REPORT OF CUSTODIAN JOHN CORNELL ART GALLERY
To the Trustees of Memorial Hall Library.
GENTLEMEN: I herewith submit the report of the gallery for the twelve months ending December 31, 1918.
The visitors to the gallery have been few, compared to pre- vious years, only 211 being registered. Of this number, 101 were adults and 110 children.
The small attendance is not surprising when one considers the reasons; the long period of closing the first of the year, another month in the fall during the worst of the influenza epidemic, and a subsequent closing for several weeks owing to a continuance of the coal shortage, naturally tended to make the attendance extremely small.
The gallery has received a valuable addition in the gift of a large number of foreign photographs from Mr. Addison B. Le- Boutillier, consisting mainly of choice examples of architecture in France and Italy, the latter country being largely represented. There are also several reproductions of great paintings, as well as portions of the wonderful ceiling of the Sistine Chapel. Another photograph is a fine exterior view of "La Sainte Chapelle", making a satisfying complement to the interior view which is a great favorite with visitors to the gallery.
Without doubt, many persons will experience their first interest in architecture through these photographs, while others will widen their knowledge. One can confidently expect that the release from the strain of war work will cause many to seek a change through the medium of art and architecture.

REPORT OF BOARD OF PUBLIC WORKS
To the Citizens of Andover:
We submit our sixth annual report for the year ending Decem- ber 31, 1918.
Unfortunately, due to war conditions, our report shows little in the way of progress. Instead, we have been forced to mark time, although it is doubtless true that never has the Board planned its work more carefully, or proceeded more cautiously, for we fully realized the difficulties which confronted us in our efforts to produce results equal to what might obtain in normal times.
ORGANIZATION
Philip L. Hardy, and Andrew McTernen (re-elected) having been selected as members of the Board, we organized on March 5th, with officers as follows :---

WATER DEPARTMENT
No extensions to water-mains; entire appropriation spent on maintenance. The order of the Fuel Administrator to stock up with coal to last until April 1st causes an overdraft of $838.48. In view of the predicted shortage at the time, and the possibility of a winter equal in severity to that of 1917-1918, this procedure seemed most wise.
The recommendation of $14,000.00 for maintenance, and

$2000.00 for construction, as proposed by our superintendent, has our approval.
HIGH SERVICE PUMP STATION
It is with much satisfaction that we can report the installation at the station on Bancroft Road, of the 5-inch centrifugal pump, driven by a 30-horsepower motor. The same is set up complete, and is now being used in place of the oil engine. At one time we feared that because of Government restrictions, due to the war, we would be unable to complete the work, but our efforts to have these set aside because of the emergency were finally successful. We were also able to return to the town $350.22; the cost being $2149.78, and the amount appropriated $2500.00.
WATER SYSTEM
In accordance with the vote passed at the last town meeting the Board has made a very careful, and, as we believe, thorough investigation, to ascertain if the rates charged are sufficient to put the system on a paying basis. At the direction of the Board the secretary has prepared a history of the plant from the time it was first agitated in 1879. This is too voluminous to include in this report, but the same is on file at the office of the Board, and can be examined by any of our citizens who are interested.
The yearly cost as per statement submitted, i.e., maintenance, interest on the investment (4%), depreciation (2%) for thirty years ending December 31, 1918, show the following totals :--

We should not, however, overlook the fact that there is a certain amount of free service given to the town, which, if charged for at regular rates, would put the entire system on a basis more nearly self-sustaining.
For example: a private company would undoubtedly charge

$25 per year for each hydrant, and meter rates for each fountain. On this basis the yearly returns would be as follows :- 378 Hydrants at $25 $9450.00

Notwithstanding the fact that the yearly returns, hydrants and fountains not included, are insufficient to meet the expenses, the Board does not recommend an increase in the water rates. We believe that the town should, in view of the benefits received, appropriate a sum yearly to meet the deficit.
The yearly appropriation of $6000.00 or $7000.00 to light our streets, which in a sense is a convenience, but not a necessity, is never questioned, and if our imagination is good enough to consider ourselves without a water system we are satisfied that should a private company offer to supply the town with water equal in every respect to what we now enjoy, an appropriation of $10,000.00, or even $15,000.00 yearly for protection against fire to town property alone would be looked upon with favor. If not, the increased values to property resulting from the water system, together with the reduced insurance rates which now obtain, would seem to justify the expense which the town assumes under the present arrangement.
We do, however, recommend a revision of the rules and regulations affecting water rates; no change having been made since the meter rates were put into effect in 1902.
If, as now contemplated, meters are eventually installed in all dwellings, and the rules are so changed as to allow the Board to charge for water obtained through hydrants on private property, the receipts will undoubtedly show material increases from year to year.
THE WATER BONDED DEBT
The bonded debt of the water system January 1, 1918, was $159,000.00. There have been paid during the year 1918,
$10,000.00 of the 4% bonds and $3000.00 of the 312% bonds, leaving a bonded debt of $146000.00.
Of the above amount of indebtedness $50000.00 is redeemable by sinking funds as follows :-

On January 1, 1919, the amount to the credit of Sinking Funds was $38497.50. The sum of $750.00 should be appropriated for the year 1919.
