ARTICLE 59.
The report of the Committee appointed under Article 58 of the Annual Town Meeting of 1943 was read by Walter R. Howland in which the Com- mittee recommended no action.
Mr. Atherton N. Hunt moved: That the report of the Committee be accepted with the thanks of the Meeting and the recommendations of the Committee be adopted .- Carried 10:21.
Mr. Chiesa offered the following resolution: That the Water Commis- sioners carry out the requirements of the Board of Fire Underwriters so the Town of Braintree will be able to come under the rating of Class B 4 .- Carried.
ARTICLE 60.
Mr. Chiesa moved: That this Article be referred to the Highway De- partment with no appropriation .- Carried 10:25.
Mr. Harkin offered the following resolution: Whereas the Director of Accounts, Department of Corporations and Taxation of the Commonwealth of Massachusetts, in his audit of the books and accounts of the Town of Braintree for the year ending December 31, 1943, reports in substance that Town trucks have been used in collecting salvage material, that the proceeds from the sale of that salvage material should have been turned over to the Town as Town funds, but that no funds have been turned over to the Town by the Salvage Committee;
NOW, THEREFORE, be it resolved that all such funds collected in the future by the Salvage Committee as the proceeds of the sale of salvage material collected by Town trucks be forthwith turned in to the Treasurer of the Town as Town Funds .- Carried 10:26.
UNDER ARTICLE 2.
Mr. Charnock moved: That a Committee of Five be appointed by the Moderator to make an investigation of the advisability of establishing an incineration plant for the disposal of all waste materials.
Report of said Committee, to be filed at the next annual Town Meeting, to contain an estimate of the erection costs together with an estimate of the annual expense of operation and maintenance that would be involved for such a plant .- Carried 10:29.
UNDER ARTICLE 2.
The report of the Committee under Article 59 of the Annual Town Meeting of 1941 relative to the use and application of the Ellis Hollingsworth bequest of $50,000 was read by Mr. Stacy B. Southworth in which the Commit- tee recommended that this amount be invested in United States Government bonds in accordance with the provisions of Chapter 5 of the Acts of 1943.

Mr. Southworth moved: That this report be accepted and the recom- mendations adopted .- Unanimous vote 10:33.
ARTICLE 61.
Mr. Canavan moved: That the Town amend Article 3 of the Town By- Laws by inserting therein the following section :
Section 1A. The most recent ex-chairman of the Finance Committee shall be a member ex-officio of the Finance Committee during the term of office of his immediate successor as such chairman.
The following tellers were appointed: Messrs. Diekmeyer, Skinner, Wade. Wilcox, Cummings, Allen, Rae and Marsh. Upon vote taken, there being 98 in the affirmative and 40 in the negative, this motion requiring a two-thirds vote was carried .- 10:46.
Mrs. Ellsworth offered the following resolution: That the Town Meeting members, together with all citizens and taxpayers who attend these meetings, extend their thanks most heartily to the Finance Board for their constructive program for the coming year; also ask special gratitude and appreciation for the Chairman, Mr. Chiesa, for his clear and fair decisions, his gracious and gentlemanly answers to all questions-an able engineer in the true sense of the word .- Unanimous vote 10:48.
ARTICLE 62.
Voted: To raise and appropriate the sum of $2,500 for the use of a special committee for a survey of salary standardization, employment classi- fication and departmental administration, with reference to employment and management problems. The committee further recommends that this special committee should be composed of the following :
1. Chairman of Board of Selectmen
2. President of Town Employees
3. Chairman of Special Committee appointed in 1943, that will
present 1944 report.
4. President of Tax Payers Association
5. Chairman of Finance Committee
This special committee is to have the responsibility of :
A. Selecting a competent firm of public administration engineers to perform the survey.
B. Supervising the scope and thoroughness of the survey.

Voted: That the Town raise and appropriate the sum of $3,819.50 for the improvement of the Penniman School Playground.
Mr. Chiesa offered the following resolution: That it is the desire of the Town Meeting Members that the School Committee prepare a long range program for the improvement of all school yards or playgrounds, to be presented to the next Annual Town Meeting.

Mr. Grant moved: That the Town authorize the Moderator to appoint a Committee of Three to investigate into the matter of furnishing suitable permanent quarters for Braintree Post No. 1702, Veterans of Foreign Wars, and its Ladies' Auxiliary, and report back to the Town at its next Annual Meeting. - So voted.
SPECIAL TOWN MEETING
ARTICLE 1.
The Finance Committee recommended the transfer from available funds in the Treasury of the sum of $100,000 for the purchase of direct obligations of the U. S. Government, the maturity of which shall not extend beyond December 31, 1950, in order to establish thereby a post-war rehabilitation fund in accordance with provisions of Chapter 5, Acts of 1943 .- So voted 11:02.

Shall an amendment to the constitution to provide for a Fair, Concised Summary, instead of a Description of Each Proposed Amendment to the Constitution and Each Law submitted to the People, under the Initiative and the Referendum, and Certain Changes relative to the Filing of Initiative Petitions which is further described as follows:
This amendment ameuds Article XLVIII of the Amendments to the Con- stitution by striking out section three under the heading "The Initiative. II. Initiative Petitions" and inserting in place thereof a new section which provides, -
That an initiative petition for a constitutional amendment or a law shall first be signed by ten qualified voters of the Commonwealth and shall be submitted to the Attorney General not later than the first Wednesday of the August before the assembling of the General Court into which it is to be introduced. It may be filed with the Secretary of the Commonwealth if the Attorney General shall certify that the measure and its title are in proper form and that it is not, affirmatively or negatively, substantially the same as any measure which has been qualified for submission or submitted to the people at either of the two preceding biennial state elections, and that it contains only subjects not excluded from the popular initiative and which are related or which are mutually dependent.
The Secretary shall provide blauks for the use of subsequent signers. He shall print at the top of each blank a fair, concise summary of the proposed measure as determined by the Attorney General as it will appear upon the ballot, together with the names and residences of the first ten signers. All such petitions, with the first ten signatures attached, shall be filed with the Secretary not carlier than the first Wednesday of the September before the assembling of the Legislature into which they are to be introduced, and the remainder of the required signatures shall be filed not later than the first Wednesday of the following December.
Section 3 of that part of said Article XLVIII under the heading"' The Referendum. III. Referendum Petitions." is also amended by striking out the second sentence of such section and inserting in place thereof provisions that the Secretary shall provide blanks for the use of signers of a referendum petition on a law requesting that the operation of such law be suspended subsequent to the first ten signers and shall print at the top of each blank a fair, concise summary of the proposed law as determined by the Attorney General as it will appear upon the ballot, together with the names and resi- dences of the first ten signers.
Section 4 of that part of said Article XLVIII under the heading "The Referendum. III. Referendum Petitions.", is also amended by striking out the third sentence of such section and inserting in place thereof provisions that the Secretary shall provide blanks for the use of signers subsequent to
