Report of the School Buildings Committee
Under Articles 88 and 89 of the Annual Town Meeting of 1925 it was voted on March 16, 1925 that the Moderator appoint a Committee of seven with full power to employ architects, secure bids and let con- tracts in the name of the Town, and do all and any act necessary to construct and equip a new High School building on land already owned by the Town, and to construct and equip a new eight room Grade School Building with Assembly Hall on the so-called Noah Torrey site. In accordance with this vote the Modera- tor appointed the following committee : Henry D. Hig- gins, Frank A. Ewart, George A. Walker, C. Frederick Tarbox, Jonathan W. French, Paul Monaghan and Norton P. Potter. This Committee held its first meet- ing on March 30, 1925, and organized with Mr. Higgins as Chairman and Mr. Ewart as Secretary.
It is not the purpose of this report to go into ex- tended detail of the activities of the Committee cover- ing a period of nearly three years. Suffice it to say that during this time approximately sixty-five duly called meetings have been held, and innumerable con- ferences with architects, contractors and equipment houses have required the attention of the various mem- bers of the Committee. We propose to touch briefly

upon certain points of the progress of the Committee's work, and present with this report a Financial State- ment showing in detail the appropriation made by the Town and the expenditure of that money.
The Committee immediately went about the selec- tion of an architect for the two schools, and after very careful consideration and the personal appearance be- fore the Committee of approximately fifteen architects, by the unanimous vote of the Committee, Shepard & Stearns of Boston were selected. Feeling that the more immediate need was the erection and completion of the primary school in South Braintree, plans and specifications were prepared for this building, and the contracts were awarded on July 22, 1925 and work commenced about August 1st. Construction and fur- nishing proceeded rapidly, and the building was ded- icated on March 31, 1926, and occupied by the School Department on April 1st of that year.
The preparation of plans and specifications for the High School because of the many factors entering into the construction of a modern building for this purpose, required much study and revision, and the con- tracts were awarded on the 25th day of February 1926, and construction commenced on March 1st. The work progressed satisfactorily and the building was occupied by the School Department at the opening of the school year in September 1927. The building was officially dedicated and turned over to the Town on October 21st, with Dr: Payson Smith, Commissioner of Education for the Commonwealth of Massachusetts as the quest and

principal speaker of the evening. Previous to the ded --- icatory exercises the building was opened to the inspec- tion of the town people, and many availed themselv: ; of the opportunity to view the building.
The original appropriation of $360,000 for the construction and equiping of a High School was predi- cated upon a 500 pupil building. Very early in our consideration of the problem, facts were presented to the Committee which convinced us that such a building" would prove inadequate, and in all probability would be filled to capacity upon the date that it would be opened by the School Committee for school activities. This Committee, therefore, went before the Town at. the Annual Meeting of 1926 for an additional appro- priation to construct a building of substantially in- creased capacity. That this Committee was wise in its action was evidenced by the fact that on September- 7, 1927 at the first session of the school there were en -- rolled a total of 509 pupils.
We believe that both the Primary and High School! buildings are carefully planned, honestly and thorough- · ly constructed, and well suited for the purposes for which they are intended. By reference to the Finan- cial Statement it will be noted that the buildings were finished and equipped within the amounts appropriated, in fact each building shows an unexpended balance.
In conclusion this Committee desires to express its. appreciation for the assistance given by the School Committee, Mr. Fisher, Superintendent of Schools, Mr .. Jordan, Principal of the High School, and especially to

Joseph A. Ewart, formerly Superintendent of Schools for the Town of Milton, Massachusetts, and now of Stamford, Connecticut, for his many practical sugges- tions and constructive criticism in the preparation of plans and specifications of both the Primary and High Schools, which services were rendered without charge to the Town.

REPORT OF THE WATER COMMISSIONERS
The Board of Water Commissioners submit the An- nual Report of the Water Department for the year end- ing December 31, 1927.
WILLIAM CARTER HARRISON
Your Board takes this opportunity to mention the passing of Mr. Harrison who served on this Board fif- teen years and its Chairman for the past four years. We recognize a personal loss of a friend and co-worker and a loss to the community at large of a faithful, con- cientious official of the Town.
During his long connection with the Water Depart- ment he had made himself thorougly acquainted with every detail of the system and his opinion and advice was invaluable. He gave freely of his time and ener- gies for the best interest of the Town as he saw it.
He was a constant attendant at Board meetings and his pleasant greetings and genial friendship will be sadly missed as we gather at the Board meetings in the future.
At a Joint meeting of the Selectmen and Water Commissioners held July 5th, 1927, Mr. Thomas E. Sears was unanimously elected to succeed the late Mr. William C. Harrison and the Water Board organized with Mr. George A. Walker as Chairman,
During the year the new Standpipe was completed and accepted water let on April 25, 1927. Electric driven Centrifugal pump at the Great Pond was com-

pleted and has been in operation since March 5th, 1927. This was to replace the Blake and Knowles duplex pump which has been in use since the system was built, has outlived its usefulness, and was much smaller than the requirements demand.
The entire cost of Main Pipe and Standpipe (cov- ering 1926-1927) as voted in Annual Town Meeting of 1926 under article 95 is as follows: Standpipe $17,850.00, Main Pipe $23,231.91, Laying Main Pipe $16,331.75, Main Gates, lead and fittings $4,733.30, Standpipe foundation $2,297.54, Engineers $2,068.12, and Land for Standpipe $3,500.00, making a total of $70,012.62.
