I submit herewith my report of an audit of the books and accounts of the town of Braintree for the fiscal year 1938, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir:
As directed by you, I have made an audit of the books and accounts of the town of Braintree for the fiscal year 1938, and report thereon as follows:
The records of the financial transactions of the several departments receiving or disbursing money for the town, or committing bills for col- lection, were examined, checked, and verified by a comparison with the reports and the records in the office of the town accountant.
The ledger accounts were analyzed, the appropriations, loan orders, and transfers being checked with the town clerk's records of town meet- ings and with the records of the finance committee. The necessary ad- justing and correcting entries resulting from the audit were made, and a balance sheet, showing the financial condition of the town on December 31, 1938, was prepared and is appended to this report.
The books and accounts of the town treasurer were examined and checked. The cash book additions were verified, and the recorded re- ceipts were analyzed and compared with the town accountant's ledger and the records of the departments making payments to the treasurer. The payments by the treasurer were compared with the selectmen's war- rants authorizing the disbursement of town funds.
The treasurer's cash balance on February 28, 1939, was proved by actual count of the cash in the office, by listing the cash memoranda, by a reconciliation of the bank balances with statements furnished by banks in which town funds are deposited, and by inspection of the savings bank books and the certificates of deposit.
The debt and interest payments were checked to the amounts fall- ing due and with the cancelled securities and coupons on file. The out- standing interest coupons were listed and reconciled with a statement furnished by the bank of deposit.
The savings bank books and securities representing the trust and retirement fund investments in the custody of the town treasurer and the treasurer of the library trustees were examined and listed, the in- come being proved and the transfers to the town and the disbursements being verified.
The records of tax titles held by the town were examined and checked. The amounts added to the tax title account were compared with the collector's records, the reported redemptions and foreclosures were checked, and the tax titles on hand were listed, proved, and com- pared with the records in the Registry of Deeds.
The assessors' records of apportioned assessments not due were examined. The apportionments added to taxes 1938 were verified, and the apportioned assessments not due were listed and proved.
The books and accounts of the tax collector were examined and checked. The tax and assessment accounts outstanding at the time of the previous examination were audited, and all subsequent commitments were proved. The cash books were footed and the recorded collections

were compared with the payments to the treasurer. The abatements, as recorded, were checked with the assessors' records of abatements granted, and the outstanding accounts were listed and proved.
The records of departmental accounts receivable were examined and checked in detail. The recorded payments to the treasurer were compared with the treasurer's cash book, the abatements and disallow- ances were verified, and the outstanding accounts were listed and proved.
The financial accounts of the town clerk were examined. The records of dog and of sporting licenses were checked, the payments to the State being verified with the receipts on file and the payments to the town treasurer being compared with the treasurer's cash book.
The surety bonds of the officials required by law to furnish them were examined and found to be in proper form.
The records of licenses and permits issued by the selectmen, the building inspector, and the health department were examined and checked, and the payments to the town were verified.
The records of the municipal light department were examined and checked. A list of the outstanding accounts was drawn off from the cards on file and reconciled with the ledgers of the department and the town accountant. The collections as recorded were compared with the payments to the treasurer, the abatements and discounts were checked, and the deposit accounts were listed and proved.
The records of water charges were examined. The recorded collec- tions were compared with the payments to the treasurer and the abate- ments were verified. The outstanding accounts were listed and recon- ciled with the accountant's ledger.
Verification of the correctness of the outstanding tax, assessment, departmental, municipal light, and water accounts was obtained by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicat- ing that the accounts, as listed, are correct.
In addition to the accounts mentioned, the records of all other de- partments collecting money for the town or committing bills for collec- tion were examined and checked in detail.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the several cash accounts, summaries of the tax, assessment, tax title, departmental, municipal light, and water ac- counts, as well as tables showing the condition and transactions of the various trust funds.
While engaged in making the audit, co-operation was received from the officials of the town, for which, on behalf of my assistants and for myself, I wish to express appreciation.
