ARTICLE 14. To see if the Town will vote to raise and appro- priate the sum of three hundred ($300) dollars to defray the expenses of the Police Department for gasoline; or act in relation thereto.

ARTICLE 16. ARTICLE 35. To see if the Town will vote to raise and appro- priate the sum of fourteen hundred ($1400) dollars for the Public Buildings Department to be used for roofing the North Chelmsford Town Hall; or act in relation thereto.


ARTICLE 36. To see if the town will vote to Authorize the Board of Selectmen to negotiate with a private party in establishing a Public Parking Lot in North Chelmsford, which parking lot is to be constructed at no expense to the Town; or act in relation thereto.


ARTICLE 37. To see if the Town will vote to authorize the Board of Selectmen to convey a certain portion of Town land situated on the easterly side of Turnpike Road and being lot 72 on plat. 127 on a plan of Federal Works Agency prepared by the W.P.A. said plan being on file in the office of the Assessors of the Town of Chelmsford to the owners of the lot abutting on the northeast portion of the Town lot to be conveyed; or act in relation thereto.

SPECIAL TOWN MEETING July 26, 1948


At a Special Meeting held on July 26, 1948 in the High School Auditorium at Chelmsford Centre at 7:30 P.M. the following business was transacted:


The Meeting was called to order at 7:35 P.M. by Moderator John C. Monahan who requested the election of a Town Clerk Pro Tem in the absence of Town Clerk Harold C. Petterson because of illness. Raymond H. Greenwood moved that Charlotte P. DeWolf be elected as Town Clerk Pro Tem and it was so voted. Moderator Monahan then requested Mrs. DeWolf to read the Warrant. When it was partly read on motion made by Raymond H. Greenwood it was voted to waive further reading of the Warrant.


UNDER ARTICLE ONE. On motion made by John J. Buchanan it was voted to dismiss this article in regard to a certain case against the Town by Earl J. Watt et al.


UNDER ARTICLE TWO. It was voted to dismiss this article in regard to the purchase of a new Forest Fire Truck.


UNDER ARTICLE THREE. It was voted to dismiss this article.


UNDER ARTICLE FOUR. On a motion made by Albert J. Lupien it was voted to raise and appropriate the sum of $4500.00 for the purpose of paying Fuel, Light and Water Bills in the School Dept.


UNDER ARTICLE FIVE. On a motion made by Albert J. Lupien it was voted unanimously to raise and appropriate the sum of $14.04 to pay unpaid bills in the School Dept. for 1947.


UNDER ARTICLE SIX. On a motion made by Leonard S. MacEl- roy it was voted to raise and appropriate the sum of $900.00 for the Health Department in the prevention of Contagious Diseases.


UNDER ARTICLE SEVEN. On a motion made by Leonard S. MacElroy it was voted to transfer the sum of $350.00 from the account called Garbage Collections to the account called Care of Dumps.


UNDER ARTICLE EIGHT. On a motion made by Charles D. Harrington it was voted to raise and appropriate the sum of $200.00 for the Fire Department for the purpose of paying labor incurred at Fires.

UNDER ARTICLE NINE. On a motion made by Claude A. Harvey to raise and appropriate the sum of $1,600.00 for Hydrant Service for the Chelmsford Water District. This motion was defeated, 49 voted in the affirmative and 67 in the negative.


UNDER ARTICLE TEN. On a motion made by John J. Dunigan to raise and appropriate the sum of $1,600.00 for Hydrant Service for the North Chelmsford Water District. This motion was defeated- 35 voted in the affirmative and 63 voted in the negative.


UNDER ARTICLE ELEVEN. In regard to the appropriation of $1,000.00 for Hydrant Service for the South Chelmsford Water Dis- trict-on a motion made by John J. Buchanan it was voted to dismiss this article.


UNDER ARTICLE TWELVE. On a motion made by T. W. Emerson it was voted to raise and appropriate the sum of $500.00 for the salary of a Junior Clerk-Stenographer in the Welfare Depart- ment.


UNDER ARTICLE THIRTEEN. On a motion made by Chief of Police Ralph J. Hulslander to allow the Town to purchase uniforms for the Police and Firemen under Section 6-B of Chapter 40 of the General Laws-this motion was defeated and the article dismissed.


UNDER ARTICLE FOURTEEN. On a motion made by Arthur Nystrom it was voted to raise and appropriate the sum of $300.00 for the purpose of purchasing gasoline for the Police Department.


UNDER ARTICLE FIFTEEN. On a motion made by Arthur Nystrom it was voted to raise and appropriate the sum of $200.00 for the purpose of paying the costs for additional automobile maintenance in the Police Department.


UNDER ARTICLE SIXTEEN. On a motion made by Albert J. Lupien and amended by Harold Fraser it was voted to appoint a com- mittee of six citizens one from each precinct of the Town together with the School Committee and the Superintendent of Schools for the purpose of obtaining an option or options on property to be used as a site for a new school building in North Chelmsford and to raise and appropriate the sum of $1000.00 to be expended by this Com- mittee for an option or options on property. The six members named from each precinct are Arthur Nystrom, West Chelmsford; Alice Whit- worth, North Chelmsford, Mass .; Claude J. Harvey, Chelmsford Centre; Walter Lewis, South Chelmsford; Paul O'Neill, East Chelmsford and. Clifford Hartley, Westlands. Said Committee to make a full report at the next Town Meeting.


UNDER ARTICLE SEVENTEEN. On a motion made by Ray- mond H. Greenwood it was voted to raise and appropriate the sum of $1,000.00 for the purpose of settling a claim now pending against the Town.

A Special Town Meeting was held on September 2nd, 1948 in the Upper Town Hall at Chelmsford Center. The meeting was called to order at 7:30 P. M. by Town Clerk Harold C. Petterson, in the absence of the Moderator, the first business to come before the meeting was the election of a Moderator Pro-Tem, Harold C. Petterson was elected to that office on a motion made by Raymond H. Greenwood. It was voted to waive the reading of the Warrant.


On a motion made by Charles D. Harrington, it was voted to adjourn this meeting until September 9th, 1948 at 7:30 P. M. at the Town Hall in Chelmsford Centre.

To see if the Town will vote to transfer from the Excess and Deficiency Account the sum of five hundred ($500) dollars for the purpose of paying the cost and expenses for compiling of the Valuation and Commitment list for the Chelmsford Water District, East Chelmsford Water District and the South Chelmsford Water Dis- trict; or act in relation thereto.
