ARTICLE 35. To see if the Town will vote to make the follow- ing repairs in the East Chelmsford Schoolhouse;


1. To add to the present heating system approximately six hundred (600) feet of radiation.


2. To paint the building inside and out.


3. To make necessary repairs to doors.


4. To improve the lighting in the classrooms by installing Fluorescent fixtures.


or act in relation thereto.


ARTICLE 36. In the event of an affirmative vote under Article 35, to see if the Town will vote to transfer from the Excess and Deficiency Fund the sum of Three Thousand ($3000) Dollars to defray the cost of repairs under Article 35; or act in relation thereto.


ARTICLE 37. To see if the Town will vote to accept the pro- visions of Chapter 723 of the Acts of 1945, which act is entitled "An Act Authorizing the Establishment and Maintenance of Municipal De- partments and of Districts for furnishing Information, Advice and Assistance to Veterans of World War II or other Veterans"; or act in relation thereto.


ARTICLE 38. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of employing a Director of Veterans Service in accordance with the provisions of the above act; or act in relation thereto.


ARTICLE 39. To see if the Town will vote to accept the pro- visions of Section 42, 43, and 44 of Chapter 48 of the General Laws; The provisions of said sections are as follows:


42. Fire Departments in Certain Towns-Towns accepting the provisions of this and the two following sections or which have ac- cepted corresponding provisions of earlier laws may establish a fire department to be under the control of an officer to be known as the Chief of the Fire Department. The chief shall be appointed by the Se- lectmen, and shall receive such salary as the Selectmen may from time to time determine, not exceeding in the aggregate the amount annually appropriated therefor. He may be removed for cause by the selectmen at any time after a hearing. He shall have charge of extinguishing fires in the town and the protection of life and property in case of fire. He shall purchase subject to the approval of the selectmen and keep in repair all property and apparatus used for and by the fire department. He shall have and exercise all the powers and discharge all the duties conferred or imposed by statute upon engineers in towns except as herein provided, and shall appoint a deputy chief and such officers and firemen as he may think necessary, and may remove the

same at any time for cause and after a hearing. He shall have full and absolute authority in the administration of the department, shall make all rules and regulations for its operation, shall report to the selectmen from time to time as they may require, and shall annually report to the town the condition of the department with his recom- mendations thereon; he shall fix the compensation of the permanent and call members of the fire department subject to the approval of the selectmen; in the expenditure of money the chief shall be subject to such further limitations as the town may from time to time prescribe.


43. Chief to Act as Forest Warden-The chief of the fire de- partment shall act as forest warden in all such towns, and shall have authority to appoint deputy wardens and fix their compensation sub- ject to the approval of the selectmen.


44. Effect of Two Preceding Sections on Fireman under Civil Service-The two preceding sections shall not effect the tenure of office nor apply to the removal of permanent and call members of fire departments in towns which have accepted chapter thirty-one or cor- responding provisions of earlier laws. Said sections shall not apply to cities;


or act in relation thereto.


ARTICLE 40. To see if the Town will vote to raise and appro- priate the sum of Five Hundred ($500) Dollars for the care and main- tenance of Edwards Memorial Beach, so-called, at the Varney Play- ground; or act in relation thereto.


ARTICLE 41. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of purchasing an auto- mobile truck or trucks for the use of the Highway Department; or act in relation thereto.


ARTICLE 42. In the event of an affirmative vote under Ar- ticle 41, to see if the Town will vote to authorize the Selectmen to transfer by a good and sufficient Bill of Sale title to the truck or trucks now used by the Highway Department; or act in relation thereto.


ARTICLE 43. To see if the Town will vote to raise and appro- priate the sum of Three Hundred ($300) Dollars for the purpose of employing a Meat Inspector; or act in relation thereto.


ARTICLE 44. To see if the Town will vote to raise and appro- priate the sum of Ten Hundred Fifty ($1050) Dollars or some other sum for the purpose of purchasing an automobile for the police de- partment, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.

ARTICLE 45. In the event of an affirmative vote under Article 44, to see if the Town will vote to transfer by good and sufficient Bill of Sale title to an automobile now used by the police department; or act in relation thereto.


AND YOU ARE DIRECTED to serve this warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford and West Chelmsford, and at the School House in East Chelmsford, and the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the first meeting aforesaid.

ANNUAL TOWN MEETING-March 11, 1946


The annual Business Meeting was called to order at 7:40 P. M. on March 11, 1946 in the High School Auditorium with John C. Mon- ahan presiding as Moderator and Hazel R. Simpson, Assistant Town Clerk acting in the absence of Town Clerk Harold C. Petterson.


The reading of the Warrant was called and waived upon a motion and vote from the floor.


Before article one was taken up Mr. Wendell Harvey moved that the meeting be postponed for two weeks in order that the Towns- people might fully study the Town Report and Finance Committee reports both of which had been received at a late hour from the printer.


A hand vote was taken, 205 voted in the affirmative and 315 in the negative.


The meeting proceeded to Article 1.


UNDER ARTICLE 1. Mr. Wilhelm Johnson, speaking for the committee appointed by the Moderator at the March, 1945 Business Meeting to investigate the advisability of paying a Bonus to dis- charged service men said that they did not consider it advisable at this time. He mentioned a possibility of a memorial being erected at some later time.

UNDER ARTICLE 3. On a motion made by Raymond H. Green- wood the Town voted to authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with author- ity to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary.


UNDER ARTICLE 4. On a motion made by Raymond H. Green- wood the Town voted that the Treasurer be authorized, with the ap- proval of the Selectmen, to borrow money from time to time, in an- ticipation of the revenue of the current financial year, beginning January 1st, 1946, and to issue a note or notes therefor payable with- in one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17 Chapter 44 of the General Laws.


UNDER ARTICLE 5. On a motion made by Mr. Parkhurst the Town voted to raise and appropriate ($2811.39) Two Thousand Eight Hundred Eleven Dollars and thirty-nine cents for the purpose of paying unpaid bills for the year 1945.


1. Public Buildings Dept., $2.25. Majority vote received.


2. Soldiers' Relief Dept., $16.25. Majority vote received.


3. Adams Library, $136.67. 4-5 vote received.


4. Welfare Dept., $2,656.22. 4-5 vote received.

UNDER ARTICLE 6. On a motion made by John L. Dusseault the Town voted to raise and appropriate One Thousand Nine Hun- dred Seventy Three Dollars and forty-two cents ($1,973.42) to pay the County of Middlesex, as required by law, the Town's share of the Middlesex County Tuberculosis Hospital as assessed in accordance with the provisions of Chapter 111 of the General Laws.


UNDER ARTICLE 7. On a motion made by John L. Dusseault the Town voted to transfer from Overlay Reserve Account Two Thousand ($2000) Dollars to be used as a Reserve Fund at the dis- cretion of the Finance Committee. as provided in General Laws, Chapter 40, Section 6.


UNDER ARTICLE 8. On a motion made by Raymond H. Greenwood the Town voted to raise and appropriate the sum of Twelve Hundred ($1200) Dollars for the purpose of foreclosing tax titles held by the Town of Chelmsford.


UNDER ARTICLE 9. On a motion made by John L. Dusseault the Town voted to transfer Five Thousand ($5000) Dollars from the Excess and Deficiency account to balance the amount of money to be contributed by the Commonwealth of Massachusetts and the County of Middlesex, until such time as the said Commonwealth and County have paid into the Town of Chelmsford treasury their respective grants.


UNDER ARTICLE 10. On a motion made by Raymond H. Green- wood the Town voted to dismiss this article for the reason that said Audit is at present being made.


UNDER ARTICLE 11. On a motion made from the floor this article was voted to be dismissed.


UNDER ARTICLE 12. On a motion from the floor it was voted that the Town transfer from the Excess and Deficiency Account, the sum of Twenty Three Thousand One Hundred ninety-eight ($23,198) Dollars for the purpose of making major repairs to the McFarlin School, East Chelmsford School, South Chelmsford School and West Chelmsford School.


UNDER ARTICLE 13. On a motion made by Bryant Emerson the Town voted to transfer from the Excess and Deficiency Account the sum of Five Thousand ($5,000) Dollars for the purpose of im- proving the Athletic Field and play areas at the High School and McFarlin School.

UNDER ARTICLE 14. On a motion made by Dr. Everett Handy the Town voted to authorize the School Committee to establish and maintain State aided Vocational Education in accordance with the provisions of Chapter 74, General Laws and Act amendatory thereto, or dependent thereon.


UNDER ARTICLE 15. On a motion made by Arthur Picard the Town voted to raise and appropriate the sum of One Hundred ($100) Dollars for the purpose of purchasing and installing equipment at the Highland Avenue School playgrounds, said purchase to be made by the Safety Committee of the Highland Avenue Improvement Associ- ation.


UNDER ARTICLE 16. It was voted to dismiss this article. UNDER ARTICLE 17. It was voted to dismiss this article.


UNDER ARTICLE 18. On a motion made by Harry Shedd, Jr. the Town voted to accept the provisions of Section 120-A of Chap- ter 94 of the General Laws.


UNDER ARTICLE 19. On an amended motion made by Carl A. E. Peterson the Town voted to raise and appropriate the sum of Twenty Two Hundred fifty ($2250) Dollars and transfer Forty Five Hundred ($4500) Dollars from the Excess and Deficiency Account to this appropriation until such time as the State and County pays into the Town Treasury their respective grants.


UNDER ARTICLE 20. On a motion made by Raymond H. Green- wood the Town voted to raise and appropriate the sum of One hun- dred ($100) Dollars for the purpose of defraying land damage occa- sioned by the reconstruction of Boston Road.


UNDER ARTICLE 21. On a motion made by John L. Dusseault the Town voted to transfer from the Machinery Fund to the Ma- chinery Account, the sum of One Thousand ($1000) Dollars.


" UNDER ARTICLE 22. On a motion made by Raymond H. Green- wood the Town voted to accept Ash Street as laid out by the Select- men as shown by their report and plan, duly filed in the office of the Town Clerk.


UNDER ARTICLE 23. On a motion made by Raymond H. Green- wood the Town voted to raise and appropriate the sum of Two Hun- dred Fifty ($250) Dollars for the purpose of reconstructing Ash Street.
