The meeting was called to order at 1:10 p.m. by the Moderator, William W. McCarthy.
An invocation was given by Rev. William P. Conley.
It was voted to dispense with the reading of the warrant by the Town Clerk.
A quorum being in attendance, the meeting was declared in order.
The Tellers, Helen F. Dawes, Gilbert F. Redlon, Frank H. Williams, Harry A. McNaught, Rodney W. Leach, Charlotte C. Drake, Mary C. Crocker, J. Alvin Borgeson, Roger H. Howland, Alice E. Merry, were sworn in by the Moderator.
There being no objection, the Moderator declared that proponents on any article in the warrant should be given opportunity to speak on the question being voted upon before the article is tabled, as in previous years.

Under Article 7, Voted, that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time between January 1, 1954, and the date of the 1954 Annual Town Meeting, in anticipation of the revenue of the financial year of 1954, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. Under Article 17, Voted, to accept the provision of Chapter 531 of the Acts of 1952 as amended by Chapter 20 of the Acts of 1953.
Under Article 18, Voted, to raise and appropriate $36,250.00 to provide for the Town's share of the cost

of construction of two sea walls at Duxbury Beach and that said appropriation shall be provided for as follows:
1. By appropriating $125.00 from available funds now in the Treasury.
2. That the Town Treasurer, with the approval of the Selectmen, be authorized to borrow $18,000.00 under authority of Section 3 of Chap- ter 531 of the Acts of 1952 as amended, and to issue bonds or notes of the Town therefor, payable in accordance with the provision of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than ten years from the date of the issue of the first bond or note.
3. That the $18,125.00 appropriated from available funds under Article 2 of the Warrant for the Special Town Meeting held on June 27, 1952 be re-appropriated for this purpose. (Yes 237, No 0).
Under Article 19, which reads, "To see if the Town will vote to change the name of Depot Street to Academy Road," Voted down.
Under Article 20, Voted, to authorize the Selectmen to appoint an "Investigation Officer" for the purpose of collecting and preserving information on matters which might involve litigation, and to raise and appropriate $200.00 for this purpose.
Under Article 21, Voted, to raise and appropriate $6,700.00 for resurfacing Standish Street from Marshall Street to Crescent Street and Temple Street from Lincoln Street to Stevens Bog so-called.
Under Article 22, on the motion "That the Town vote to acquire three certain parcels of land as described

in this article in the Town Warrant by purchase, acceptance as a gift, or by Eminent Domain as pre- scribed in Chapter 40, Section 14 and Chapter 79 of the General Laws of Massachusetts for the purpose of improving said land for travel and use as a Town Landing, the approach thereto, and for the erection of a pier thereon; and vote to raise and appropriate $5,100.00 for this purpose with the provision that no money be spent for the erection of the pier until title to the land described in this Article has been acquired," the vote was 176 Yes and 102 No. As this Article required a two-thirds vote, the Article was defeated.

Under Article 27, which reads "To see if the Town will vote to authorize the Selectmen to sell the land and buildings of the Village and Point Schools, so-called, or take any other action thereon," the vote was 171 Yes and No 86. As this article required a two-thirds vote, the Article was defeated.

Under Article 28, Voted, to accept Chapter 624 of the Acts of 1952 which will increase the pensions of town employees who retired prior to April 1, 1951 and had attained age 55 with at least 15 years of creditable service. No increase shall be made in the case of any retirement allowance which is in excess of $2500.00.
Under Article 29, Voted, to raise and appropriate $431,000.00 for the purpose of preparing final plans and specifications, to receive bids, and to construct and equip a ten room addition to the Elementary School, substantially in accordance with the plans of the Sturgis Associates, Inc., as presented at this meeting and to provide the money for said addition and equipment as follows:
By appropriation from the Post War Rehabili- tation Fund with accrued interest thereon $3,494.84
By appropriation from the Partridge

And that the Town Treasurer with the ap- proval of the Selectmen, be and hereby is authorized to borrow the sum of $280,000.00 and to issue bonds or notes of the Town therefor in accordance with the provisions of Chapter 44 of the General Laws and Chapter 56 of the Acts of 1952, with the pro- vision that the whole loan be paid in not less than 20 years from the date of issue of the first bond or note;

and that the present Elementary School Building Com- mittee be and is hereby authorized to expend such appropriations or so much thereof as is needed, to determine upon the final plans of said addition and in the name of the Town to make all contracts pertaining thereto, and to do all things necessary and proper to construct, equip, and furnish said ten room addition to the Elementary School. (Yes 279, No 6).
Under Article 30, Voted, to assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws as amended by Chapters 415 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, develop- ment, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimac and Connecticut Rivers, in accordance with Section 11, of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Common- wealth.
Under Article 31, Voted, to accept Captain's Hill Road as laid out by the Selectmen and raise and appropriate $3,500.00 for construction of the same.
Under Article 32, Voted, to accept Longview Road as laid out by the Selectmen, from Captain's Hill Road to Midway Road, so-called, and raise and appropriate $800.00 to construct the same. (Yes 76, No 67).
Under Article 33, Voted to raise and appropriate $266.00 for the purpose of laying out, grading and seeding a playing field for the use of the Little League Baseball teams; and that the locating of the playing field and the expending of the money be done under the supervision of the Board of Selectmen.

Under Article 34, Voted, to raise and appropriate $4,500.00 for the purchase of a new truck for the Forest Fire Department.
Under Article 35, Voted, to accept the provisions of Clause 2-C of the will of Agnes S. Ellison which reads as follows: "C. One Thousand Dollars to the Town of Duxbury to be administered by the Selectmen and the Treasurer, the income to be used for under-privileged children in need of medical attention, particularly to alleviate blindness and deafness," and that the Chairman of the Board of Selectmen send an expression of appreciation to the nearest of kin.
Under Article 36, Voted, to raise and appropriate $650.00 for the exchange of the Police Department car.
