Article 8: To see if the Town will vote to raise and appropriate a sum of money to meet the Town's share of the cost of Chapter 90 High- way Maintenance, and that, in addition, a sum of money be transferred from unappropriated available funds in the Treasury to meet the State's and County's share of the cost of this work, the reimbursement from the State and County to be restored upon their receipt to unappropriated funds in the Treasury, and act thereon.

Article 11: To see if the Town will vote to accept a deed of the Trustees of the South Middleboro Protective Association conveying cer- tain land adjacent to the Southeasterly and Southwesterly side lines of the South Middleboro School House lot, and act anything thereon.

Article 12: To see if the Town will vote to raise and appropriate a sum of money by taxation, by transfer or by borrowing under the pro- vision of Chapter 44 of the General Laws, for the purchase of a Bull- dozer, and act thereon.

was then moved to appropriate the sum of $25,000.00 for the purchase of a bulldozer and trailer, $5,000.00 to be raised by taxation and $20,000.00 by borrowing under the provisions of the General Laws. This was approved by the Finance Committee. The result of the vote was Yes 237 No 158. This not being a two third vote, it was declared not a vote.


Article 13: To see if the Town will vote to raise and appropriate a sum of money by taxation, by transfer or by borrowing under the provisions of Chapter 44 of the General Laws, for the purchase of a piece of motorized equipment for the Fire Department, and act thereon.


Voted that the sum of $25,000.00 be raised and appropriated for the purchase of a piece of motorized equipment for the Fire Department and that the sum of $5,000.00 be raised by taxation and the sum of $20,000.00 be raised by borrowing under the provisions of Chapter 44 of the General Laws. Result of the vote was Yes 389 No 10.


Finance Committee recommends favorable action.


Article 16: To see if the town will vote to raise and appropriate a sum of money for the resurfacing of streets in which sewer lines have been laid and for this purpose to transfer unexpended balance in the Chapter #718 High Street fund, and act thereon.


Voted that the sum of $15,542.32 be transferred from the Chapter 718 Highway Account for the purpose of resurfacing and improving streets in which sewer lines have been laid, namely: Coombs, Corrinne Parkway, Bloomfield Ave., School, North, Rice and Pearl.


Article 15: To see if the Town will vote to extend the sewer system in Center Avenue, Center Street, Arch Street, Cottage Court, Cambridge Street, Frank Street, Everett Street, Forest Street, West Street, Vine Street, Hillside Avenue, West Grove Street, Lane Street, Lebaron Ave- nue, and Lovell Street or any part there-of and install new sewer lines and mains to enlarge and improve the present sewage treatment plant in connection therewith, and to acquire land and easements, and act thereon, and for the purpose to appropriate and raise money by taxation, transfer or borrowing under the provision of Chapter 44 of the General Laws and act thereon.


Voted that the town appropriate the sum of $319,000.00 for the con- struction of sewers, and improvement of its sewage disposal plant, for sanitary purposes and for sewage disposal, said work to consist


1. of the extension of sewage system in the following streets east- erly of the railroad:


North Street from Nemasket Street to Everett Street Everett Street northerly of Clara Street Forest Street northerly of Arch Street


Cambridge Street, Isaac Street, Charles Street, Clara Street, Keith Street, Frank Street, Arch Street, Cottage Court, Center Street.

2. the construction of an interceptor sewer connecting the above streets with sewage treatment plant; and


3. to improve the sewage treatment plant by constructing of chlor- ination facilities and a building to house the same, said building to be of sufficient size to house future sludge dewatering equipment. To acquire land or easements in land by gift, purchase or eminent domain, as may be required for the foregoing purposes. To raise said sum by adding $4,000.00 to the 1961 tax levy and by borrowing not exceeding $315,000.00 under G. L. c. 44 s. 7 (1). The Selectmen are hereby authorized on behalf of the town to accept any federal aid available for such project and to make any agreements neces- sary in connection therewith, such aid to be applied to the cost of the project in lieu of the proceeds of bonds or notes or to be used to pay bonds or notes issued to finance the project.


Betterments to be assessed as provided by law.


Finance Committee recommends favorable action. Result of the vote Yes 308 No 48.


Article 4: To hear the report of any committees or officers of the Town, to appoint any committee or take any action relative thereto.


To the voters of Middleborough: Mr. Manuel Silvia submitted this report. At the annual Town Meeting held on March 14, 1960, it was voted that the Tercentenary Committee be instructed to procure an estimate of costs for the writing and publishing a second volume of the Middleborough History and to report on this matter at the next special or annual Town Meeting. We respectfully submit the following inform- ation:


Cost of Writing the History


Mrs. Mertie Witbeck, Librarian of our Public Library; has agreed to write the second volume of the Middleborough History for the sum of $3,000.00. This committee feels that this figure is very reasonable. However, if the Town decides to have the second volume written, Mrs. Witbeck will be unable to commence work until January 1963 at which time she is planning to retire as Librarian.


Cost of printing and publishing the History


It was impossible to procure exact costs for this work until the history is written. However, through the courtesy of the Town of Milton, Mass., we were informed that they had 1200 copies of their Town History printed and published in December of 1959 at a total cost of $7,769.65. The size of their history is 7 by 10 inches, contains 275 pages, and about 25 plates. According to our plans, our history if written, will be about the same size.


It is true that four or five years from now, publishing costs may be five or even ten percent higher, but we are mindful that some of the

cost of publishing will be returned to the town through sales of the history.


Your committee has complied with the instructions given us at the Town Meeting of March 14, 1960. We have submitted all the information that we could procure. We are not asking for any money at this time, however, we still recommend that a second volume of the Town History be written and published. We hope that you will act favorable on our recommendation.

Under the Police Department as an amendment the sum of $330.00 was added to the salaries of the patrolmen.


A motion was made to amend under Highway Department the ap- propriation for Road Oil by the addition of $1,000.00. This motion was lost.


Under the Unclassified the sum of $591.00 was added for fire dam- age at the South Middleboro School, also this amount was added to the amount of transfer from the insurance fund, thus leavng the same net figure to be raised.


Under Unclassified the sum of $16,749.68 was appropriated for Hurricane loss to Town Buildings, this amount was deducted from the appropriation as a transfer from the insurance fund.


Voted to transfer the sum of $100,000.00 from the excess and defic- iency account for the use of the assessors in fixing the tax rate for 1961.


Voted for the Reserve fund the sum of $10,000.00.


Voted that the salary for the Town Treasurer and Collector be retroactive to January 1st.


Article 14: To see if the town will vote to adopt a by-law or amend any existing by-laws limiting the use of trailers or mobile homes for residential purposes, and act thereon.


The Planning Board submitted the following recommendations for amendment to the zoning by-law as follows :-

1: In section IV-A-1-a strike out the period after the word "dwel- lings", insert a comma after the word "dwellings", and add the words after the comma "except house trailers or mobile homes".


2: In section IV-C-1 strike out the period after the word "pre- mises". insert a comma after the word "premises", and add the words after the comma "Except that in this district if a house trailer or mobile home is to be erected, placed, or converted on a lot, the lot shall not be occupied by a dwelling or any structure, except an accessory structure."


3: In section V-D add the following paragraph which shall be known as Section V-d-3: "Not more than one house trailer or mobile home with accessory structures shall be erected, placed, or converted on any lot.'


Voted to adopt the amendments, the result of the vote being Yes 112, No 44.
