HIGHWAYS AND PARKS


To the Board of Public Works.


GENTLEMEN :- I most respectfully submit the seventh annual report of the Highway Department for the year ending December 31, 1919, containing a brief summary of the principal work per- formed by the Highway Department, and recommendations for maintenance for 1920. This department has charge of the con- struction, alteration, repairs, maintenance and management of streets, sidewalks, and bridges, as well as the blanketing and oiling of streets.


HIGHWAY MAINTENANCE


Starting January 1, 1919, we used all the ashes that it was possible to obtain from the Pacific Mills, Lawrence, Mass .; also, a great deal was hauled by our own teams from Phillips Academy. Salem Street, mentioned in my last report, was completed to Jenkins Corner, as well as several other places. There was hauled and spread during 1919:

23 And many other places where it took from two to three loads. In all during 1919 there was spent for ashes used on roads $2700; what ashes were hauled from Phillips Academy were given to us. We are still taking all we can get this winter, being under contract with the Pacific Mills until April 1, 1920.

STREET CLEANING


Clean streets are a good advertisement for a town. To give a town this benefit, to attract the right kind of permanent resi- dents, what better can you have than clean streets. And as the center of the town is now practically all tarvia roads, or blanketed with same, I recommend one more man for cleaning purposes. Gutters and catch-basins have been cleaned as usual.


SIDEWALKS


New sidewalks were built on Florence Street, Maple Avenue, and Cuba Street, as well as necessary driveways to property where driveways were in evidence, Many gutters were repaired, and crossings. Blanketing was done on walks on Essex Street, Bartlet Street, and Chestnut Street.


Curbing was set on Red Spring Road from Smith & Dove's dry-shed to connect with curbing at top of hill. Curbing was also laid on Stevens Street and Shawsheen Road.


BLANKETING AND OILING


During 1919 very nearly all tarvia roads were treated with a coat of Tarvia B; there was spent on this work for tarvia alone, $4500.00. The cost of this work where patching is necessary is about four cents per square yard ; where only a coat of tarvia and sand is required it cost only about two cents per square yard,- or with patching, about $400.00 per mile, while where no patching is needed it may be done for $175 to $200, according to amount used. There was only one load of oil used this year.


HIGHWAY CONSTRUCTION


New streets were built on Maple Avenue, Florence Street, a portion of Wolcott Avenue, and Lowell Street. This work was all done by town labor and hired teams.


Maple Avenue, 3400 square yards of tarvia-bound road, catch- basin and drains repaired, cost, $6806.95.


Florence Street, 1400 square yards of tarvia-bound road, one catch-basin and necessary piping corner of Elm Street and Florence Street, $2134.31.

Wolcott Avenue, 1050 square yards of tarvia-bound road, at a cost of $1252.33; or on new construction work, including drains and necessary catch-basins on these streets, there was spent $10,193.59, and 5850 square yards of tarvia-bound road, or an average cost of $1.64 per square yard for the three jobs.


LOWELL STREET


This, as you know, was done by the State, County, and Town, $5000.00' being appropriated by each. Work was started on August 19th and completed on November 19th for the year, there being done in this length of time 3400 feet of 18-foot road, or 6800 square yards, being 200 yards more than was done in 1918 fór same amount, with a balance of five cars of stone left to start 1920 work. This work cost $14,958.42, divided as follows :-

There still remain about two miles to be done on this road, and at the present rate we are advancing it surely will take three years more before the Tewksbury line is reached. This is a very bad piece of road, as in the spring and fall when the frost is coming out there are complaints all the time.


BALLARD VALE


Cleaning gutters, catch-basins, dragging, and scraping roads, covering sidewalks with dust, and many small repairs is all that has been done in this section during the past year. Spent in the Ballard Vale section, covering labor, teams and material, $2540.01. This was all maintenance, no new work.
