OVERSEERS OF THE POOR
The Overseers of the Poor submit the following report for the year ending December 31, 1919 :-
As stated in our report for 1918, "The Town of Andover has been most fortunate in having Mr. and Mrs. Swanton as super- intendent and matron at the Town Farm, and it was with regret that we received their resignation", and we thought we were fortunate in securing the services of Mr. and Mrs. Hooton, who came most highly recommended. They entered on their duties in November, 1918, and gradually it dawned upon your Overseers that neither the farm nor the inmates were receiving the attention that Andover was accustomed to and demanded. We were more than gratified when Mrs. Swanton again assumed the duties of matron, and once more our Town Farm has taken its place as one of the model institutions of its kind in the State.
The report of the committee appointed by the Moderator, and the vote taken at the annual Town Meeting, will determine the action of the Overseers of the ensuing year.

I have planted, trimmed, and removed trees where needed. I have done some brush-cutting in the outlying districts, but owing to the lack of funds I was not able to do as much as was neces- sary. In order to remedy these very bad conditions, I ask that the sum of $1000 be appropriated to carry on this work.

I have followed the usual course in suppressing the moth pest during the past year. The weather conditions during the spray- ing season were very bad and I worked under a great handicap; but despite this I have the trees in excellent condition. SPRING GROVE CEMETERY
Your Trustees of Spring Grove Cemetery submit the following report :-
For the past few years we have had no acting superintendent to look after the general affairs of the cemetery. This year your Trustees elected Mr. Fred A. Swanton to fill that position. The work as carried on under his supervision, in its different depart- ments, has been done with satisfaction to the Trustees and others concerned.
Much extra work and expense has been forced upon us by the change from carriages to autos which has necessitated the widen- ing and covering over with ashes most of the main avenues, so that autos could use the same in the early spring and fall months of the year. More lots and avenues have been laid out during the past year and it is the policy of your Trustees to continue that work on the west side, for which your Board of Trustees ask for an appropriation of $1500.00 in addition to the regular appro- priation of $1000.00 and the proceeds from the sale of lots and other receipts from work done in the cemetery.

REPORT OF SUPERINTENDENT
To the Board of Trustees :-
I herewith submit my first annual report as Superintendent of Spring Grove Cemetery for the year ending December 31, 1919.
I assumed my duties as superintendent of Spring Grove Ceme- tery on March 17, 1919.
I found considerable work to be done to make more land avail- able for burial purposes and to improve the general appearance of the cemetery.
First a large drain had to be put in to drain the water from the old railroad and adjacent lots; a large quantity of rocks to be removed so that the ditches from the old railroad bed could be cleaned. About three thousand feet of drives have been ashed and several small pieces have been smoothed up and seeded. On the east side of the cemetery there has been considerable grading and about one and a half acres of brush land have been ploughed.
I wish to thank all lot-owners for their cooperation in the care of their lots, and I would suggest that all who have not had their lots cared for would see me or the clerk, Miss Edith P. Sellars, at the Town House.
