ARTICLE 48. If action on the foregoing Article is in the affirma- tive, to see if the Town will raise and appropriate a certain sum for the purpose of grading and conditioning aforesaid lot for a parking area.


AND YOU ARE DIRECTED to serve this warrant by posting attested copies thereof at the Post Offices in the Center of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School House in East Chelmsford and the Westlands School House, thirty days at least before the time appointed for holding the first meeting aforesaid.


HEREOF FAIL NOT, and make return of the Warrant with your doings thereon to the Town Clerk at the time and place of holding the meeting aforesaid.

REPORT OF THE TOWN CLERK


ANNUAL BUSINESS MEETING March 8, 1948


The annual business meeting of the Town of Chelmsford was called to order at 7:30 P. M. on March 8th, 1948, in the High School Auditorium, with John C. Monahan presiding as Moderator and Harold C. Petterson as Town Clerk.


On a motion made by Selectman John L. Dusseault it was voted to waive the reading of the Warrant.


UNDER ARTICLE ONE: Wendell P. Harvey reported for the Committee to Investigate the records of the School Committee and it was voted to receive the report and place the same on file, Mr. Harvey stated that he would file a written report in the office of the Town Clerk.


It was voted to accept the Town Report as printed.


The Moderator appointed as tellers for the meeting Gilbert Perham and John Buchanan who were sworn in by the Town Clerk.


Mr. Bryant Emerson of the School Committee asked that the Committee appointed to investigate schoolhouse conditions be allowed to continue in office and report at a later date and it was so voted.


UNDER ARTICLE TWO: A motion made by Mr. Wilfrid Boisvert that this article be laid on the table until all other articles had been acted upon was defeated. The following amounts were voted to be raised and appropriated to defray Town charges for the current year:

REPORT OF THE TOWN CLERK


UNDER ARTICLE THREE: On a motion made by Raymond H. Greenwood, it was voted to authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year with au- thority to settle and adjust any claim or demands for or against the town and to employ counsel whenever in their judgment it is neces- sary.


UNDER ARTICLE FOUR: On a motion made by Harold C. Petterson, it was voted that the Treasurer be authorized with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the current financial year, beginning January 1st, 1948, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.


UNDER ARTICLE FIVE: On a motion made by Theodore W. Emerson, it was unanimously voted to raise and appropriate the sum of $1,033.97 with which to pay unpaid bills of previous years.


UNDER ARTICLE SIX: On a motion made by John L. Dus- seault, it was voted to raise and appropriate the sum of $2,804.68 for the purpose of paying to the County of Middlesex as required by law the Town's share of the Middlesex County Tuberculoses Hospital as assessed in accordance with the provisions of Chapter 111 of the General Laws.


UNDER ARTICLE SEVEN: On a motion made by Harold C. Petterson it was voted to raise and appropriate the sum of $1,200.00 for the purpose of foreclosing tax titles held by the Town of Chelms- ford.


UNDER ARTICLE EIGHT: On a motion made by Raymond H. Greenwood, it was voted to raise and appropriate the sum of $2,500.00 to meet the Town's share of the cost of Chapter 90, Highway maintain- ance.


UNDER ARTICLE NINE: On a motion made by Theodore W. Emerson, it was voted to transfer from the Excess and Deficiency Account the sum of $5,000.00 with which to meet the State and County of Middlesex share of the cost of work under Chapter 90 as voted under Article 8 and that upon the receipt by the Town Treasurer of the reimbursement of this amount from the State and County that the Town Accountant be instructed to replace said sum in the Excess and Deficiency Account.

UNDER ARTICLE TEN: On a motion made by John L. Dus- seault, it was voted to raise and appropriate the sum of $2,500.00 to be used for Chapter 90 construction on the Boston Road.


UNDER ARTICLE ELEVEN: On a motion made by Theodore W. Emerson, it was voted to transfer from the Excess and Deficiency Account the sum of $7,500.00 with which to meet the State and County of Middlesex share of the cost of the work under Chapter 90 construction for the Boston Road, as voted under article 10 and that upon receipt by the Town Treasurer of the reimbursement of this amount from the State and County that the Town Accountant be instructed to replace said sum in the Excess and Deficiency Account.


UNDER ARTICLE TWELVE: On a motion made by Raymond H. Greenwood, it was voted to raise and appropriate the sum of $2,617.00 with which to pay the Treasurer of the Middlesex County Retirement System, said sum being the Town's share of the said Middlesex County Retirement Pension Fund.


UNDER ARTICLE THIRTEEN: On a motion made by John L. Dusseault, it was voted to transfer from the Overlay Reserve Fund the sum of $2,000.00 to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws Chapter 40, Section 6.


UNDER ARTICLE FOURTEEN: On a motion made by Theo- dore W. Emerson, it was voted to raise and appropriate the sum of $1,200.00 to defray expenses in connection with prosecuting and de- fending law suits.


UNDER ARTICLE FIFTEEN: On a motion made by Raymond H. Greenwood, it was voted to raise and appropriate the sum of $500.00 for the purpose of settling suits and claims now pending against the Town.


UNDER ARTICLE SIXTEEN: On a motion made by Harold C. Petterson, it was voted that the Board of Assessors be authorized to use a sum of money in the amount such as the Commissioner of Cor- porations and Taxation of the Commonwealth of Massachusetts may approve as free cash not in excess of $40,000.00, said sum of money to be used in determining the tax rate for year 1948.


UNDER ARTICLE SEVENTEEN: On a motion made by Arthur Nystrom, it was voted to authorize the Cemetery Commissioners to appoint any or all of the members of said Board as laborers to work in the Cemetery Department at the rate of ninety-one cents per hour.

UNDER ARTICLE EIGHTEEN: On a motion made by Theodore W. Emerson, it was voted to authorize the Park Commissioners to appoint any or all of the members of said Board as laborers to work in the Park Department at the rate of ninety-one cents per hour.


UNDER ARTICLE NINETEEN: On a motion made by Ralph W. Emerson to raise and appropriate the sum of $800.00 for a me- morial to the Civil War Veterans, it was voted to dismiss this article.


UNDER ARTICLE TWENTY: On a motion made by Harold C. Petterson, it was voted to raise and appropriate the sum of $137.50 for the purpose of purchasing a check signing machine for the office of the Treasurer and that the Treasurer be allowed to trade in the present machine in part payment therefor.


UNDER ARTICLE TWENTY ONE: On a motion made by Alfred Burton, it was voted that the Police Department be required to transport from the Town Treasurer's Office to the banks of deposit all monies required by the Treasurer to be transported and that the Police Department be required to transport from the banks of de- posit all pay rolls from said banks of deposit to the Treasurer's office in the Town Hall.


UNDER ARTICLE TWENTY TWO: On a motion made by Bernard F. McGovern, it was voted to accept the property located on Mansur Street and Newfield Street in North Chelmsford formerly occupied by Stewart Mackay as his home upon the terms and condi- tions set forth in the last will and testament of Stewart Mackay also that the following committee: The Pastor of St. John's Church, The Pastor of the Congregational Church of North Chelmsford and Attor- ney Frank J. Garvey serve as Trustees.


UNDER ARTICLE TWENTY THREE: On a motion made by . John L. Dusseault, it was voted that the name of Lake Street in North Chelmsford be changed to Leo M. Needham Street.


UNDER ARTICLE TWENTY FOUR: On a motion made by Mr. Zabierek, it was voted to change the name of that portion of Del- wood Road which was accepted Sept. : 29, 1947 to Fuller Road.


UNDER ARTICLE TWENTY FIVE: In regard to the purchase of a truck for the Highway Department, it was voted to dismiss this article.

UNDER ARTICLE TWENTY SIX: On a motion made by Ray- mond H. Greenwood, it was voted to name the Square at the Junction of Marshall Road and Riverneck Road the Americo DeCaires Square in honor of Americo DeCaires.


UNDER ARTICLE TWENTY SEVEN: In regard to the appro- priation of $1,000.00 for the purpose of repairing Quigley Avenue, it was voted to dismiss this article.


UNDER ARTICLE TWENTY EIGHT: In regard to repairing Highland Avenue it was voted to dismiss this article.


UNDER ARTICLE TWENTY NINE: On a motion made by Arthur W. Picard, it was voted to raise and appropriate the sum of $1,000.00 for the purpose of repairing, maintaining and purchase of equipment for the Frederick B. Edwards Playground. This playground being located on the southeast side of the Highland School. This money to be spent on the advice of the School Committee and Com- mittee on Schools of the Highland Avenue Improvement Association.


UNDER ARTICLE THIRTY: In regard to the appropriation of $800.00 for the reconstruction of Mt. Pleasant Street, it was voted to dismiss this article.


UNDER ARTICLE THIRTY ONE: On a motion by Theodore W. Emerson, it was voted to accept Linwood Street Extension as laid out by the Selectmen as shown by their report and plan filed in the office of the Town Clerk on Feb. 26, 1948.


UNDER ARTICLE THIRTY TWO: In regard to the appropri- ation of $250.00 for reconstructing Linwood Street Extension, it was voted to dismiss this article.


UNDER ARTICLE THIRTY THREE: In regard to the appro- priation of money to repair the Princeton Street School buildings, it was voted to dismiss this article.


UNDER ARTICLE THIRTY FOUR: On a motion made by Leslie Bellwood, it was voted, "To appoint and authorize the present committee of the "North Chelmsford Parent Teachers Association," augmented by the School Committee and Superintendent of Schools, to make application for the preparation of plans and specifications for a new school in the North Section, action by the Town to actually erect the new building to take place at a later date."

UNDER ARTICLE THIRTY FIVE: On a motion made by Ray- mond H. Greenwood it was voted to accept Strawberry Hill Road as laid out by the Selectmen as shown by their report and plan filed in the office of the Town Clerk on Feb. 26, 1948.


UNDER ARTICLE THIRTY SIX: On a motion made by Ray- mond H. Greenwood, it was voted to raise and appropriate the sum of $500.00 for the purpose of reconstructing Strawberry Hill Road.


UNDER ARTICLE THIRTY SEVEN: On a motion made by Raymond H. Greenwood, it was voted to accept Montview Road as laid out by the Selectmen and shown by their report and plan filed in the office of the Town Clerk on Feb. 26, 1948.


UNDER ARTICLE THIRTY EIGHT: It was voted to raise and appropriate the sum of $1,500.00 for the purpose of reconstructing Montview Road.


UNDER ARTICLE THIRTY NINE: On a motion made by John L. Dusseault, it was voted to accept Hilltop Terrace as laid out by the Selectmen and shown by their report and plan filed in the office of the Town Clerk on Feb. 26, 1948.


UNDER ARTICLE FORTY: On a motion made by John L. Dus- seault, it was voted to raise and appropriate the sum of $850.00 for the purpose of reconstructing Hilltop Terrace.
