ANNUAL TOWN REPORT


REPORT OF THE VETERANS' AGENT


January 18, 1957


Chelmsford, Mass.


The year 1956 showed a decrease over the the previous year both in money paid out and in the number of applicants for aid. There was a decrease of about 22% in money paid a smaller decrease in the cases aided. Medical, which accounts for a substantial portion of Veterans Benefits, showed a substantial drop in 1956.


We aided 26 Veterans or dependents during the past year, 12 of whom were permanent cases and 14 received aid for from one to seven months.


I have notarized papers for veterans during the year, advised them regarding schooling, helped them to get employment, and training through my connection with the State Employment Office, advised them as to their rights and benefits through other State and Federal laws and agencies. Much of this is done outside of this office and at my home and at my place of employment.

REPORT OF THE CIVILIAN DEFENSE


To the Honorable Board of Selectmen


Town of Chelmsford, Massachuestts


We, of the Civil Defense Commission,, first want to thank the Board of Selectmen, the Chief of Police, the Chief of the Fire Department as well as all members of our organized groups for the spendid co-operation we received during the year 1956.


The Civil Defense activities in the Town have been showing a steady rising tempo during the past year. It has been a year of satis- faction for your committee to see plans, started with only talk and study develop into a reality. This is satisfaction indeed, and makes up for many long meetings.


One of the units of Civil Defense, of which we are proud, is our communications set-up; one of the most up-to-the-minute communi- cation centers, designed for use in any emergency has been formally opened. This reflects many hours of work and planning on the part of a devoted' group of amateur radio operators or "Hams". We should all be proud of this unit of our civil defense organization. We now have Chelmsford in the position to cope with anv emer- gency, where communications are so important. Classes are being formed in code practice and open to all those interested in being "Hams". Our particular thanks go to Douglas Schliebus, Emil Scholz, Fred Scholz and William Burke for the many hours of un- selfish time they have given to this project. Many other "Hams" have also been effective in this unit.


The Auxiliary Police unit has now become a reality. Over fifty members have been sworn in for this work. Classes in law, first aid and the many other essentials are being held every two weeks. Fred Mehan, Sr. is the liaison officer in the unit. Sergt. Basil J. Larkin has been assigned to head this group. He has given much of his time to develop this group into a working organization and results are being manifested each week as classes are held.


Other groups, such as transportation, health, welfare, warden service, and first aid are being readied to put into working order. We need more volunteers for these groups, so everyone is wel- come to become active.


We were successful in obtaining matching funds from the State for equipment requested by the Fire and Police Departments. We have returned as a result in the year 1956, the amount of $2,471.93 to the Town Treasury. It is important for the taxpayers of the Town to know that equipment for the Police and Fire Departments that is purchased through Civil Defense budget is only for their

protection and in most cases costs only the taxpayers half the usual cost by taking advantage of matching funds.


We feel that Civil Defense now has become an effective part of your town government. The many hours of work necessary to organize groups is compensated by the thought that we are achieving a reasonable state of effective civil defense preparedness.


We have many objectives for the coming year. We feel sure everyone has a willingness to support our program. With your help we are confident we will all work for a common cause. With the world in such an unsettled condition, we are sure that each of you will support your Civil Defense organization in Chelmsford.

Cattle-Blood Test


Modified-Certified Brucellosis-Free Herds


Questions on how herds may be certified are being asked more and more frequently. A review of the regulations might serve to clear the air.


1. Certification of herds which do not show infection on the first test. A herd not known to have been infected with brucellosis may be certified as brucellosis-free when all breed- ing cattle in the herd (except calves under 6 months of age, and officially vaccinated animals under 30 months of age) have passed a second negative blood test in not less than 6 nor more than 12 months.


2. Certification of previously infected herds.


When brucellosis is found in a herd, tests are required at not more than 60 day intervals until the herd has passed a neg- ative test. Following the negative test, two more negative tests are required for certification with the first negative and the cetifying test not less than 12 months apart. of all herds. Should infection be disclosed by recertification


3. Use of the milk ring test.


Three negative milk ring tests at not less than 90 day-inter- vals followed by one negative blood test will qualify a herd for certification.


4. Recertification of herds.


Negative blood tests annually are required for recertification of all herds. Should infection be disclsoed by recertification test, the procedure for certifying the herd is similar to that outlined for original certification of a previously infected herd.
