To the School Committee of Berkley:


As this is the first that I have written and as I have been here a short six months, I shall not try to occupy your attention with any but the main facts of the work itself and make reccommendations that I honestly think would be for the betterment of the schools of Berkley.


Appended to this report are those of the school physi- cian and the school nurse. I ask you read each carefully.


The main topic for conversation this fall has been the health work. Without any doubt, this same question has been raised all over the state, "Why do they make us do these things, and why should small towns be obliged to stand such expense as they are now called upon to do?"


Yes, gentlemen, and citizens of Berkley, we are cer- tainly called upon to stand a great deal of expense, that at first seems out of proportion to our financial standing: but we cannot go back of the reports made of these very children who have been examined. A few years ago, it was thought that every body had to have certain diseases, like whooping cough, measles, chicken pox, etc., and practically no attempts were made to make such diseases less communicable. The result was that each and every town was "paying the fiddler" in expenses connected with health work-expenses that could be avoided. So the first thing that was established was a board of health and

the duties of that board of health were many and exacting. To go over along period-we now have a state board of health that is working on measures to increase the health- ful conditions of every community. One of the latest measures is to have supervised health work in the schools through the school nurse.


The law states that a superintendency union may unite in having a school nurse, and thus divide the cost in the same proportion as the expense of the superintendent is divided. She is allowed, also, by law, her expenses of travel.


I have taken up this matter of cost with the state author- ities and with other superintendents, to learn how we compare with other places. I find that we are paying a very moderate salary to Miss MacIntosh and that her expenses of travel have not been what many other towns have had to pay. This is due to the fact that Miss MacIntosh has been very conscientious in her work and has not been doing little extras that unduly increase the expense column.


Both she and I realize that in order to get the best results, we must first gain the confidence of the parents and citizens. That, I may remark, is not the easiest task in the world, for when a measure is forced upon a commun- ity, we feel a little of the blood of our revolutionary an- cestors stirring and we ask ourselves if we have nothing to say in these matters.


However, let me call your attention to some things that you, parents, should think over earnestly. If we are obliged to do this work, is your town getting its money's worth by half doing the work? Is it a help to sneer at the work and make it as embarrassing as possible in public places? Is it not better to have cooperation, to have the school nurse feel that we will do everything within our power, financially, to assist.

Cooperation is absolutely needed in Berkley, We have had some very fine examples of co-operation on the part of the parents, but we have also had some cutting things said and done by a few who have no children in schools. I cannot blame people for feeling that the burden of taxation is heavy and I appreciate how it is to pay heavy taxes when their income may not be what it was a short time ago; but why take it out on the school workers and make any of them uncomfortable? If there has been a mistake, the Legislature is the place to do the correcting. We are going to go ahead and give to the children the best that we can and carry out the provisions of the law to the best of our ability, trusting that the results will show that this work is surely worth while.


I honestly think that within a short time you will commence to see results that are gratifying and you will not be willing to give up this health work, even though the law should be repealed. That has been the experience of every place where this work has been done for any length of time.


I would like to call the attention of the parents to the fact that Miss MacIntosh stands ready at any time to con- sult with you and give you her opinion regarding proper feeding, health, exercises that will improve the health of the child, and anything that pertains to the work of the child in school. That is, we are making house to house visits where needed or required, and while the nurse is not allowed by law to diagnose a case or to treat what should be attended to by a physician, she is ready for consultation at all times.


Now about results-what has been done this fall? You can see what cases have been brought to our attention and when I add that we have also caused two cases of scarlet fever to be quarantined, one case of probable dip-

theria isolated, and more cases of septic sore throat taken from the schools, you may be sure that those cases alone might have caused your district more than the salary of the nurse would amount to in three years.


May I ask therefore, the co-operation of the officials of Berkley and of parents and citizens, in making this health work a success-in at least trying to carry out the sugges- tions of the nurse regarding the health of the children. I am not going to ask for a lot of money to be put out in apparatus for the schools, but we do need a few small things that will be of more than ordinary value in the school rooms. First, please grant to the children the use of suitable drink- ing fountains or pails. Give to the school the proper facilities for preventing the spread of disease, Some of the physical needs of the buildings, I shall take up later in this report.


New Legislation in View


I think it is proper at this time to speak of a possible act coming before the Legislature this winter. It is pro- posed to raise the minimun school age to sixteen instead of fourteen as it is at present. Personally, I do not consider this is the time to make such a radical move. It will undoubtedly come in the future; but with the economic conditions as they are, we cannot afford to allow such a measure to pass unnoticed or unopposed. Let me call your attention to the fact that it will mean (a) more than double the present high school cost because the pupils who graduate from the grammar grades will be obliged to attend high school for from one to three years; (b) the · cities will not be able to accomodate the pupils sent from the smaller towns to the high school, and a high school will have to be built for the district; (c) we shall have to apply the law which says that if a pupil is three years under grade and there are twelve in a town, those pupils will have to

receive instruction from a special teacher and a special room must be fitted for her ; (d) your present transportation will be increased very materially and you will be obliged to have several new buildings erected in the town to care for all the pupils in attendance.


Teachers.


Only one school had many changes last year, and as I was not here as your superintendent, I can give no excuse for those changes. Others know the reasons better than I.


I trust that we shall see an improvement in the condi- tions relative to securing teachers for small town schools. In the past it has been difficult for superintendents to secure the best for smaller towns, as there have not been normal school graduates to go around. The enrollment at the nor- mal schools has increased and I hope that we shall be able to get teachers very soon, who are trained. We need them sadly, as it is not fair to the children to have the schools as experiment stations for high school graduates. I speak only in terms of praise for the efforts of those who are working this year. I think they are all working hard and have shown a fine spirit of cooperation. But, if they had training, they would be far more valuable to the town. I shall urge them to make more of their opportunities and get that training, and I hope in the near future to see none but normal school graduates in the schools.


Care of Buildings


I have been somewhat surprised to find that only two schools in town have been furnished with dustpan and brushes this year. The use of bits of shingles and the borrowing of brooms from neighbors is not quite the thing in a modern school room. Expenses of this kind are necessary and should not be withheld. If it is that there was not money enough appropriated, why not ask the parents to go to the schools before town meeting and see for themselves just what the needs are, and then ask

them, in turn, to vote for a reasonable amount for good care of the buildings.


Among other repairs, listed under physical needs of buildings, I might mention door knobs, locks, desks, new doors, curtains, clocks, plastering, painting, chairs, keys, and many other items. These are absolutely needed. There are two schools that a state inspector would shut up tight today if he were to visit. On these schools are doors that are fastened by dead locks or hooks. Under the regulations of the District Police, the rule as to egress doors is, "Single doors shall have night latches, operated by a full- size T-turn, knob, lever or push bar, and no bolts hooks or dead locks shall be used."


May I suggest that the corrections be made as soon as possible as I have already been notified that an inspec- tion of all buildings may be made early in the Spring.


In closing this report, I wish to thank you for your sup- port of the past six months. If there is anything in this report that seems too frankly spoken, please remember that I am working for the interests of the school children of Berkley and can see, from a comparative viewpoint, where your system can be vastly improved by a better outlay of your finances.
