REPORT OF THE TOWN TREASURER AND COLLECTOR
To the Citizens of Middleborough:
During the year ending December 31, 1961, your Treasurer received a total of $3,706,300.87 and disbursed the amount of $3,573,918.60.
Once more we were able to go through the year without borrowing for tax anticipation, despite a very active year of projects such as re- pairing the Town Hall, building roads, laying drains and an extension of gas mains. To be sure, provision was made for financing all of these projects but nevertheless, it is necessary that enough cash be available to take care of the disbursements when they are due. The taxpayers took care of this problem in good shape by paying their taxes promptly thus causing the general fund to always have a good balance on hand.
This year saw the new insurance plan for the employees implement- ed and as this department keeps the payroll records and handles the town's cash, the Treasurer's Department oversees the insurance pro- gram.
On June 1, 1961, the Treasurer sold a bond issue of $315,000.00 to pay for the West Side Sewer Project. This was a very successful oper- ation with an interest rate of 3.20% at a time when the Dow-Jones municipal average was 3.53%. We also received a premium of $800.07. As the project was delayed in starting, $250,000.00 of the funds were invested in U. S. Treasury Bills and to date we have received income amounting to $2,876.86.
After the payment of real estate taxes on November first, there being a surplus of cash not being used, $300,000.00 of revenue cash was invested in U. S. Treasury Bills for ninety days.
The following schedules and statements show the state of the Treasurer's and Collector's accounts.
