They want work. They do not want alms, With very few exceptions they are eager to give honest work for what they receive, and if an opportunity presents itself for ob- taining work, they grasp it. Time after time we miss some of them from the office for one, two or three weeks at a time, and when they return they report of the work they have been doing. Often it is very slight, but enough so that they will not ask anything of us.


These are the type of people for whom we hope unem- ployment work will be provided, until they can get steady work that will put them on their feet once more.


Of course a few of the lazy, good-for-nothing dependent type are found on the Welfare list of every city and town. No one will hire them while better men are available, but as soon as the better men get employment, we can make short work of this type.


The plan adopted in Fall River of feeding the people from Commissary stores has been investigated. That plan works very well in Fall River. But we do not believe it is practical for a small town like ours. We are studying other plans and shall endeavor to furnish the necessary food in the most economical manner.


All aid to unemployed persons is given by orders on the local merchants, and the recipients are required to work to show their appreciation for the aid given. During the year

work done was equivalent to the work of 13 men for every working day in the year. Most of this work was done for Mr. Anderson on the highway, and for Mr. Grant at the Infirmary. They state that most of these men did good work, and when jobs have been available, those who did the best work were recommended. One man refused to work, and a session in Court convinced him that it would be better to work then to got to Plymouth.


At the Infirmary there has been an average enrollment of nearly 26 persons during the year, at an average cost of $2.93 per person per week. We have lost one by death, one by transfer to the Taunton State Hospital, and two to the care of relatives. At the present time we are about filled to capacity, altho we are always ready to meet emergencies as they arise.


Following the plan of last year we have given warm din- ners to the men sent to the farm to work. In this manner we have served 1487 dinners to our outside dependents. We have raised crops enough to supply our needs and have in addition a small surplus, as a safety measure. Our cream has been sold to the merchants.


We have co-operated with the Board of Health by main- taining a piggery for the consumption of the garbage that is collected in town. . We also collect the rubbish under the auspices of the Board of Health.


The farm and houses are in good condition. A great im- provement has been the building of a dumb waiter from the first floor pantry to the women's dining room, on the second floor. A few repairs are needed on the porches and roof, otherwise all buildings are in good repair.


Having the large number of unemployed men at the farm has enabled Mr. Grant, to clear out the brush and undergrowth and fence a large area for a pasture for our cattle. This has been needed for a long time, and makes it possible to use almost every foot of ground on the farm for some purpose. "

Mothers Aid cases remain about the same from year to year. We have reduced the allowances in these cases in accordance with the reduced cost of food and clothing.


Old Age Assistance. We have now completed a year and a half of this class of aid. Each case is studied, and aid given in the proportion found necessary. The average figures about $300. per year per person. The town was reimbursed by the State for all aid given from July 1 1931 to April 30, 1932. Under the law we will be reimbursed for 1/3 of the aid given since May 1, 1932. The Old Age Tax of $1. per person was for 1931 and for 1932. The pre- sent legislature must provide means to reimburse the towns in future. The amount received, if more than 1/3 will de- pend upon their ability to raise the necessary funds.


Last August, Mr. John Cobb resigned from this Board, and Miss Laura B. Whittemore was appointed to fill the vacancy.


Since her appointment, she has investigated all new cases, and visited as many of the old ones as possible. Mr. Boyn- ton has looked after settlements, and seen that bills are sent promptly for collection. Mrs. Hathaway has looked out for the Infirmary Every two weeks we hold a Board meet- ing at which all new cases, and old ones that need revision are discussed and acted upon. This does not represent by any means all the work done by any member of the Board, for all of us give all the time we can to the work, and in emer- gency any one of us is on call day or night.


The work of Dr. Baker, the District Nurse, and St. Luke's Hospital has been greatly increased because of our calls. They have accepted this additional work cheerfully and have always been ready to help us in every way.


The work of the Middleboro Relief Association in pro- viding payrolls of $665.57 for unemployed men helped our Department that much. We hope they will do as much this year. The Boy Scout Drive was again a grand success. The distribution of things received is under the charge of the Relief Association and great praise should be given to

Mrs. Gaudette and her corp of assistants who have given freely of their time. Many times things have been taken home and washed and mended so that they would be suit- able to give to some needy person.


Red Cross flour and clothing has also been received and distributed thruout the town, where needed. At present some of the prints are being made into dresses and other clothing for the children, by women volunteers.


Contributions from Societies and individuals have been greatly appreciated, and those dollars have been spent for some especially worthy cause, that could not rightfully come from welfare.


We wish to thank every one in town who has tried to help our work in any way.
