AUDITOR'S REPORT.


The foregoing report indicates the financial transactions of the town for the past year, as represented by the accounts of the various town officers.


The Treasurer has shown vouchers for all moneys paid out. His account has been kept with his usual care and accuracy. The same is true of the other officers of the town, with the exception of one of the surveyors of highways, who failed to appreciate the importance of proving to those whose money he has expended, the correct- ness of his accounts, by presenting the proper vouchers. The honesty of purpose in this matter is not questioned. Nor is the right of those whose duty it is to audit public accounts to require receipts for all moneys paid out for the public good to be questioned. Although the auditors have no reason whatever to believe that one cent of the two or three hundred dollars of the moneys expended on the highways, for which no vouchers have been given, has been mis- appropriated, but on the other hand, have every reason to believe that payments were made to parties for work done as represented in the foregoing account ; yet they have thought that their official duty required them to exact vouchers, or a bond that the town shall be saved harmless from loss, cost, or trouble by reason of neglect. This demand has been willingly acceded to.


The Auditors are of opinion that the prices paid, or received for services rendered, are beyond their jurisdiction. They, however, venture to suggest that the Selectmen be Surveyors of Highways. Moneys then, and only then, would be expended "under direction of the Selectmen," as the town has often voted. Unity of action and economy of expenditures might reasonably be expected as a result.


It will be observed that the amount due from the Collector is unusually small. He, evidently, has been active in the discharge of his duties.

WARRANT FOR TOWN MEETING.


NORFOLK, S.S.


To either of the Constables of the Town of Braintree :


In the name of the Commonwealth of Massachusetts, you are required to notify and warn the inhabitants of the town of Braintree, qualified to vote in elections and town affairs, to meet at the Town Hall, in said Braintree, on Monday, the third day of March next. at nine o'clock in the forenoon, to act on the following articles, namely : -


1st. To choose a Moderator to preside at said meeting.


2d. To hear the report of the several town officers and act thereon.


3d. To determine the manner of repairng the highways, town ways and bridges, the ensuing year.


4th. To choose all necessary town officers for the year ensuing.


5th. To see if the town will restrain horses and neat cattle from running at large the ensuing year.


6th. To raise such sums of money as may be necessary to defray the expenses of the town the ensuing year and make appropriations of the same.


7th. To see if the town will authorize the Treasurer to borrow such sums of money as the Selectmen may direct.


8th. To see if the town will accept the jury list as made by the Selectmen.


9th. To see if the town will vote an appropriation of one hundred and fifty dollars and pay the same to General Sylvanus Thayer, Post, Grand Army of the Republic, for the purpose of assisting them in defraying the expenses of memorial services on Decoration day.

10th. To see if the town will appropriate the money received from the sale of the school house lot on Taylor street, to the erection of a Soldiers Monument, and authorize the Treasurer to place the same with interest, to the credit of the Soldiers Monument Com- mittee, as per vote of the town at the last annual meeting.


11th. To see what action the town will take with reference to accepting an assignment to the town of a lease of Little Pond, for the cultivation and protection of useful fishes.


12th. To see if the town will accept a code of By-Laws pre- pared by the committee chosen at the last annual meeting.


13th. To see if the town will accept the road laid out by the Selectmen, running from the terminus of Front Street and East Braintree Depot, to a point on Allen Street, near the house of Henry Hobart.


14th. To see if the town will accept the road laid out by the Selectmen, running from Allen to Hayward Street.


15th. To . see if the town will appropriate the sum of three hundred dollars for rebuilding or repairing the bridge and for the improvement of the road lying between said bridge and the railroad in that part of the highway known as River Street.


16th. To choose and hear the report of any committee and act thereon.


You are to give notice of this meeting by posting true and attested copies of this warrant at the usual public places in town,, seven days at least, before the time of said meeting.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk, before the time for said meeting.

SELECTMEN'S REPORT.


TO THE CITIZENS OF BRAINTREE :


In addition to the ordinary business of the Town, which is shown in the Report of your Auditors' we respectfully submit the the following Report in regard to the other votes or instructions of the Town, at its last annual meeting.


The work on Union, Commercial and Allen Streets, was pushed as near completion as was possible under the circumstances. The principal difficulty encounter- ed being the prevalence of the horse disease. For the completion of these roads, a further appropriation will be necessary.


The work of repairs on the Town Hall, including the construction of a fire-proof vault, has been attend- ed to, and is submitted to your inspection.


A temporary arrangement was made with Mr. C. S. Williams for the use of his lockup.


The unusual wetness of the past season, was suffi- cient reason, in our opinion, for deferring the work of digging the wells called for by vote of the Town.


In the matter of Guide Boards we would report progress. The posts and boards are contracted for, and will be ready for erection the coming season.
