On a motion inade by Harold C. Petterson, it was voted, That the Board of Assessors be authorized to use the sum of $20,000.00 or what- ever sum that the State Tax Commissioner may approve as free cash to be used in computing the tax rate for the year 1936.


Under article three :


On a motion made by Stewart Mackay, it was voted to authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, also in any such matters that may arise requir- ing in their judgment the action of such agents and to employ counsel therefor.


Under article four :


On a motion made by James A. Grant, and amended by Harold C. Petterson, it was voted, That the Town Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenues of the financial year be- ginning January 1, 1936, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.


Under article five :


On motion made by James A. Grant, it was voted to appropriate from the Overlay Reserve Account, the sum of Two Thousand Dollars, to be used as a Reserve Fund at the descretion of the Finance Com- mittee, as provided in General Laws, Chapter 40.


Under article six :


On a motion made by Stewart Mackay, it was voted to raise and appropriate the sum of Four Thousand Eight Hundred Twenty-five and 83/100 to meet unpaid bills of 1935.


Under article seven :


Regard the acceptance of Hildreth Street, it was voted to dismiss this article.

Regard the appropriation of $150 for reconstructing Gilwood Street, it was voted to dismiss this article.


Under article twenty-one :


On a motion made by Harold C. Petterson, it was voted, to request the Department of Corporations and Taxation, Division of Accounts, to make an audit of the Town of Chelmsford accounts at their con- venience, during the year 1936, and that the Town Clerk be instructed to notify said department of such vote.


Under article twenty-two:


On a motion made by James A. Grant, it was voted to appropriate from the Overlay Reserve Account, the sum of $235.00 for the purpose of settling claims made by Minnie E. and Marcus Johnson for injuries sustained by Mrs. Minnie E. Johnson.


Under article twenty-three:


On a motion made by Karl M. Perham, it was voted to raise and appropriate the sum of 1,213.66 to pay the County of Middlesex as re- quired by law, the Town's share of the cost of care and maintenance and repairs of the Middlesex County Tuberculosis Hospital, as assessed in accordance with the provisions of Chapter 111, of the General Laws.


Under article twenty-four :


On a motion made by James A. Grant, it was voted to appropriate from the Overlay Reserve Fund, the sum of $4,650.00 for the purpose of covering an overdraft in the Welfare Department, said money having been paid to the City of Lowell in settlement of claims against the Town by the City of Lowell.


Under article twenty-five:


On a motion made by James A. Grant, it was voted to appropriate from Overlay Reserve Fund the sum of $1,424.21 for the purpose of settling a claim against the Town of Chelmsford by the City of Wor- cester to persons having a settlement in Chelmsford.


Under article twenty-six :


On a motion made by Stewart Mackay, it was voted to raise and appropriate the sum of $195.78 for the purpose of covering a deficit in the North Road account.


Under article twenty-seven:


Regard an appropriation of $3,500.00 for the North Road, it was voted to dismiss this article.

On a motion made by James A. Grant, it was voted to authorize the Selectmen to appoint physicians for the purpose of rendering medical service to needy persons, the Selectmen to have the power and authority to designate to whom such service shall be rendered.


Under article twenty-nine:


Regard to appropriating of money to compensate physicians, it was voted to dismiss this article.


Under article thirty :


On a motion made by Stewart MacKay, it was voted to raise and appropriate the sum of $1,000.00 for the purpose of purchasing an auto- mobile for the Highway Department.


Under article thirty-one :


On a motion made by James A. Grant, it was voted to authorize the Selectmen to transfer and sell one 1925 Federal Truck now used in the Highway Department and to be empowered to give a good and sufficient bill of sale of same in behalf of the Town.


Under article thirty-two :


On a motion made by Stewart Mackay, it was voted to raise and appropriate the sum of $375.00 and authorize the Selectmen to transfer title to two Indian motorcycles and give a good and sufficient bill of sale of same for the purpose of purchasing an automobile for the Police Department.


Under article thirty-three :


On a motion made by Stewart MacKay, it was voted to raise and appropriate the sum of $8,800.00 for the purpose of carrying on Federal and State projects and to defray the cost of administration, materials and supplies for the same.


Under article thirty-four :


On a motion made by Karl M. Perham, it was voted to accept a devise and bequest of certain properties located in Chelmsford as set forth in the last will and testament of the late Martina Gage of Lowell.


Under article thirty-five :


On a motion made by Arnold C. Perham, it was voted to dismiss this article pertaining to Westford Street.


Under article thirty-six :


On a motion made by Stewart Mackay, it was voted to raise and appropriate the sum of $1,845.00 for the purpose of settling land dam- ages on Billerica Road.

On a motion made by Stewart Mackay, it was voted to raise and appropriate the sum of $85.00 for the purpose of settling claims for dam- ages to property located on Church Street and Middlesex Street as re- sult of blasting during the reconstruction of Middlesex Street.

On a motion made by Stewart Mackay, it was voted to appropriate from the Overlay Reserve Fund the sum of $478.52 to cover an overdraft in the Vocational School Account.


Under article thirty-nine :


On a motion made by Stewart Mackay, it was voted to appropriate the sum of $185.00 to cover an overdraft in the Assessors Abatement Expense Account, from the Overlay Reserve Account.


Under article forty :


On a motion made by James Cassidy, it was voted to raise and appropriate the sum of $2,000.00 for the purpose of purchasing High School desks, the purchase of seats, for the basement of the McFarlin School and for the purpose of adopting the McFarlin School basement for High School use and for improving the walk between the buildings.


Under article forty-one :


On a motion made by James A. Grant, and amended by James P. Dunigan, it was voted to authorize the Tax Collector to sell after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in Town fourteen days at least before the sale, property taken by the Town under tax title procedure. the Tax Collector being given full authority to reject any bid which he deems inadequate.


Under article forty-two:

WARRANT FOR STATE PRIMARY TUESDAY, THE FIFTEENTH DAY OF SEPTEMBER 1936


COMMONWEALTH OF MASSACHUSETTS


GREETING :


In the name of the Commonwealth you are hereby requested to notify and warn the Inhabitants of said town who are qualified to vote in Primaries to meet in their several polling places, viz :


Precinct One, Town Hall, Chelmsford Centre.


Precinct Two, Town Hall, North Chelmsford.


Precinct Three, Fire House, West Chelmsford.


Precinct Four, School House, East Chelmsford.


Precinct Five, Liberty Hall, South Chelmsford.


Precinct Six, Golden Cove School House, Westlands.


On Tuesday, the Fifteenth Day of September, 1936 at 12 o'clock noon for the following purposes :


To bring in their votes to the Primary Officers for nomination of Candidates of Political Parties for the following officers :


Governor for this Commonwealth.


Lieutenant-Governor for this Commonwealth.


Secretary of the Commonwealth for this Commonwealth.


Treasurer and Receiver General for this Commonweath.


Auditor for this Commonwealth.


Attorney General for this Commonwealth.


Senator in Congress for this Commonwealth.


Representative in Congress for the Fifth Congressional District.


Councillor for the Sixth Councillor District.


Senator for the Eighth Senatorial District.


One Representative in the General Court for the 11th Middlesex District.


Register of Probate and Insolvency for Middlesex County.


Two County Commissioners for Middlesex County.


County Treasurer for Middlesex County.


(Vacancies) A Clerk of Courts (to fill vacancy) for Middlesex County.


The polls will be open from 12 o'clock Noon to 8 P. M.


And you are directed to serve this Warrant by posting attested copies thereof seven days at least before the time of said meeting as directed by vote of the Town.
