REPORT OF THE BOARD OF ASSESSORS
- 1961 -
The Commonwealth of Massachusetts held it's sixth session of the Annual School of Assessing Officers at The University of Massachusetts August 22, 23, 24 and 25th. Members of the school attending from Mid- dleboro were Ralph S. Crane, Theodore V. Deane, and Marilyn F. Shaw. Mr. Deane was awarded a five-year attendance pin for the completion of five years previous to this session. Mr. Crane has completed five years and Miss Shaw four years including the 1961 session. The program is much the same from year to year and has been reported in the local paper after each session.
The Plymouth County Assessors' Association Summer Meeting was held in Marion July 19, 1961 and the Annual Winter Meeting was held in Middleboro November 14, 1961, at which time Mr. Deane was again elected Clerk-Treasurer of the County Organization. Both meetings were attended by the Middleboro Assessors. These sessions have also been reported.
On October 18, 1961, Mr. Edmund W. Giblin, Chief of the Bureau of Local Assessment, Department of Corporations and Taxation and Mr. Leslie Willard, Tax Consultant attended a meeting held at Town Hall and spoke to Town Officials and members of The League of Women Voters. They outlined the State Assessment System, which has been accepted by more than thirty towns of the Commonwealth thus far, and answered numerous questions on the subject.
A meeting was also held at the Town Hall December 6, 1961 at which revaluation and other matters pertaining to assessing were dis- cussed. Mr. Leslie Willard also attended this meeting and answered many questions relative to assessing and the benefits of the State Assessment System. This meeting was conducted by a member of The Board of Selectmen and a member of the Finance Committee with the purpose of informing the General Public of the Assessing Problems confronting Assessing Departments.
On October 11, 1961, Mr. William Russell of the Ohio consulting firm of Cole, Thayer, Trumble Co. spoke at a meeting of The League of Women Voters and Town Officials. He explained his company's service to a town as a complete, comprehensive survey of all taxable property - resultant in an appraisal manual upon which a board of assessors could then base a more equalized property valuation.
When the new expressway, now called Route #25, was being con- structed, cases came up between land owners and the State on matters of value of land takings. The Board of Assessors were required to fur- nish, in Court in Brockton, data from their files on assessments. This did not cause too much extra work for the Board. However, appellate

cases were expected to materialize in the future, and an appropriation of $300.00 was requested to take care of this extra work. This fund was not used in 1960 and was refunded to the Town's accounts. In October, 1961, the case of Yanofsky Realty Co. of Mattapan against the Board of Assessors came up at The Appellate Court sessions in Boston. The Board of Assessors were required to attend and defend The Town of Middle- borough and it's side of the case.
The property was assessed at a value of $62,480.00. The Owner's contentions - after paying $52,000.00 for the property and expending $117,000.00 on remodeling for Woolworth Co. - was that it should be valued at $19,000.00. Thus a total abatement for the three years of 1958, 1959, and 1960 of $11,435.00 was asked for. This case was ruled in favor of the Middleboro Board of Assessors and thus saved that sum and more for the Town of Middleborough.
