UNDER ARTICLE 2. On a motion made by Vernon R. Fletcher, it was voted that a High School Building Committee consisting of Clifford Hartley, Louis L. Hannaford, Jr., Daniel E. Walker, Harold Hollingworth and the members of the School Committee be ap- pointed and authorized to proceed with the construction of said project and to enter into all necessary and proper contracts and agreements in respect thereto and to do all other acts necessary for constructing said project.
UNDER ARTICLE 3. On a motion made by Arthur R. Nystrom it was voted that the sum of $518.46 be transferred from the Ex- cess and Deficiency account for the purpose of studying the Select- men-Town Manager form of government by the Selectmen-Town Manager Committee.

In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said Chelmsford, who are quali- fied to vote in elections, to meet in their several polling places, viz:

REPORT OF THE ADAMS LIBRARY LIBRARIAN
To the Honorable Board of Selectmen:
The Adams Library has again increased its circulation during 1956. This is due in part to the rapid growth of the town. Another reason is the greater use of the library by students in the elemen- tary grades and the High School. More mature students also use the library.
Sometimes people call for books not available in the Adams Library. At their request books are borrowed for them from the Division of Library Extension in Boston or from other libraries. This service between libraries, as interlibrary loan, enlarges the number of books available to the borrowers.
The circulation statistics follow:

There have been numerous donations of books and magazines during the year. ANNUAL TOWN REPORT
The exhibits under the direction of Mr. Raymond S. Kroll have been varied and have aroused much interest.
The Chelmsford Garden Club has continued to provide decora- tion for the library. In February they donated a very beautiful brass planter filled with philodendron. During the Christmas season they made the library festive with wreaths, evergreen boughs and all the color of the holidays. Mr. Richard Pearson's Santa Claus and reindeer added an appropriate and colorful note.
In June Mrs. Bertram Needham and Miss Electra Kominis brought two fourth grades 65 children in all, to the library from the Center School. Sach groups are always welcome.
In closing I thank the Trustees, my co-workers and all others who have in any way made the past year pleasant and profitable.

Dr. Charles C. Farrington left the Board of Health in March 1956, after 9 years of continuous service. Mr. William R. Greenwood was elected as the third member of the Board.
Communicable Diseases
The year of 1956 was unusual in the history of communicable disease prevention throughout the United States. The mass im- munization with the Salk Polio Vaccine to children through the

age of 19 years was a successful, and unprecedented, project.
In Chelmsford the polio vaccination program was successful, having vaccinated a high percentage of the pre-school and school groups. Nearly 5000 doses were given in public clinics by the Board of Health Physicians, Dr. Blechman and Dr. Horan. There were 23 separate public clincs.
Registration for Polio Vaccine started in the month of February. Pre-School children registration were handled at the Health De- partment and school age, through the cooperation of the School Department. All polio vaccine doses for the public clinics and for the family physicians had to be accounted to the Massachusetts State of Public Health, which provided the vaccine.
The delivery of polio vaccine was delayed for 11/2 months pending the approval by the Mass. Polio Advisory Committee. The 1st dose clinics were not started until late May. The 1st shots of polio vac- cine were completed before the end of the school year. Delivery of polio vaccine to the family physicians, requested by the parents, were also made by the Health Department.
The public 2nd dose clincs were given in July and August. The second (2nd) dose make-up and 1st dose for 15-19 age group were done in October. The 2nd dose 15-19 group was completed in No- vember.
However the 3rd dose or booster shot, of polio vaccine which must be given after a period of six months, is still to be given to complete the series. This series of three doses must be obtained in order that the vaccine will have complete effectiveness to prevent poliomyelitis.
The Board of Health wishes to publicly thank the volunteer clinic workers and School Department for their cooperation in the 1956 polio program.

Sanitary Inspections
Food Establishments

The inspections on all food establishments are made without pre- vious notification. The condition of these places is very good with very few exceptions. The school cafeterias and lunch rooms were all in good sanitary condition.
Sewage Disposal
In 1956, 225 sewage system permits were issued. Most of these permits were for the installation of sewage systems in new homes. By the end of December 1956, 162 sewage systems had been ap- proved.
Subdivisions, or multiple house lot plans, must be approved by the Board of Health. Sub-surface drainage and area available for the sewage system are some of the requirements taken into con- sideration for the approvals. These approval requirements are accomplished by a field survey and percolation testings.

Tests for private well water may be obtained by calling the Health Department. There is no charge to the town residents.
The results of the tests on Chelmsford's milk supply have shown

that the quality is consistently good. Routine tests Plate count, coliform and phosphatase are made approximately every 11/2 months, on samples taken from each processing dairy.
The town's bathing beaches were heavily used in the first half of the summer. The quality of beach water samples was well within the allowable contamination count.
Rubbish Collection - Care of Dump.
In April 1956, the rubbish collection - care of dump was absorbed by the Highway Department. The growth of the town, since the rubbish collection was established by the Board of Health, in 1953, had necessitated the use of the truck and three crewmen beyond their full capacity. There were nearly 600 pickups added during this growth. Transfer of the Rubbish Collection - Care of Dump to the Highway Department budget was approved at the 1956 Town Meeting.
