town activities and organizations so that the building itself will be more useful for townspeople.


OBITER DICTA


We have continued to enjoy harmonious relationships that make worthwhile and purposeful our common activities with the Air Force. The Air Force and General O'Neil were of special help in assisting the Town in the ceding to the Federal Govern- ment of the land on which is located the second major housing unit.


We are aware that present zoning and housing facilities make it difficult for many who work for the Town to find reason- able housing within the Town. In cooperation with the Planning Board, we are developing plans for an adequate solution for this problem.


As the year 1975 approaches, we suggest that all towns- people and the Town itself be thinking forward and developing plans and concepts for this all important Bi-Centennial.


We continue our deep appreciation of the worthwhile and continued activities of the League of Women Voters in helping to develop worthwhile policies and communications within the Town.


Retiring from active service on elective Town Boards are Charles Y. Wadsworth, who has served wisely and with humor as Town Moderator for six years; Mrs. Helen Gilfoy, who has con- tributed six full and vigorous years to the School Committee, and Albert S. Brooks, who has retired as Tree Warden.


During the year, Doctor Joseph Hart passed away. Doctor Hart had been a Selectman, a member of the Board of Health, a Water Commissioner, and was a veteran of the Spanish-American

War.


The Town suffered a great loss at the unexpected passing of Raymond P. Maher, our Highway Superintendent for many years. His cheerful and vigorous work on the roads made a difficult job seem easier than it is.


Ernest P. Neumann died suddenly on September 24, 1965. He served as a member of the School Committee from 1952 to 1958, and as a member of the Finance Committee from 1961 to the time of his death. He had also served on the original Plan- ning Committee for the Lincoln-Sudbury Regional School and on numerous building committees. His interest in matters of edu- cation and Town Finance was great and was manifested in a searching examination on many difficult problems and in tactful and cooperative assistance in helping people solve such prob- lems together.

The Town Clerk is the official recorder of Town events and activities and issues licenses and certificates. His duties include recording the proceedings at Town Meetings and Elec- tions, and notifying the Selectmen and other officers concerned of appropriations which have been voted.


The record of Registered Voters of Lincoln is kept at the Clerk's office. Persons wishing to become voters in the Town should communicate with the Clerk.


ANNUAL TOWN MEETING March 22, 1965


Pursuant to a Warrant duly served, the meeting was called to order by the Moderator, Mr. Charles Y. Wadsworth. The re- turn of the Warrant was read and the invocation given by the Rev. Father Pearsall. The Moderator then called attention to Article 1 (Election of Officers) and, a quorum being present, the following business was transacted:


Article 2. To bring in their votes for any committees, commissioners, trustees, and other officers required by law to be elected by ballot or otherwise. VOTED: That Albert Brooks be elected Measurer of Wood and Bark for the ensuing year.


Article 3. To hear and act upon the reports of Town of- ficers, Committees, Commissioners and Trustees.


VOTED: That the reports of the Town Officers, Com- missioners, Committees and Trustees, as printed in the Town Re- port, be accepted, and the report of the School Needs Committee be accepted as an interim report, and that the committee and their unexpended appropriation be continued.

Article 4. To fix the salaries and compensation of the several elective officers of the Town and to determine whether any Department, Board or Committee shall be authorized to em- ploy for additional compensation any of its members, and to fix additional compensation of such members.


VOTED: That the salaries of the elected officials of the Town for the current year be fixed at the following amounts, respectively:

VOTED: That the Town adopt as separate appropria- tions the listed recommendations in the Schedule attached to the Report of the Finance Committee for 1964, printed on pages 4-11, inclusive, of the Financial Section of the 1964 Town Report, ex- cept that the following final amounts shall be appropriated in sub- stitution for the same numbered items in said Schedule:

and that all the sums be raised by taxation except to the following extent:


(a) As to items 15, 40, 320, 321, 502, 520, 521, 805, and 806, respecting which said Schedule contains notations for the

application of funds thereto from specific sources, funds from such sources shall be so applied:

(c) Items 950 to 956, inclusive, shall be taken from Water Department Receipts to the extent available, and to the ex- tent insufficient shall be taken from Water Department Surplus, ex- cept that in regard to item 956, $21.60 shall be taken from Premi- um on Bonds account and $18. 56 shall be taken from Interest on Bonds account.


Article 6. To determine whether the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1966, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in ac- cordance with Section 17, Chapter 44, General Laws.


VOTED: That the Town Treasurer, with the approval of the Selectmen, be authorized to borrow money from time to time in anticipation of revenue of the financial year beginning January 1, 1966, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


Article 7. To determine whether the Town will vote to appropriate the sum of $20, 000.00 to be added to the Stabilization Fund established pursuant to the vote of the Town under Article 23 of the Annual Meeting on March 16, 1959, or take any other action relative thereto.


VOTED: That the Town raise and appropriate the sum of $20, 000 to be added to the Stabilization Fund established pursu- ant to the vote of the Town under Article 23 of the Annual Meeting on March 16, 1959.


Article 8. To determine whether the Town will vote to appropriate the sum of $6, 300. 00 to be added to the Stabilization Fund established pursuant to the vote of the Town under Article 23 of the Annual Meeting on March 16, 1959, or take any other action relative thereto.


VOTED: That the Town raise and appropriate the sum

of $6, 300 to be added to the Stabilization Fund established pursuant to the vote of the Town under Article 23 of the Annual Meeting on March 16, 1959.


Article 9. To determine whether the Town will appro- priate from the Stabilization Fund established pursuant to the vote of the Town under Article 23 of the Annual Town Meeting of March 16, 1959, the sum of $30, 000, or any other sum, and authorize the Treasurer to pay over said sum to the Lincoln-Sudbury Regional School District for the purpose of constructing an addition to the Regional High School, or take any other action relative thereto.


VOTED: That the Town appropriate from the Stabili- zation Fund, established pursuant to the vote of the Town under Article 23 of the Annual Town Meeting of March 16, 1959, the sum of $27, 540, and authorize the Treasurer to pay over said sum to the Lincoln-Sudbury Regional School District for the purpose of constructing an addition to the Regional High School.


Article 10. To determine whether the Town will author- ize the Board of Selectmen and the School Committee to continue its annual contract with U. S. Commissioner of Education to oper- ate the elementary school at L. G. Hanscom Field, Bedford, Mass- achusetts.


VOTED: That the Town will authorize the Board of Selectmen and the School Committee to continue its annual contract with the U. S. Commissioner of Education to operate the elementa - ry school at L. G. Hanscom Field, Bedford, Massachusetts.


Article 11. To determine whether the Town will vote to authorize the payment of the following unpaid 1964 bill: B. & M. Railroad - $294. 48. VOTED: That the Town authorize the Town Treasurer to pay a 1964 bill in the amount of $294. 48 to the Boston & Maine Railroad, said sum to be taken from Water Department Surplus.


Article 12. To determine whether the Town will vote to raise and appropriate the sum of $15, 000, or any other sum, for the purpose of obtaining professional consultants to aid the Board of Assessors in making an appraisal survey of all taxable buildings in the town, or take any other action relative thereto.


VOTED: That the Town raise and appropriate the sum

of $15, 000. 00 for the services of professional appraisers, acting as consultants to the Board of Assessors, in making an appraisal survey of all taxable buildings.


Article 13. To determine whether the Town will vote to transfer the sum of $3, 700, or some other sum, from the Stabili- zation Fund established pursuant to the vote of the Town under Art- icle 23 of the 1959 Annual Town Meeting to the Conservation Fund established pursuant to the vote of the Town under Article 13 of the 1961 Annual Town Meeting, or take any other action relative thereto.

Article 14. To determine whether the Town will vote to raise and appropriate the sum of $18, 700, or some other sum, to be added to the Conservation Fund established pursuant to the vote of the Town under Article 13 of the 1961 Annual Town Meeting, or take any other action relative thereto.

Garland, a certain parcel of land on Sandy Pond Road, shown as Lot 5 on a plan entitled "Division of Land in Lincoln, Massachu- setts, owned by Joseph and Mira C.
