UNDER ARTICLE 37. On a motion made by Sidney Dupee it was voted to accept the provisions of Chapter 723 of the Acts of 1945.

UNDER ARTICLE 41. On a motion made by John L. Dusseault the Town voted to raise and appropriate the sum of Six Thou- sand ($6000) Dollars for the purpose of purchasing two automobile trucks for the use of the Highway Department, said trucks to be pur- chased under the supervision of the Board of Selectmen.


UNDER ARTICLE 42. On a motion made by John L. Dusseault the Town voted to authorize the Selectmen to transfer by good and sufficient Bill of Sale title to two Trucks now used by the Highway Dept.


UNDER ARTICLE 43. On a motion made by Harry Shedd, Jr. the Town voted to raise and appropriate the sum of Three Hundred ($300) Dollars for the purpose of employing an assistant meat in- spector.


UNDER ARTICLE 44. On a motion made by John L. Dusseault the Town voted to raise and appropriate the sum of Twelve Hundred Ten and 50/100 ($1210.50) Dollars for the purpose of purchasing an automobile for the Police Department, said purchase to be made un- der the supervision of the Board of Selectmen.


UNDER ARTICLE 45. On a motion made by John L. Dusseault the Town voted to authorize the Selectmen to transfer by a good and sufficient Bill of Sale title to an automobile now used by the police department.


At the conclusion of the meeting Arnaud Blackadar was re-elect- ed a member of the Varney Playground Commission for three years.

The "Report of the Varney Playground Commission" that was voted incorporated in the Town Report is given in detail below.


REPORT OF THE VARNEY PLAYGROUND COMMISSION FOR 1945


To the Board of Selectmen.


Gentlemen:


The Varney Playground Commission submits the following re- port. The playground has been maintained in the best possible con- dition permitted by the money appropriated. The increased use of the Edwards Memorial Beach property by Chelmsford residents and others has necessitated increased cost of maintenance and the use of a full time attendant at the bathhouse. For this reason, it was necessary to obtain a transfer of $300.00 in order to properly main- tain and keep up the playground property.


This money was spent to apply loam and clay to the ball park infield, make plumbing repairs at the bathhouse and provide. ma- terial for a more efficient drainage system. We feel that a sum of $500.00 will be necessary for the maintenance and upkeep of the Varney Playground, exclusive of the Edwards Beach. In addition we are asking the town to appropriate the sum of $500.00 for the upkeep and a full time attendant at the Edwards Beach and Bath- house.


We wish to thank the Selectmen and the Highway Department for the sand which they delivered and spread at the beach to fill in; some bad washouts. We also wish to thank Chief Hulslander and the Police Department for the excellent work performed by them in limiting the use of the beach to town residents.

Tuesday Evening, June 4, 1946 COMMONWEALTH OF MASSACHUSETTS


MIDDLESEX, SS.


To: Lawrence W. Chute, a Constable of Chelmsford, or any suit- able person.


In the name of the Commonwealth as aforesaid, you are hereby required to notify and warn the legal voters of said Chelmsford to meet in the Town Hall at Chelmsford Centre on Tuesday, the fourth day of June, 1946 at eight o'clock in the evening, then and there to act on the following articles viz .:


ARTICLE 1. To see if the Town will vote to transfer the sum of Fifteen Thousand ($15,000) Dollars from the Excess and Deficiency Fund to be used as free cash, to be applied by the Board of Assessors in determining the tax rate for the year 1946; or act in relation thereto.


ARTICLE 2. To see if the Town will vote to raise and appro- priate the sum of Sixteen Hundred ($1600) Dollars or some other sum for the purpose of defraying the expenses of furnishing fuel, light and water to the public buildings; or act in relation thereto.


ARTICLE 3. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of defraying the expense of Old Age Assistance or act in relation thereto. .


ARTICLE 4. To see if the Town will vote to raise and appro- priate the sum of Three Thousand ($3000) Dollars or some other sum for Soldiers' Benefits; or act in relation thereto.


ARTICLE 5. To see if the Town will vote to raise and appro- priate the sum of Eight Hundred ($800) Dollars, or some other sum, for the purpose of increasing the salary of the Board of Assessors, said increase to be retroactive to January 1, 1946, or act in relation thereto.

SPECIAL TOWN MEETING June 4th, 1946


A special town meeting was held in the Upper Town Hall at Chelmsford Centre on June 4th, 1946 at 8 p. m. The meeting was called to order by Moderator John C. Monahan who requested Town Clerk Harold C. Petterson to read the Warrant. After the Warrant was partly read, on a motion made by Raymond H. Greenwood it was voted to waive the further reading of the Warrant, from then on the follow- ing business was transacted.

UNDER ARTICLE ONE. On a motion made by Raymond Greenwood, it was voted to transfer the sum of Fifteen ($15,000) thousand dollars from the Excess and Deficiency Fund to be used as free cash, to be applied by the Board of Assessors in determining the tax rate for the year 1946.

REPORT OF THE TOWN CLERK


SPECIAL TOWN MEETING September 9th, 1946


A special Town Meeting was held in the Auditorium in the Chelms- ford High School on Monday Evening September 9th, 1946. The meet- ing was called to order by Moderator John C. Monahan at 8 P.M. and he requested the Town Clerk Harold C. Petterson to read the War- rant. After warrant was partly read, Raymond H. Greenwood made a motion that the further reading of the Warrant be waived, and it was so voted.


· UNDER ARTICLE ONE


On a motion made by William T. Picken, to raise and appropriate the sum of $100,000.00 for the purpose of constructing and equipping two fire houses, one in the Centre of the Town and one in North Chelmsford, Mr. Charles P. Wright moved that this article and motion be dismissed and a hand vote was taken. 202 voted to dismiss the ar- ticle and 96 voted not to dismiss the article. The article was dis- missed and Mr. John J. Buchanan moved that the report of the Com- mittee appointed for the purpose of bringing in plans and report in regard to fire houses be accepted and that the Committee be dis- charged with a vote of thanks for the work performed.


UNDER ARTICLE TWO


On a motion made by William J. Barron, it was voted that the Town authorize the Committee appointed under article four in the Warrant of the Special Town meeting December 4th, 1945 to use the appropriation made therefor, for repairs to the Highland Ave. School.


UNDER ARTICLE THREE


On a motion made by John Dusseault it was voted, to transfer from the Excess and Deficiency Fund the sum of $4,000.00 to the Old Age Assistance Account.


Voted to adjourn this meeting at 9:10 P.M.

To Lawrence W. Chute, a Constable of Chelmsford, or any suit- able person.


GREETING:


In the name of the Commonwealth as aforesaid, you are hereby required to notify and warn the legal voters of said Chelmsford to meet in the Upper Town Hall at Chelmsford Centre on Wednesday the thirtieth day of October, 1946 at eight o'clock in the evening, then and there to act on the following articles, viz:


ARTICLE 1. To see if the Town will vote to appropriate and transfer from- the Overlay Reserve Account a certain sum of money to the Outside Relief Account; or act in relation thereto.


AND YOU ARE DIRECTED to serve this Warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, and at West Chelmsford and at the School House, East Chelmsford, and at the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the meeting aforesaid.


HEREOF FAIL NOT, and make return of the Warrant with your doings thereon, to the Town Clerk, at the time and place of holding the meeting aforesaid.
