Record of Special Town Meeting November 21st. 1932.
Meeting called to order at 7:30 P. M. by Moderator Clark and the warrant was read by the Clerk.
Voted: that no one person address the chair for more than fifteen minutes.
'Voted; that when this meeting adjourn, that it adjourn to next Monday, November 28th. at eleven o'clock A. M. and continue until eight o'clock P. M. to vote by Australian. ballot.

Article 1 Shall the acceptance by the town of Middle- borough of an act passed by the General Court in the year 1920, entitled "An act to establish a Town Manager form of Government for the Town of Middleborough", be revoked and the General Court be petitioned to repeal said Act and to provide that such repeal and such revocation shall go into effect from and after the date of our next annual town meeting following the date of said repeal, that the General Laws respecting town government and town officers shall then and thereafter apply to the town of Middleborough, that any special laws relative to said town repealed by said act establishing said Town Manager form of Government shall be revived and that no judicial proceeding and no contract or other right or liability of or against the town at the date of said meeting shall be affected by said repeal.
Voted: that this article be indefinitely postponed.
Voted; to rescind the vote already carried to adjourn this meeting to Monday November 28th. This vote was made by a rising vote with following result :- Yes 433, No 72.
Voted: that vote to indefinitely postpone action on this article be rescinded. This vote was taken by the rising vote with following result :- Yes 218, No 206.
Unanimously voted to allow Mr. Heath to talk on the subject, this being done as he had already used the fifteen minutes allowed.
Voted to adjourn.

SEALER OF WEIGHTS AND MEASURES
December 31, 1932.
To the Board of Selectmen,
Middleboro, Mass.
The report of the Weights and Measures Department for the year 1932, is as follows:
Subject-State Standards.
The State Standards are owned by the State and loaned to the town by Legislative Act. Any loss or replacement has to be made by the town. These standards have been in use about ten years and consist of a Balance, Standard dry and liq. measures and a standard yard measure, Stan- dard Apothecary, Metric and Adv. weight are also included. These standards are very carefully guarded and kept in the very best condition possible. The Town Treasurer is direct- ly responsible for these standards.
Subject-Field Equipment Standards.
This equipment is owned by the town and is repaired and replaced by the town as necessity occurs or orders from the State Department. The nickel Adv. Weights should be renickled at once to save greater expense later. The 50 1b. Adv. Weights have all been cleaned and painted, also re- calibrated and are in excellent condition. All other weights belonging to the town are in first class shape. The Liquid Measures and the gasoline test cans from one to five gallons are in good condition.
Subject-Weights and Measures in town.
Gas Pumps.
Gas Pumps are a source of constant trouble and com- plaint and need constant attention if the Consumers of gasoline are to get their correct measure and what they pay for. Old style hand pumps are being replaced by motor driven pumps, which in my opinion are the best type, yet the loss in fees is four-fifths, and the time used in sealing is just as great as in the old hand pump.

Butter:
Butter is mostly packed in other towns and states and has to be continually reweighed and watched. In this way many short weights have been discovered and whole ship- ments sent back for repacking.
Potatoes:
Potatoes in burlap bags weighing about 15 lbs. are a continual source of trouble and the storekeepers are required to weigh every bag before selling to the public.
Flour :
Flour is reweighed at frequent intervals and large differ- ences have been found in times past, but the past year this commodity has run very good as to weight. Clinical Thermometers:
All clinical thermometers have been listed and found O.K. and a list forwarded to the Division of Standards for their records upon an order from them.
Oil Jars:
Oil jars are now coming through with the Mass. Seal already on them. They are sealed at the factory and I am trying to get all dealers in oil to use the bottle with the Mass. seal, as they do not have to be sealed by the local Sealer. Scales:
The town scales are in good condition but the under structure will need painting this spring to preserve them from rust.
The scales of the Dealers in town are in very good condi- tion and I find very little trouble with them in the course of a year.
The State Department of Standards are adding a little more each year to the duties of the Sealer so it is very hard to stay within the appropriation of the town. The detail work takes so much extra time, and is increasing each year. Below is a summary of work completed the past year :---
