REPORT OF THE WELFARE AGENT
To the Welfare Board:
Herewith is the annual report of the agent for the three cate- gories of the Welfare Department, Old Age Assistance, Aid to De- pendent Children, and Outside Relief, for the year ending 31 Decem- ber 1946.
For the months of January and February the agent's duties were performed by Marguerite Hoar and for the balance of the year by George C. Hood. That this department is operated economically as far as personnel is concerned may be seen by comparison of the per- sonnel in a nearby town which has a case load very nearly identical with Chelmsford. In that town the department comprises an agent. two social workers and three clerks, or six men and women doing the work this office does with two. The state Department of Welfare recommends a case load per worker of not more than 100 whereas this office employing two people has a case load of about 260.
As might be expected in the first post-war year, one of read- justments and rising prices, the disbursements of this department have increased steadily and materially during the year. This is evi- dent particularly in the OAA category which has shown an increase of about 8% in case load and about 21% in money paid for living expenses, hospitalization, medical and dental fees, funeral expense and such charges. The Outside Relief category shows some increase due to similar reasons but it has a much smaller case load. The Aid to Dependent Children category does not show much change from year to year. The outlook for decreasing expenditures does not look very promising, as new laws and regulations are quite prevalent in Welfare categories and almost invariably mean more spending. It is of course necessary for the town to accept these in order that it may participate in federal grants.
Federal participation has been increased a little during the year. Previously in OAA the federal participation was one-half the money granted a recipient up to $40, but no participation beyond that figure. The increase now allows federal participation of one-half up to $45.

In addition to the above local cases $3,170.79 was expended for re- imbursement to other cities and towns for aid given people with Chelmsford settlements and for support of four men in the Tewksbury State Infirmary and three men in the Westford Town Infirmary. The sum of $2,377.01 was expended for board of five minor children for whom the Town of Chelmsford is responsible, in private homes.
The Board of Public Welfare organized after the March election with John L. Dusseault as chairman and Raymond H. Greenwood and Karl M. Perham the other members.
The Board of Old Age Assistance organized with Karl M. Perham as chairman and the three members then chose Atty. John Corbett Donohoe a fourth member, the other members being the same as the Welfare Board.
Each member of the Boards has devoted a considerable amount of time to the affairs of the Department, has shown a keen interest both in the well being of those in the various categories and of the tax payers as well. The splendid cooperation of each member of the Board is sincerely appreciated.

During the year 1946 $6,454.43 "was expended for Veterans' Benefits and Services. This was $2,545.57 less than was appropri- ated though an increase over 1945 expenditures. This amount I feel is due to increase slowly each year, just how much will depend on available employment.
Under Chapter 584, An Act to Amend the Laws Relative to State and Military Aid, Soldiers' Benefits, etc., approved by the Legisla- ture in June, 1946, all financial benefits such as Soldiers' Relief, State Aid and Military Aid are now under one heading, namely "Vet- erans' Benefits." Under the new set-up all applications must be approved by the Commissioner of Veterans' Services in the State House, Boston, and if so approved the State will reimburse the Town for one-half of such approved amounts.
The Town also accepted Chapter 599 and by so doing estab- lished a Department of Veterans' Services which is combined with . the work of the Veterans' Benefits Department. This Department has on file copies of State and Federal laws concerning Veterans, it is prepared to give advice as to their rights and benefits under these laws and where to go to get them. Discharges are recorded free of charge and so far about two hundred and seventy-five have been recorded.
This Department has an office in the basement of the Town Hall which is open two nights a week, Tuesday and Friday, from seven to nine o'clock.

Our annual Halloween parties for the children of Chelmsford were again held in all sections of the Town this year as in the past.
My sincere thanks again go to the various Parent Teachers' Associations and all other organizations for their fine work. They were well assisted by the Auxiliary Police. The splendid cooper- ation received from these organizations in the past was shown this year also by the fine results achieved in handling these parties.

Several hundred children were entertained by professional en- tertainers, given favors, candy and refreshments, and it is hoped that the parents and all townspeople appreciate the efforts made by all of the volunteer workers.
I would like to call your attention to the fact that the Chelms- ford Police Department greatly appreciates all past kindnesses shown them by the people of Chelmsford and remind them that the Department is at the disposal of the people at any time for pro- tection of person or property and with the cooperation of the citi- zens we are constantly trying to give the Town of Chelmsford proper protection of person and property, the type of protection a growing Town such as Chelmsford should have.
