Highlights of the Proposed 1966 Budget
Excluding the Water Department, the proposed budget for gen- eral purposes in 1966 totals $1, 743, 710. This is an increase of $171, 611, or 10.8% over the budget for 1965. The budget figure for 1966 includes $15, 000 in the Elementary School budget which will be taken from P. L. 874. The 1965 budget figure used for comparative purposes totaled $1, 572, 099, including $10, 000 taken from P. L. 874.

The total education budget of $1, 058, 834 is made up of two parts: the Elementary School budget totaling $759, 908, and the Regional High School budget totaling $298, 926. The Elementary School Budget repre- sents an increase of 8. 9% as compared to 1965 before subtracting funds from P. L. 874 in both years. The Regional High School budget repre- sents an increase of 30.2% over 1965, reflecting operating expenses and debt service for the new addition to the school, as well as an increase in students from 263 to 290. Of the total Regional High School budget, debt service accounts for $47, 507, an increase of 28% as compared to last year.
As in past years, higher salaries and wages represent an im- portant part of the increase in the total budget. Under a plan proposed by the Wage Board, made up of Mr. Haden from the Selectmen, Dr. Cul- ver from the Elementary School Committee, and Mr. Bailey from the Finance Committee, salary and wage increases in 1966 are based on the average increase for comparable jobs in the four towns of Concord, Sud- bury, Wayland and Weston. In order to initiate this plan, it is neces- sary to adjust salaries and wages in Lincoln to a level comparable with these surrounding towns. This one-time adjustment amounts to an in-

crease in total salaries and wages of approximately 3.5%. Based upon the new formula, the increase in salaries and wages for 1966 falls in a range of 3.5-4. 0%. It should be noted that teachers' salaries are not in- cluded under this plan. The percentage increase in teachers' salaries under the proposed education budget for 1966 is approximately 8%.
Two more changes in the 1966 budget should be noted since each one involves an increase in service to the Town. The first is the propos- al to establish the position of Director of Public Works. Authorized init- ially this represents an increase in the budget. As Lincoln grows, this new position should bring about a better utilization of men and equipment by coordinating activities in the three areas of water, highways and parks. This change is recommended by the Finance Committee.
The second change involves the proposed addition of one active duty policeman to cover the hours of twelve midnight to eight A. M. At
present, one member of the police force is designated to cover these hours, but he remains at home until called. The addition of a patrol- man for active duty during these hours will allow a more rapid response to emergency calls than is now possible. The Finance Committee rec- ommends that this change be adopted.
Also affecting the 1966 budget for Protection of Persons and Property is a proposed increase in the hydrant service charge from $15 to $50 per hydrant. The latter figure is very close to the average charge paid by surrounding towns. Since the Water Department must operate on a break-even basis, this increase in hydrant charges is an al- ternative to an increase in water rates.
