A special meeting of Town Meeting members elected from Pre- cinct 1 was held at the Town Hall, 6:45 P.M., March 13, 1939. The meeting was called to order by Ernest C. Woodsum, Town Clerk, for the purpose of organizing temporarily, in order to determine by ballot, certain tie votes resulting in the election of Town Meeting members from said precinct.


John J. Foley was nominated for Temporary Clerk. There being no other nominations and a vote being taken, John Foley was unani- mously chosen Temporary Clerk and having been duly sworn, thereafter presided until the election of a Temporary Chairman.


Ernest J. Janssen was nominated for Temporary Chairman. There being no other nominations and a vote being taken, Ernest J. Janssen was unanimously chosen Temporary Chairman.


The only business to come before the meeting being the taking of a ballot to determine a tie between Knute Ingmanson and John P. Shay, for the election to the one year term as Town Meeting member. Tellers were appointed by the Chair and ballots distributed. The Annual Town Meeting was called to order at 7:50 P.M. by Moderator William F. Rogers. The Town Meeting Members were checked on entering-216 present.


Mr. George A. Hitchcock suggested that as this was the first meet- ing under the Limited Form of Town Meeting, it be opened with an invocation. Moderator William F. Rogers asked the Reverend G. H. Leining to give the invocation.


Town Meeting Members present were dully sworn into office by the Town Clerk, Ernest C. Woodsum.


ARTICLE 1.


Voted: To elect three Measurers of Wood and Weighers of Hay: Willard P. Sheppard, Wilford F. Woodsum and R. Allen Gage elected.


Voted: To elect three Measurers of Lumber: Herbert W. Borden, Shelley A. Neal and Charles O. Miller elected.

Voted: That Article 2 be taken up in conjunction with other articles in the warrant.


ARTICLE 3.


Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1939, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws .- Unani- mous vote.


ARTICLE 4.


Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1940, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of Section 17, Chapter 44, Gen- eral Laws .- Unanimous vote.

ARTICLE 5.


Voted: That the Treasurer, with the approval of the Selectmen, be and hereby is instructed and authorized to borrow for ordinary main- tenance expenses of the Town the sum of $50,000.00 but in no event a sum in excess of the amount of tax titles taken or held by the Town, and to issue a note or notes of the Town therefor, all in accordance with provisions of Chapter 49 of the Acts of 1933, as most recently amended by Chapter 281 of the Acts of 1936 .- Unanimous vote.


ARTICLE 6.


Voted: That the Town will hold its Treasurer harmless on his bond for any loss which may arise from the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, said Bank or Trust Company being designated by the Selectmen.


ARTICLE 7.


Voted: That the Town will hold its Collector harmless on his bond for any loss which may arise from the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, said Bank or Trust Company being designated by the Selectmen.


Mr. Bartlett moved: That we should stand in memory of Alex- ander A. Carson, who served the Town faithfully as Electric Light Com- missioner for a period of thirty years, and did a wonderful job. The assembly stood in silent prayer.

Voted: That there be appropriated the sum of $10,000.00 for a Reserve Fund for extraordinary and unforeseen expenditures during the current year, to be raised as follows:
