REPORT OF THE SUPERINTENDENT OF SCHOOLS
To the School Committee of Berkley :
I have the honor to submit my fifth annual report.
This year I have no radical changes to report and no innovations to suggest. Berkley has a well organized school system, modern equipment, capable and conscien- tious teachers, and the schools are producing results most credible to the children and their teachers. This seems to have become an almost habitual annual remark upon my part, but it expresses a fact and I repeat it here without apology and sincerely hope that I may with equal warrant repeat it again in the year to come.
The apparently outstanding characteristic of the Berkley school situation is the variability of the school population. At the time of my report last year, the School at Berkley Common was far from overcrowded, whereas the Myricks School was severely handicapped for room. Last year, in fact, I said something about the town considering an addition to the Myricks School. This year conditions in respect to the two schools are precisely the reverse. Myricks has ample room and Berkley Common is accommodating its children, only by means of classes passing from room to room, in order to equalize the teaching load of the teachers involved. The point is, the school population of Berkley is at just that point where a few families entering town or leaving town, or moving from one part of the town to another, can radically change the entire situation in respect to both school accommodations and transportation. This is manifestly a condition over which no one has any control

and about which nothing can be done, except to meet con- ditions as they arise. The school department is adjusting itself to changing circumstances to the best of its ability, and, we hope, so far as is possible, satisfactorily.
At this time I should certainly venture no recommenda- tion regarding school addition, because it is entirely prob- able that any recommendation made today would become ridiculous before a chance to act upon it could be taken.
I wish to express my regret over the illness and there- fore necessary leave of absence of Miss Blood the principal of the Berkley Grammar School. Credit for the present smooth running of the school must be given both to Miss Blood, for creating during her presence an organization that can function in her absence, and also to Mrs. Uns- worth who, as acting principal is carrying forward the program and policies of the absent principal.
There was but one change in the regular teaching staff this year, where one capable teacher was followed by another capable teacher, and everything has gone along with the smoothness and effectiveness that has characterized the school since its opening.
I believe the town should be particularly complimented upon its forward step in its care of the health of its children. We are now definitely in the fore ranks of towns in regard to medical inspection and dental care.
In closing I wish to again express my appreciation of the superb treatment that I received from all with whom my duties have brought me in contact. I have learned to know Berkley as a town of real folks. It is a pure pleasure to be, at least in part, one of you.

Every child was enrolled as Modern Health Crusader; 125 were awarded the title of Squire by keeping such health habits as were required.
Supervised lunch hour was started in October with very good results at Berkley Common. The children were required to wash their hands before eating their lunch.
The children's appearance seems very much improved and Mrs .. Dunham wishes to thank the teachers for their cooperation in health education.

79 permissions were obtained for inoculation with diph- theria prevention serum, which will be done, we hope, in the near future.
57 were treated at the dental clinic.
3 children were taken to Lakeville by Mrs. Dunham, and were X-rayed, for tuberculosis.
1 boy went to Attleboro Health Camp, coming back very much improved.

SELECTMEN'S REPORT
We have the honor to submit the accompanying report of the receipts and expenditures of the town of Berkley for the year ending Dec. 31, 1929.
With the creation of an effective budget system and the adoption of legislation which will as far as humanely pos- sible prevent the vitiation of that system through political maneuvering, is absolutely imperative if the finances of our Town are to be properly and effectively administered. The budget system contained in the municipal finance act of 1913 was an admirable one but we believe its provisions have been disregarded or circumvented by local officials.
It seems apparent that this town is rapidly drifting to- ward the chaotic condition which existed generally in towns prior to the passage of the municipal finance act. The trouble has been and still is that municipal officers for popularity and often for personal political reasons, too often yield to the temptation or the glamour to spend undue amounts of money without present and conservative plans and provisions for payment. The result leads to constant- ly increasing indebtedness. We Selectmen believe that no town is too small to have a budget which will set forth a comprehensive picture of the needs of the various de- partments and accompanying this statement of the pro- bable effect upon the tax rate. The budget also should be a statement showing the true financial condition of the town, so that the inhabitants will know exactly where they stand in the matter of local finances, the budget having been made up in advance and adopted the valuation now directly determines the tax rate.
We urge a thorough investigation of the advantages and workings of this plan.

TOWN WARRANT For March 10, 1930
Article 1. To see if the town will appropriate any part of the dog fund to the Public Library and make what other appropriations that are necessary.
Article 2. To act on report of town officers.
Article 3. To fix compensation for collector and trea- surer for ensuing year.
Article 4. To see if the town will authorize the Trea- surer with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.
Article 5. To choose all necessary town officers, one selectman for three years, one assessor for three years, one school committee for three years, one trustee of library for three years and one burial ground commissioner for three years, town treasurer for one year, collector of taxes for one year, auditor for one year, moderator for one year, tree warden for one year, seven constables for one year, three fish wardens for one year, three oyster wardens for one year and also to bring in your ballots on the question: "Shall licenses be granted for the sale of certain non-intoxicating beverages in this town?" The form of ballot shall be "Yes" or "No."
